TOWNSHIP OF EAST BRUNSWICKINVITATION TO BIDCONTRACT #2026-012026 Pavement Management ProgramNOTICE IS HEREBY GIVEN, that sealed proposals for the 2026 PavementManagement Program will be received by the Clerk of the Township of East Brunswick, MiddlesexCounty, New Jersey at 11:00 A.M. prevailing time on February 24, 2026, in the LargeConference Room located at the Municipal Building, 1 Jean Walling Civic Center, EastBrunswick, New Jersey.The start date for construction of this project will be no later than March 16, 2026, and thecompletion date will be no later than December 1, 2026.This project consists of the reconstruction/re-surfacing of twenty-two (22) local streets.The project entails the following general quantities:Hot Mix Asphalt, Milling, 3" or less (72,571S.Y), Roadway Excavation, Unclassified(915 C.Y.), Hot Mix Asphalt, Surface Course, 9.5M64 (9,686 Tons), Hot Mix Asphalt,Base Course, 19M64 (1,055 Tons), D.G.A.B.C, 6" Thick (1,320 S.Y.), Reset ManholeCasting (96 Units), 6"x 9"x 20" Concrete Vertical Curb (2,455 L.F.), Concrete Curb andGutter (750 L.F.), Mountable Concrete Curb (3,200 L.F.), Concrete Sidewalk, 4" Thick(830 S.Y.), Detectable Warning Surface (51 S.Y.), Hot Mix Asphalt Driveway, 5” Thick(405 S.Y.), Concrete Driveway, Reinforced, 6” Thick (285 S.Y.), Underdrain Type “F”Modified (6,390 L.F.), Traffic Markings Lines, 4” Wide (969 L.F.), Traffic MarkingsLines, 6” Wide (691 L.F.), Fertilizer, Topsoil, Seed & Mulch (2,345 S.Y.), TrenchRestoration (550 S.Y.), 8” Ductile Iron Pipe, Class 52 (1,120 L.F.), 1” Type “K” CopperService (2,248 L.F.), Curb Box & Service Connection (104 Units).Also included in this proposal are four (4) alternate bids:Alternate #1 – Lenape Park Parking Lot Surface Course:Hot Mix Asphalt, Transition Milling & Scarification (2,410 S.Y), Hot Mix Asphalt,Surface Course, 9.5M64 (400 Tons), 6"x 9"x 20" Concrete Vertical Curb (155 L.F.)Traffic Markings Lines, 4” Wide (1,840 L.F.), Traffic Markings Lines, 24” Wide (15L.F.), Traffic Markings Symbols (110 S.F.).Alternate #2 – Lenape Park Parking Lot Concrete Work:Concrete Sidewalk, 4" Thick (375 S.Y.), Detectable Warning Surface (5 S.Y.), Fertilizer,Topsoil, Seed & Mulch (200 S.Y.).Alternate #3 – Police Parking Lot Resurfacing:Hot Mix Asphalt, Milling, 3" or less (5,500 S.Y), Roadway Excavation, Unclassified (35C.Y.), Hot Mix Asphalt, Surface Course, 12.5M64 (700 Tons), D.G.A.B.C., 6” Thick (100S.Y.), Traffic Markings Liners, 4” Wide (4,795 L.F.), Traffic Markings Liners, 24” Wide(70 L.F.), Traffic Markings Symbols (2500 S.F.), Fertilizer, Topsoil, Seed & Mulch (20S.Y.).Alternate #4 – Lake Avenue Curb Replacement:6"x 9"x 20" Concrete Vertical Curb (1,680 L.F.), Concrete Sidewalk, 4" Thick (30 S.Y.),Detectable Warning Surface (2 S.Y.), Hot Mix Asphalt Driveway, 5" Thick (45 S.Y),Roadway Excavation, Unclassified (125 C.Y.), D.G.A.B.C., 6” Thick (375 S.Y.), Hot MixAsphalt, Base Course, 19M64 (95 Tons), Hot Mix Asphalt, Surface Course, 9.5M64 (50Tons), Fertilizer, Topsoil, Seed & Mulch (550 S.Y.).Contract Documents and Plans for the proposed work prepared by Gregory Potkulski, P.E., maybe examined at the Department of Planning and Engineering, Public Works Complex, 4 HartsLane, East Brunswick, New Jersey and may be obtained by prospective bidders for a non-refundable fee of $15.00 during the hours of 7:30 A.M. and 3:30 P.M. until 48 hours prior to thetime set for the bid opening. Proposals must be made on the Standard Proposal Forms in the mannerdesignated in Section 102 of the Contract Documents, must be hand delivered or mailed bycertified mail, must be enclosed in sealed envelopes bearing the name and address ofthe Bidder and the name of the work on the outside, must be addressed to the Township of EastBrunswick, and must be accompanied by a statement of Consent of Surety from a surety companyauthorized to do business in the State of New Jersey and acceptable to the Township of EastBrunswick.Each bid must be accompanied by a certified check or cash in the amount of not less than ten(10%) percent, except that the amount shall not exceed $20,000.00, of the bid payable without anyconditional endorsement as a guarantee that, in case the Contract is awarded to the bidder, he will,within 5 Municipal Business Days thereafter, execute such Contract and furnish satisfactoryperformance bond. Upon failure to do so he shall forfeit the deposit as liquidated damages andthe acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder.No interest shall be allowed upon any such certified check or cash. A bid bond in the amount often (10%) percent of the bid may be substituted for certified check or cash.All bid security except the security of the three apparent lowest responsible bidders shall bereturned, unless otherwise requested by the bidder, within 10 days after the opening of the bids.Sundays and holidays excepted, and the bids of such bidders shall be considered as withdrawn.Within 3 days, Sundays and holidays excepted, after the awarding and signing of the contract andthe approval of the contractor’s performance bond, the bid security of the remaining unsuccessfulbidders shall be returned to them.Each bid must also be accompanied by a certificate from a bonding company licensed to dobusiness in the State of New Jersey and acceptable to the Township guaranteeing that, if theproposal of the bidder be accepted, they will furnish the bond set forth in Subsection 103.05 of theGeneral Conditions of the Contract and the acceptance of the bid will be contingent upon thefulfillment of this requirement.Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C.17:27.In accordance with N.J.S.A. 18A-27, as it may apply to this Contract, all bidders may be requiredto meet with qualifications established with the Department of Treasury, Division of Building andConstruction.The successful bidder shall be required to comply with the provisions of the New Jersey PrevailingWage Act, N.J.S.A. 34:11-56.25 et seq.A corporation submitting a bid, in response to this advertisement, shall accompany such bid witha resolution authorizing its proper officers to submit such a bid and authorize said officers toexecute a contract in the event its bid is accepted.The Township of East Brunswick reserves the right to reject any and/or all bids or to waive anyformalities, minor irregularities and immaterial variances in the form of bids if, in its opinion, it isin the best interest of the Township to do so.Attorneys in fact who sign contract bonds must file with each bond a certified and effectively datedcopy of their power of attorney.BY ORDER of the Mayor and Township Council of the Township of East Brunswick.Tamar Lawful, RMC/CMRMunicipal ClerkTOWNSHIP OF EAST BRUNSWICK
