Request for Qualifications (RFQ)
PROFESSIONAL WASTEWATER ENGINEERING SERVICES
The Town of Warren, RI is soliciting proposals from qualified professional engineering services for a major electrical upgrade at the wastewater treatment facility, located at 427 Water St. Warren, R.I. 02885.

• Primary Sludge Building – furnish and install new MCC to replace existing MCC-2.
• Operations Building – furnish and install new MCC to replace existing MCC 4 and MCC. The new MCC will be located on the second floor of the operations Building to be above the design flood elevation.
• Secondary Electrical Building (formerly named Switchboard Building) – furnish and install new MCC to replace existing MCC-3.
• Expanding the existing switchboard – Add a new switchboard section to the main switch board for the WWTF. Concrete work will be performed to expand the existing elevated structure (above design flood elevation) to accommodate the new switchboard section.
• Installing a new underground duct between the operations Building and the expanded switchboard to replace the existing below-grade electrical feed equipment that has been compromised by past flooding events. New conduit with fiber/CT cable will also be installed between the Operations Building and the Primary Sludge Pump Station to provide communications for the instrumentation and control system. The new conduit, conductors and fiber will be installed within a new concrete duct bank designed to be resilient under future climate conditions; minor site work will be needed to install 300 linear feet of shallow trench to accommodate the new duct bank.

Responses to this RFQ shall be received in the Warren Town Clerk’s Office at Town Hall, 514 Main Street, Warren, RI, 02885 no later than 11:00 am on Thursday, December 11th, 2025. Responses submitted after the deadline will not be accepted.

E-mail and facsimile responses are not a valid form of response. The response shall include one hard copy and one digital (.pdf) copy on a memory stick in a sealed envelope, labeled “Request for Qualifications – Professional Wastewater Engineering Services” on the outside of the sealed envelope.
