    REQUEST FOR BIDS (RFB) FOR CONSTRUCTION SERVICES
    INTRODUCTION
    Ouray County (Owner) is requesting sealed bids from qualified construction contractors for
    the Corbett Creek Crossing Improvements Project, located north of the City of Ouray on
    County Road (CR) 17 near Whispering Pines Drive and Highway 550. The scope includes
    furnishing all labor, materials, equipment, and incidentals necessary to complete the
    construction of a 20'x10' box culvert bridge, including associated site work and erosion
    control measures.
    The selected contractor must demonstrate experience in bridge construction, compliance
    with CDOT and FHWA standards, and ability to meet project timelines and specifications.
    The procurement will follow a competitive sealed bid process in accordance with
    applicable federal, state, and local regulations.
    PROJECT DESCRIPTION AND HISTORY
    The project aims to mitigate natural hazards by installing a 20'x10' box culvert bridge on CR
    17 over Corbett Creek. Per CDOT and FHWA guidelines, a structure with a clear span of 20
    feet or more qualifies as a bridge. The new structure will improve flow capacity, reduce
    flood risk, and enhance emergency evacuation routes from the City of Ouray when US 550
    is closed. It will also provide reliable access for residents and the traveling public.
    The bridge will reduce recurring washouts and lower maintenance costs for the County
    Road and Bridge Department. Ouray County received a FEMA Pre-Disaster Mitigation (PDM)
    Grant in August 2024 to support this project. Upon completion, the County will assume
    responsibility for long-term maintenance. The bridge will be subject to biennial inspections
    under CDOT’s system bridge inspection program.

    A mandatory pre-bid conference for the Project will be held on Tuesday, December 2,
    2025, at 11:00 AM at the project site at 38°03'17.0"N; 107°41'29.5"W, which is located
    about a 0.3 mile north of the intersection of Highway 550 and Whispering Pines on County
    Road 17 in Ouray, CO, 81427.
    Electronic bids for the construction of the Project must be received by Ouray County, no
    later than Thursday, December 11, 2025 at 11:00 AM local time. At that time the Bids
    received will be publicly opened at the Ouray County Courthouse located at 541 4th St.
    Ouray, CO 81427. Bids will be accepted electronically through OpenGov.com bidding only.
    No paper or emailed bids will be accepted. No online bid will be opened, read, or
    considered if it does not fully comply with the instructions to bidders and document
    submission requirements listed on the OpenGov.com portal. For further information,

    upon low quotation price, but on overall service, quality, and “best value” to the County in accordance with
    the Ouray County Purchasing Manual.
