Clark County is notresponsible for any costs incurred prior to the effective date of the contract. Clark Countyreserves the right to make an award without further negotiation of the proposal submitted.Therefore, the proposal should be submitted in final form from a budgetary, technical, andprogrammatic standpoint.DISPUTES - Clark County encourages the use of informal resolution to address complaintsor disputes arising over any actions in implementing the provisions of this RFP. Each contract is between the proposer and the individual agencywith no liability to Clark County.LIMITATION - This RFP does not commit Clark County to award a contract, to pay anycosts incurred in the preparation of a response to this RFP, or to procure or contract forservices or supplies.LATE PROPOSALS - A proposal received after the date and time indicated above will notbe accepted. No exceptions will be made.ORAL PRESENTATIONS - An oral presentation may be required of those prospectivecontractors whose proposals are under consideration. Prospective contractors may beinformed that an oral presentation is desired and will be notified of the date, time andlocation the oral presentation is to be conducted.OTHER AUDIT/MONITORING REQUIREMENTS - In addition, auditing or monitoring forthe following purposes will be conducted at the discretion of Clark County: Fundaccountability; Contract compliance; and Program performance.PRICE WARRANT - The proposer shall warrant that the costs quoted for services inresponse to the RFP are not in excess of those which would be charged any other individualor entity for the same services performed by the prospective contractor, in a similarsocioeconomic, geographical region.REQUEST for PROPOSALS – This solicitation is an invitation by Clark County forProposers to submit an offer, which may be subject to subsequent discussions andnegotiations by the County and the Proposer. It is not a request for a competitive bid.A Proposal means any document, submittal, interview presentation, negotiation, andeverything and anything provided in response to this RFP regardless of whether thesubmission is an oral or written submission.Clark County reserves the right to accept or reject any or all proposals received as a resultof this RFP, to negotiate with any or all prospective contractors on modifications toproposals, to waive formalities, to postpone award, or to cancel in part or in its entirety thisRFP if it is in the best interest of Clark County to do so.PROTESTS - Must be submitted to the Purchasing Department within 3 business days ofreceipt of Letter of Notice.PUBLIC SAFETY - May require limiting access to public work sites, public facilities, andpublic offices, sometimes without advance notice. IntroductionGeneral InformationClark County Public Works Solid Waste and Recycling Division (“County”) is seekingproposals from qualified proposers to develop a web and mobile, waste and recycling searchtool. The tool must be customizable to support our local needs, and include features such asa searchable waste directory, collection schedule and various collection service requests. BackgroundLocated in southwestern Washington, with an estimated total population of 527,400, theCounty and the cities of Camas, Battle Ground, La Center, Ridgefield, Washougal andVancouver and the town of Yacolt (collectively “Regional Partners”) have curbside collectioncontracts for single-family, multifamily and (Vancouver’s contract includes commercial)garbage, recycling and organics collection with Waste Connections of Washington, Inc.(“Hauler”). Regionally, there are 121,084 single-family and 49,631 multifamily residences orcustomers and an estimated 24,000 businesses (including schools and multifamily entities). Thecurrent Hauler and Regional Partners work collaboratively to provide equitable services andinfrastructure that equip everyone who lives, works or goes to school in Clark County with toolsto sustainably manage their waste. One of the most utilized and important tools is our regionalwaste and recycling tool that enables residents to search for any item, and it directs them toappropriate reuse, recycling and disposal outlets as well as provides a calendar and servicereminders, push notifications and alerts.In 2012, the Regional Partners procured a regional waste and recycling cloud-based toolcalled Recollect, now owned by Routeware. The City of Vancouver (Vancouver) piggybackedoff Sourcewell’s contract with Routeware, which is expiring in 2026. Vancouver led the tool’scontract and administrative management, and Vancouver, County, Hauler and ColumbiaRequest for Proposal #948Regional Solid Waste & Recycling ToolResource Company collectively covered the cost of the regional tool. The tool is integratedinto the Hauler’s collection service routing system to provide all single-family customers in thecounty with their collection schedule and the ability to request collection services.In 2025, approximately 67,000 residents signed up for the app with 87,000 collectionreminders. The tool is embedded into the County’s, Vancouver’s and Hauler’s webpages, thewebsite (54%) is the most utilized form of this application compared to the mobile app (45%).Ninety-nine percent of users select English when using the app, and some users preferSpanish, Russian, Chinese, Korean and Vietnamese.Regional Partners agreed that it is important to invest in this tool. It is widely used by theRegional Partners and their customers and fulfills our regional goals to reduce contamination,increase quality and quantity of recyclable materials and promote safety in our solid wastesystem.3. Scope of ProjectThe County is seeking proposals from qualified firms to develop a web and mobile waste andrecycling search tool for residential (defined as single-family and multifamily unless specifiedotherwise) and commercial customers (including businesses and schools) that incorporatesthe latest technology and has three main features.1. Residential collection calendar: A feature that provides residential customers withaccurate, up-to-date garbage, recycling and organics collection schedule. The customerhas the option to sign up for service alerts and/or reminders via email, push notifications,text messages or phone calls. The collection calendar can also be downloaded topersonal mobile calendars or printed.2. Service request(s): A feature that allows single-family residential customers to request,schedule and (when applicable pay) for curbside pickups through the tool, i.e. yarddebris, bulky items, etc. The types of service requests available to users will vary bylocation due to Regional Partners’ services within their collection contracts.3. Searchable waste directories: Two separate directories, one for residential customersand the other for commercial customers, to find convenient and appropriate disposaloptions for different items.Tool interface & functionalityThe tool design must be a simple, user-friendly interface with clear navigation, readable text andhave a consistent design across web and mobile platforms. Per Title VI requirements, all aspectsof the tool must be accessible in multiple languages used in the region.The tool must have accessibility features such as scalable text, incorporating proper HTMLfor adaptive devices such as screen readers or automatic speech recognition devices,accessible color design, and follow the county’s accessibility guidelines (WCAG 2.1 AAaccessibility standards).The tool must have the ability for customers to sign up for service alerts and/or reminders viaemail, push notifications, text messages or phone calls and request services (i.e. yard debris,bulky items, etc.) through the tool.Services should include free mobile apps through Apple App Store and Android Play Storeand include two “widgets” or coding that Regional Partners can adjust to fit the region’s needs.Tool customizationRegional Partners must have the ability to update and edit the database of information in thewaste directory.
