Washington Street, Suite DWalterboro, SC 294881SECTION I – PROJECT OVERVIEWColleton County (“County”) is soliciting Statements of Qualifications fromqualified firms to provide Construction Manager at Risk (CMAR) services for theconstruction of the 14th Circuit Solicitor’s Mock Trial Facility (“Project”). ColletonCounty is issuing this Request for Qualifications and will administer theprocurement process and CMAR contract on behalf of the Project Owner.The Project is anticipated to include the construction of a facility owned by the14th Judicial Circuit of South Carolina, intended to support mock trialproceedings, training, and related functions associated with the Solicitor’s Office.The facility is expected to include courtroom simulation spaces, support areas,and associated building systems.The Project will be located at 108 Traders Cross, Okatie, South Carolina.The County intends to utilize the Construction Manager at Risk project deliverymethod to promote early collaboration during design, enhance cost certainty,improve constructability, and support schedule control through the establishmentof a Guaranteed Maximum Price (GMP). The selected CMAR will be engagedduring the design phases to provide preconstruction services and, subject tosuccessful negotiation of a GMP, will serve as the constructor for the Project.SECTION II – PROJECT SCHEDULEAt the time of issuance of this Request for Qualifications, the Project design is atthe conclusion of the Schematic Design phase. The County anticipates engagingthe Construction Manager at Risk at the beginning of the Design Developmentphase.During the Design Development and Construction Documents phases, theArchitect will maintain responsibility for the design schedule. The CMAR will workcollaboratively with the Architect and the County to support the design schedule2through timely cost estimating, constructability reviews, and procurementcoordination.The Project is anticipated to be delivered as a single-phase construction projectfollowing completion of design and establishment of a Guaranteed MaximumPrice (GMP). The CMAR shall identify long-lead materials, systems, andequipment and provide recommendations for early procurement strategies,subject to County approval.Final construction duration and milestone dates will be established during thepreconstruction phase and incorporated into the CMAR agreement.SECTION III – PROJECT DESIGN TEAMThe County has retained LS3P Associates Ltd. to provide architectural andengineering (A/E) services for the Project. LS3P will serve as the Architect ofRecord and will be responsible for the preparation and coordination of theConstruction Documents.The Construction Manager at Risk will coordinate with the A/E team during boththe preconstruction and construction phases of the Project. Duringpreconstruction, the CMAR is expected to collaborate with the Architect and theCounty by providing constructability input, cost estimating, value engineering,and procurement recommendations. During construction, the CMAR shallcontinue to coordinate closely with the A/E team and the County to supportimplementation of the Contract Documents and successful delivery of the Project.SECTION IV – SCOPE OF CONSTRUCTION MANAGER AT RISK SERVICESA. Preconstruction ServicesThe Construction Manager at Risk (CMAR) shall provide professionalpreconstruction services beginning at the start of the Design Development phaseand continuing through completion of the Construction Documents and execution3of a Guaranteed Maximum Price (GMP). The CMAR shall work collaboratively withthe County, the Project Owner, and the Architect to support the design effort andalign Project scope, budget, and schedule.Preconstruction services shall include, but not be limited to, the following:1. Provide detailed, construction cost estimates at the Design Developmentand Construction Documents phases, organized by trade and clearlyidentifying assumptions, allowances, contingencies, and exclusions.2. Actively engage qualified subcontractors and suppliers duringpreconstruction to obtain accurate, market-based pricing andconstructability input.3. Review and reconcile CMAR cost estimates with those prepared by theArchitect and participate in coordination meetings to resolve discrepancies.4. Perform constructability reviews at each phase of design and submitwritten comments and recommendations to the County and Architect.5. Provide value engineering (VE) recommendations focused on maintainingprogrammatic intent, quality, durability, and functionality while improvingcost efficiency and constructability.6. Assist the Architect and County with evaluation of alternative materials,systems, and construction approaches.7. Identify long-lead materials, systems, and equipment and providerecommendations for early procurement strategies, subject to Countyapproval.8. Support the Architect-led design schedule through timely estimating,constructability input, and procurement coordination.9. Develop a comprehensive Guaranteed Maximum Price (GMP) incorporatingsubcontractor pricing, General Conditions, CMAR fee, contingencies,4allowances, early-procured items, and clearly defined assumptions andexclusions.10.Reconcile the draft GMP with prior cost estimates and the Project budget.11.Prepare and submit the Project for building permit, including coordinationwith regulatory agencies and authorities having jurisdiction.12.Attend and participate in scheduled design and coordination meetings asrequired by the County.Subcontractor and supplier engagement during preconstruction shall be forpricing, constructability, and coordination purposes only and shall not constituteselection or award of subcontract work.B. Construction ServicesUpon execution of the Guaranteed Maximum Price (GMP), the CMAR shallprovide full construction management services through completion, closeout, andthe warranty period.Construction phase, closeout, and warranty services shall include, but not belimited to:1. Provide on-site construction management and supervision, including adedicated project superintendent.2. Coordinate and manage subcontractors and suppliers to ensure compliancewith the Contract Documents, safety requirements, quality standards, andschedule.3. Develop, maintain, and update a detailed Critical Path Method (CPM)construction schedule.5
