Synopsis	The Downtown Investment Authority (“DIA”), serving as the Community Redevelopment Agency (CRA) for Downtown Jacksonville, seeks proposals from qualified financial consultants with demonstrated expertise in real estate project underwriting, incentive structuring, and economic development finance. The Downtown Investment Authority’s jurisdictional boundary is included as Exhibit A to this solicitation. The scope of this solicitation is twofold: I.        To provide transaction-level financial analysis and negotiation support for individual private development projects seeking public incentives (e.g., Recaptured Enhanced Value Grants, completion grants, loans, or other subsidies). Note: DIA Incentives are included as Exhibit B to this solicitation; and II.        To conduct a comprehensive policy and market evaluation of DIA’s incentive programs to guide a more predictable, performance-based, and market-responsive framework moving forward. Respondents may submit proposals for both Scopes of Work (Sections A and B) or for only one Scope of Work (either Section A or Section B). Each Scope of Work identified in Sections A and B will be evaluated and scored individually using the Evaluation and Scoring Criteria outlined in this solicitation. DIA reserves the right to engage multiple consultants under Scope A on a project-by-project basis.
Amendment Description	The purpose of this Addendum is to Respond to Vendor Questions, and Extend the Close Date to January 20, 2026. See attached ADDENDUM 2 in the Overview.
