All responses must be submitted through the bid portalITEM AND DESCRIPTIONShawnee County is soliciting sealed bids for the refinishing of the gym floor including all necessaryinspections, assessments, sanding, painting, and finishing at the Central Park Community Centerlocated at 1534 SW Clay Street.SITE INSPECTIONProposers are required to perform on-site inspections during community center open hours: Monday throughSunday, 9:00 a.m. – 6:00 p.m. and submit any questions via the online bid portal. Center staff will notanswer questions pertaining to the scope of this RFP.All questions requesting clarification of items/issues of this RFP must be submitted in writing via theonline bid portal. Proposers should clearly understand that the only official answer or position of ShawneeCounty will be in writing. Any modification to this Request arising from answers to written questions shallbe made in writing by addendum and will be issued through the online bid portal.Page 1 of 12SCOPE & INFORMATIONDESCRIPTIONShawnee County Parks + Recreation (SCP+R) is seeking a qualified vendor to refinish the gym floor at theCentral Park Community Center. Vendors will be required to perform an assessment of the current floor toidentify any significant damage not listed in this RFP. Refinishing of the floor will include sanding toremove the old finish, scratches, and imperfections including stains and dirt as well as repairing any damagesidentified and agreed to in the assessment leaving a smooth, even surface. The floor shall be sealed, finished,and have game lines painted using high-quality water base seal, finish, and paint for a polished finishappearance.MATERIAL1. Premium materials and equipment shall be used to ensure a high-quality finished product.2. Sanding equipment and service shall include dust control systems.3. Use only professional-grade MFMA approved water base finish.4. Premium paint designed for this type of work is required.5. Manufactures Warranty shall be specified in the bid response.6. Workmanship warranty shall be no less than one (1) year from date of final completion.GENERAL SPECIFICATIONS1. This project will be a turn-key project with selected vendor supplying all parts, materials, equipmentand labor to complete the project.2. SCP+R will supply a dumpster for vendor use.3. Floor size is 131’ x 102’ (13,362 square feet).4. Game lines and layout shall be painted according to the diagram below and the followingspecifications:a. 2” Lines Painted for 1 Main Basketball Court in color to be selected.b. Lines Painted for 2 additional cross courts in color to be selected.c. Lines Painted for 2 volleyball courts in color to be selected.d. Lines Painted for 6 pickleball courts in color to be selected.5. Add Alternate: Painting of the Robinson Raven Logo at Center Court shall be priced as an addalternate to the base project.6. The selected vendor will leave the project area clean by removing all project waste, supplies,equipment and materials upon completion.7. Selected vendor shall supply SCP+R with care and use instructions and training as necessary tomaintain floor life.8. Contractor must have a minimum of five (5) years of experience with this scope of work; specificallybeing familiar with athletic floor repair and refinishing.*** The preferred timeline for work and completion of this project is from ***June 15, 2026 through August 7, 2026.Page 2 of 12FLOOR LAYOUT AND DESIGN DIAGRAMRFP QUESTIONSAll questions regarding this RFP should be submitted through the Shawnee County Online Bid Portal. It isyour responsibility to make sure the uploaded file is the correct, complete and contains all requiredinformation and signatures. The file can be changed until the bid close time.Closing Date: Bids will be received until 2:00 p.m. CDT on the scheduled closing date. If your pricing changes, you can replace your bid inthe system any time before the 2:00 closing.Bid Openings: All bids submitted before the specified bid closing time shall be opened and properlyrecorded on the bid tabulation sheet. Subsequent to the bid opening, all bids shall be thoroughly evaluatedand a determination made as to their compliance with applicable specifications. The appropriate Countydepartment head shall make this determination. Upon completion of the above determination, an analysis ofall bids submitted shall be prepared and formally presented to the Board of County Commissioners foracceptance and approval of the lowest and/or best bid. The Board of County Commissioners reserves theright to accept or reject any and/or all bids and to waive any irregularities or informalities therein.Notice to Successful Bidders: The successful bidder will be notified by email or telephone as soon aspossible after bids have been opened, tabulated, and analyzed.Notice to Unsuccessful Bidders: Unsuccessful bidders will not be notified.Submission of Questions: All questions must be submitted through the bid portal. Respondents areencouraged to review all RFP documents prior to submitting questions. By submitting questions the bidderacknowledges that they have reviewed the RFP in full and make reasonable efforts to locate answer prior tosubmitting the question to the portal. The County reserves the right not to respond to questions that areduplicate, irrelevant, or demonstrate that the respondent has not reviewed the RFP in full.Disclosure of Proposal Content and Proprietary Information: All proposals become the property of theShawnee County. The Open Records Act (K.S.A. 45-215 et seq) of the State of Kansas requires publicinformation be placed in the public domain at the conclusion of the selection process, and be available forexamination by all interested parties. No proposals shall be disclosed until after a contract award has beenissued. Shawnee County reserves the right to destroy all proposals if the RFP is withdrawn, a contract awardis withdrawn, or in accordance with Kansas law. The online bid portal will not accept late proposals.How to include Proprietary Information in your proposal: Trade secrets or proprietaryinformation legally recognized as such and protected by law may be requested to be withheld ifclearly labeled "Proprietary" on each individual page and provided in a clearly marked and separatedwith the Proprietary Divider page, section within the pdf file uploaded to the online bid portal. Onlyone file is allowed to be uploaded to the bid portal. Pricing information is not considered proprietaryand the bidder's entire proposal response package will not be considered proprietary.Proprietary Divider Page: This document is available to be downloaded in the bid portalunderneath the Purchasing section.All information requested to be handled as "Proprietary" shall be submitted in the separate sectionfrom the main proposal and clearly labeled and section off by the divider page.
