Summary

The Land Reutilization Authority of the City of Saint Louis, Missouri (“LRA”) will receive sealed bids for Selective Deconstruction & Demolition Contracting Services at 3509 Page Boulevard, St. Louis, Missouri 63106, until the deadline listed below, at which time there will be a public bid opening.

LRA is seeking services from a St. Louis city-certified eligible demolition contractor to perform applicable environmental remediation, hazardous materials abatement, selective deconstruction, and demolition work on the building and restoration of the site. Utilities are not operational or available onsite.

Sealed proposals are due: June 19, 2026 at 1:00 p.m. CDT

BACKGROUND
The Land Reutilization Authority of the City of Saint Louis (“LRA” or “Authority”) is seeking bids
for Selective Deconstruction & Demolition Contracting Services at 3509 Page Boulevard, St. Louis,
Missouri 63106. LRA is seeking services from a St. Louis city-certified eligible demolition
contractor to perform comprehensive environmental remediation, hazardous materials abatement,
selective deconstruction, and demolition work on the building and restoration of the site. Utilities are
not operational or available onsite.
LRA acquired the building at 3509 Page Boulevard with the intention of preserving it for future
redevelopment. Unfortunately, the building has deteriorated to the extent that it is no longer
economically feasible. LRA intends to clear the entire lot to create a vacant redevelopment site.
The services to be provided through this RFB will be funded by The Coronavirus State and Local
Fiscal Recovery Fund allocated to the City of St. Louis by the United States Department of the
Treasury and passed through the City’s Community Development Administration to LRA. All
Supplementary Conditions provided as an Exhibit to this RFB shall be incorporated into any contract
or sub-contact awarded pursuant to this RFB. To the extent any terms in this RFB conflict with the
Supplementary Conditions in the Exhibit, the Supplementary Conditions shall control.

SCOPE OF WORK
A. The work will be executed in a specific, mandatory four-phase sequence:
Phase 1 (Remediation): All ACM abatement, Household Hazardous Waste (HHW)/Universal
Waste removal, shall be performed from within the buildings. Refer to “Exhibit A1:
Hazardous Material Survey” when it is uploaded to the RFB website.
Phase 2 (Utilities): Disconnect all utilities (gas, sewer, electrical) and cap them incompliance
with local codes.
Phase 3 (Demolition & Removal): Selective Deconstruction & Demolition of the building
and foundation.
Phase 4 (Restoration): Backfill, site grading, seeding, strawing, and final site restoration. Not
applicable for the skybridge.
All necessary permits are the demo contractor’s responsibility. This includes demolition permits and
street & sidewalk closures. Contractor shall provide all required street and sidewalk blockage
barriers as required. Refer to Exhibit A2:
B. Special Instructions for Selective Deconstruction:
Refer to “Exhibit A3: Items to be Preserved.” It will be uploaded by 5:00 pm, June 3.
C. Type of Contract:
The project will be constructed under a single prime contract. Utilization of subcontractors is
allowed and encouraged.

SALES TAX EXEMPT
Bidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of tangible
personal property and materials to be incorporated into or consumed in the construction of this
project are not subject to Missouri sales tax and may be made on a sales tax-exempt basis pursuant
to an Exemption Certificate issued by the Authority. LRA will provide a tax-exempt certificate. Said
purchases may not be made until a Notice To Proceed is forthcoming from LRA or their authorized
representative and a Tax-Exempt Certificate has been issued. LRA will not be liable for taxes on
purchases made by a Contractor or Subcontractor who has not been issued a Tax-Exempt Certificate.
TAX & LICENSE CLEARANCE
A. City Business License: LRA will only contract with a Respondent that maintains a valid City of
St. Louis business license, if such a license is required to do business in the City.
B. Payment of City Taxes Required: LRA will only contract with a Respondent that is current on all
payments due to the City of St. Louis Collector of Revenue. Respondents are expected to be current
on all payments and submission of all required reports. All personal property taxes must be paid.
C. Authority to Investigate: By responding to this RFB, unless otherwise explicitly stated,
Respondent authorizes LRA to verify Respondent’s compliance status with the Collector of Revenue
and License Collector.
D. Bidders must be a certified demolition contractor by the Demolition Contractors' Certification
Board of the City of St. Louis. For more information: https://www.stlouis-

You are strongly encouraged to contact the Collector of Revenue and the License Collector’s Offices
if you are not sure about your standing. Funding will not be approved if there are delinquencies with
