Request for Quotes – Solar Construction
Tanana Chiefs Conference (TCC) Energy Department is soliciting quotes from qualified contractors (s) to provide all labor, materials, and equipment for the construction and commissioning of seven solar arrays. These systems will be deployed across seven remote Interior Alaska communities: Minto, Grayling, Huslia, Venetie, Fort Yukon, Tok, and Ruby.Project Scope
Contractors will be responsible for providing all labor, materials, and equipment necessary to deliver fully operational Solar Array’s to each community’s energy needs.Award Structure
Contracts will be awarded by individual location. Bidders are not required to submit proposals for all seven sites to be considered responsive.Registration

These systems will be deployed across sevenremote Interior Alaska communities: Minto, Grayling, Huslia, Venetie, Fort Yukon, Tok, andRuby all of which currently rely entirely on diesel power generation.This initiative reflects TCC’s commitment to reducing energy costs and modernizing energyinfrastructure through renewable energy solutions. Together with the Battery Energy StorageSystem (BESS) project awarded in November 2025, the solar arrays will enhance gridreliability, with installation targeted for Summer 2026.These communities present unique construction challenges due to extreme temperaturefluctuations and limited accessibility:• Road Access: Only Minto and Tok are road accessible.• Air Access: Venetie is accessible exclusively by plane.• Barge Access: Grayling, Huslia, Ruby, and Fort Yukon are served by seasonal bargeservice, primarily via Ruby Marine Services.Contractors must be equipped to manage complex logistics tailored to each site’s conditionsand timeline.Each community is served by a different electric utility, which owns and operates the localelectrical infrastructure and will be directly involved in the solar array interconnection:• Alaska Village Electric Cooperative (AVEC): Minto, Grayling, Huslia• Alaska Power & Telephone (AP&T): Tok• GZ Utility Company: Fort Yukon• Native Village of Venetie Tribal Government: Venetie• City of Ruby: RubyTCC will act as a liaison between the contractor (s), utilities, and other stakeholders to ensuresmooth coordination. Land use permissions have been or will be secured for all project sitesprior to construction.The selected contractor (s) will be responsible for:• Procuring all necessary materials and equipment.• Managing delivery and logistics to each village site.• Installing solar arrays per design documents and utility standards.• Commissioning systems for full operational readiness.• Coordinating with the BESS contractor for seamless integration.Contractors must be prepared to begin work promptly and manage the demands of anaccelerated summer 2026 construction schedule. Successful execution will require effectivecoordination, strict adherence to scope, and on-time delivery.This project is funded through multiple federal and state sources.
