SummaryOn March 24, 2026, the City Council will open a Public Hearing for the 2026-2027 Community Development Block Grant (CDBG) Annual Action Plan (AAP) funding priorities which identify strategies for providing affordable housing, suitable living environments, and expanding economic opportunities for low-income populations.
To meet the objectives above, the City anticipates funding programs under the following priorities:
- Increase access to affordable housing and housing services to prevent and reduce homelessness, improve housing stability, and support the long-term well-being of residents with low to moderate incomes.
- Enhance public infrastructure and facilities to create safe, vibrant, and inclusive communities and promote accessibility, sustainability, and a high quality of life for residents.
- Expand public services to address the needs of vulnerable populations, including families and children with low to moderate incomes, seniors, and individuals experiencing food insecurity.
BackgroundCDBG is a program federally funded by the U.S. Department of Housing and Urban Development (HUD) that provides grants on a formula basis to entitled cities and communities. In 1991, the City of Vista became an entitlement city, which is a city with a population of 50,000 or more that receives CDBG funds directly from the federal government. The purpose of the program is to ensure communities have viable resources to provide affordable housing, a suitable living environment, and expand economic opportunities. Each year the city seeks to maximize the full potential of the grant by partnering with local organizations. This Request for Proposal (RFP) sets forth the types of public service activities that are eligible for the CDBG Program and contains the guidelines by which each organization must abide.
