Greene Street, Greenville, NorthCarolina 27834 until 1:30 pm (EDT) on May 26, 2026.2.0 STANDARD FORMS REQUIREDEach bidder must submit a proposal on the enclosed request for quotation form. The quotationmust be signed by an authorized official of the firm.3.0 DEPOSITA deposit is NOT required for this quotation.4.0 NC SALES TAXDo not include NC sales taxes in the quoted figure; however, Greenville Utilities Commission(GUC) does pay sales tax. Sales tax should be added to the invoice as a separate item.5.0 FEDERAL EXCISE TAXGUC is exempt from Federal Excise Tax and will issue a Federal Exemption Certificate uponrequest to the successful bidder.6.0 EXCEPTIONS TO BE CLEARLY STATEDIf quote is not in strict accordance with Section II, “Specifications,” bidder must list or note allexceptions on the Request for Quotation Form, otherwise, it is fully understood that thesuccessful bidder will furnish equipment and/or materials exactly as specified. GUC reservesthe right to accept or reject quotes and to determine the lowest responsible, responsive bid fromthe standpoint of quality, performance, and price.7.0 EVALUATION AND AWARD OF QUOTATIONSGUC reserves the right to reject any and all quotations, to waive any and all informalities, and todisregard all nonconforming or conditional quotes or counter proposals. In evaluating quotes,GUC shall consider whether the quotes comply with the prescribed requirements, plus allalternates or options requested. GUC reserves the right to include or exclude any option oralternative in GUC’s opinion is in GUC’s best interests. If a quote is to be awarded, it will bePage 2 of 20awarded to the lowest responsible, responsive bidder whose evaluation by GUC indicates thatthe award will be in GUC’s best interests.8.0 PROMPT PAYMENT DISCOUNTSBidders are urged to compute all discounts into the price offered. If a prompt payment discountis offered, it may be considered in the award of the contract.9.0 NUMERICAL ERRORSIn the case of a discrepancy between a unit price and the extension (the unit price multiplied bythe number of units), the unit price governs. In the case where numerical quotes are statedboth in numbers and in words, the words govern.10.0 QUANTITIESNA.11.0 CONTRACT PERIODTBD.12.0 BID WITHDRAWALA bidder must notify GUC in writing of its request to withdraw a bid within seventy-two (72)hours after the bid opening, not including Saturdays, Sundays, or holidays. In order to justifywithdrawal, the bidder must demonstrate that a substantial error exists and that the bid wassubmitted in good faith.13.0 MINORITY BUSINESS PARTICIPATION PROGRAMGUC has adopted an Affirmative Action and Minority and Women Business Enterprise Plan(M/WBE) Program. All questionsmust be received via e-mail by or before 10:00 am (EDT) May 13, 2026.15.0 TERMS AND CONDITIONSThe attached Terms and Conditions of Greenville Utilities Commission (GUC) areconsidered part of the bid proposal.Page 3 of 20SECTION IIGREENVILLE UTILITIES COMMISSIONSPECIFICATIONSGreenville Utilities CommissionAddress:401 South Green StreetGreenville, NC 27834Project: Flooring finishesGeneral Description: GUC will be renovating many areas of the 2nd and 3rd floor of its mainoffice building. This work will be conducted alongside our HVAC renovations project whichentails complete replacement of the system on both floors. Both floors will be vacant ofoccupants for a period of approximately 6 months. Although this should be plenty of timefor the work, the renovations will need to be staged to work with/around the main HVACwork. It is likely some work, depending on the trade, will need to be done at the start of theHVAC work and not completed until the end when other contractors have completed their“dirty work”. Renovations will entail wall refinishing, flooring changes, complete bathroomrenovations, door additions, ceiling work, light replacements, etc.Scope of work: (attached drawings for reference)1. Remove existing tile or LVT flooring in the bathrooms, break room, print room and boardroom kitchenette, GMO conference room and provide/install new tile (Green area) onthe 2nd and 3rd floors in these spaces.2. Remove existing carpet tile flooring and replace with new throughout the 2nd and 3rdfloors (Yellow areas).3. For each flooring type and color, provide 4 cases of tile and 10 cases of carpet for atticstock at completion of work.4. Remove all cove base and replace with new. (Do not replace cove base in the followingareas on 2nd floor (board room, south hall and all offices connected to it, lobby)Page 4 of 20Approximate square footages for each: (contractor to verify)Carpet: 7800 sqftTile: 2600 sqftWork Hours/Schedule: All work should be completed during normal business hours andcoordinated with Facilities staff prior to execution. With multiple contractors on site, it willbe required to provide 3 and 7 day look ahead schedules.Page 5 of 20
