REQUEST FOR PROPOSALS (RFP)
Safe Streets and Roads for All (SS4A) – Comprehensive Safety Action Plan
“Critical Crossings, Connectivity, and the Removal of Barriers”

The City of Marietta, Ohio (“City”) hereby gives public notice that it is soliciting Request for Proposals (RFP) from qualified consulting firms to develop a Comprehensive Safety Action Plan under the U.S. Department of Transportation, Federal Highway Administration Safe Streets and Roads for All (SS4A) Planning and Demonstration Grant Program.

Scope of Services
The selected firm will assist the City in completing all tasks necessary to produce a federally compliant Comprehensive Safety Action Plan, including but not limited to:
• Crash data analysis and GIS mapping of high-injury networks;
• Review of existing City plans in support of a citywide safety analysis;
• Pedestrian, cyclist, and roadway safety assessment;
• Community and stakeholder engagement activities;
• Development of recommended strategies, interventions, and prioritization of projects;
• Preparation of documentation required for SS4A reporting and grant compliance.

The City will evaluate proposals in accordance with criteria set forth in the RFP, including relevant experience, technical approach, understanding of local conditions, community engagement strategy, and cost effectiveness. The City reserves the right to reject any or all proposals, waive informalities, and accept the proposal deemed in the best interest of the City.

Section 1: Introduction
The City of Marietta, Ohio, has been awarded a Safe Streets and Roads for All (SS4A)
Planning and Demonstration Grant by the U.S. Department of Transportation, Federal
Highway Administration (FHWA), in the amount of $120,000 federal share with a $30,000
local match (total $150,000).
The City seeks proposals from qualified consulting firms to assist in developing a
Comprehensive Safety Action Plan. The plan will identify strategies to reduce roadway
fatalities and serious injuries, improve safety for all users, and meet federal requirements under
the SS4A program.

Marietta’s safety challenges include:
Crash hotspots along Pike Street and Greene Street
Truck traffic on Route 7, SR 60, SR26, and I-77 corridors
Pedestrian safety concerns downtown and near Marietta College related to incoming
traffic flow from SR 60, SR 7, SR 550, SR 676 and to a lesser degree SR 26
Lack of safety due to the creation of isolation from busy highways exacerbating the
vulnerability of at risk populations
Limited bicycle infrastructure and connectivity
Section 3: Scope of Work
The selected consultant will provide services including:
1. Data Collection & Analysis
o Review crash data and traffic patterns
o Review of existing City plans to support safety analysis and recommended
interventions applied to a citywide context
o GIS mapping of high-injury corridors
o Assessment of pedestrian and cyclist safety
2. Community Engagement
o Public workshops, surveys, stakeholder meetings
o Inclusive outreach to schools, seniors, and vulnerable populations
3. Safety Action Plan Development
o Draft and finalize a plan with measurable strategies
o Recommend infrastructure, policy, and enforcement improvements
o Prioritize projects for federal implementation funding
4. Grant Compliance Support
o Prepare documentation for SS4A reporting
