Summary
The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA” or “Authority”) is seeking bids for General Contracting Services in Buildings 13-18 at 3940 Dr. Martin Luther King Drive, also known as The Monarch on MLK. LCRA plans to stabilize and transform the approximate 150,000-square-foot industrial building, situated on 15 acres, into a mix of office and industrial uses. LCRA maintains security guard presence 24/7. Utilities are operational.
The services to be provided through this RFB will be funded by The Coronavirus State and Local Fiscal Recovery Fund allocated to the City of St. Louis by the United States Department of the Treasury and passed through the City’s Community Development Administration to SLDC.

Roof deck repair and new roofs. Site work includes some cutting patching ofexisting parking surfaces, pavement repairs, sealing, striping and fence work. Landscape beds,plantings and irrigation.B. Type of Contract:The project will be constructed under a single prime contract. Utilization of subcontractors isallowed and encouraged.SALES TAX EXEMPTBidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of tangiblepersonal property and materials to be incorporated into or consumed in the construction of thisproject are not subject to Missouri sales tax and may be made on a sales tax-exempt basis pursuantto an Exemption Certificate issued by the Authority. LCRA will provide a tax-exempt certificate.Said purchases may not be made until a Notice To Proceed is forthcoming from LCRA or theirauthorized representative and a Tax-Exempt Certificate has been issued. LCRA will not be liable fortaxes on purchases made by a Contractor or Subcontractor who has not been issued a Tax-ExemptCertificate.TAX & LICENSE CLEARANCEA. City Business License: LCRA will only contract with a Respondent that maintains a valid City ofSt. Louis business license, if such a license is required to do business in the City.B. Payment of City Taxes Required: LCRA will only contract with a Respondent that is current onall payments due to the City of St. Louis Collector of Revenue. Respondents are expected to becurrent on all payments and submission of all required reports. All personal property taxes must bepaid.C. Authority to Investigate: By responding to this RFB, unless otherwise explicitly stated,Respondent authorizes LCRA to verify Respondent’s compliance status with the Collector ofRevenue and License Collector.You are strongly encouraged to contact the Collector of Revenue and the License Collector’s Officesif you are not sure about your standing. Funding will not be approved if there are delinquencies witheither office.
