Request for Quotes

The Harrison County School District Board of Education will accept quotes for Online English Learner Support for the 2025-2026 school year.  All quotes must be submitted to Melissa Garrison via email by June 27, 2025, by 11am CST. Quotes will be awarded no later than July 28, 2025.

Purpose
The purpose of this Request for Proposal (RFP) is to obtain quotations for a supplemental Online English Learner Support Program.

Scope of Services
The program services will include but are not limited to (please put your proposal in this order):

Be an online program that provides personalized learning through explicit, targeted instruction and personalized “paths” that continually adapt based on the student’s performance;
Offer an initial placement test, ongoing assessments, and intermittent evaluations to ensure students are working in their zone of proximal development;
Offer strategic scaffolding and support for struggling learners;
Lessons and activities designed to supplement the Mississippi College and Career Readiness Standards;
Lessons and activities aligned with the current Mississippi English Learner Standards that provide instruction and practice in reading, writing, listening, and speaking;
Lessons must be adaptive, sequential, incremental and provides some spiraling to continually apply and review skills learned;
Lessons must address vocabulary, grammar, and language conventions, reading comprehension and English language proficiency;
Product should offer teachers a variety of resources;
Product should offer teachers/administrators a variety of reports that detail how students are performing;
Must be compatible with Clever and PowerSchool systems;
Addresses Response to Intervention requirements as they relate to progress monitoring;
Product should protect all information and comply with FERPA and PII federal standards;
Must have enough data (i.e., effect size) to prove efficacy;
Must have evidence-based research to comply with the Every Student Succeeds Act (ESSA);
Product should offer professional development (optional purchase);
Provide administration with reports of professional development consultant’s actions, observations, and suggestions IF professional development is “in person.”

Quotes will be evaluated based on the scope of services, experience, favorable references, and services available.
