Plumas County, CAREQUEST FOR PROPOSALPermanent Supportive Housing for Behavioral HealthNeedsThe County of Plumas issuing this Request for Proposal (RFP) for the purpose of solicitingproposals for Housing Development and Property Manager services to Behavioral Health. It isour Mission to provide respectful, culturally sensitive, and strength-based behavioral healthservices which promote wellness, self-sufficiency, and recovery from mental illness and/oraddiction. Specific services requests in this RFP are due by January 2, 2026, to provide andmaintain Permanent Supportive Housing units and services. The units are single occupancy,unless prior written approval for an alternative arrangement has been approved by PCBH.Activities are to provide Permanent Supportive Housing Development and Coordination whoseresponsibility include but may not be limited to: obtaining land for building new housingdevelopment(s) in partnership with Plumas County and/or establishing relationships withPlumas County landlords of existing properties and liaising with the PCBH Continuum of CareCoordinator and/or designatee. A ctivities also include hiring contractors for cleaning,maintenance, and repair services for Permanent Supportive Housing units. T h e c o s t o fu n i t r e p a i r s will be the responsibility of PCBH, for any repairs needed to any unit done bya PCBH client. All services must be documented, which will be billed and paid for by PCBH.The Consultant/Contractor acknowledges that its compensation for any given work task mayoriginate from state and/or federal sources. The Consultant/ Contractor agrees to comply withall applicable terms of state and federal laws and regulations related to such funds, as well asall applicable grant funding conditions. The Consultant/Contractor agrees to execute anyadditional documentation, including amendments to the Professional Services Agreement thatmay be required to comply with such state and federal laws and regulations or grant fundingconditions.The application should comply with the minimum specifications as outlined in the RFP. TheCounty intends to seek the best solution, based on the representative criteria contained in thisRFP for its behavioral health treatment needs.INSTRUCTIONS TO PROPOSERSThree original copies marked ‘original’, of the proposal will be accepted until January 2,2026 at 5:00 PM. Proposals submitted must be binding for no less than ninety daysafter the date received. The County will select the proposal, or combination ofproposals, that, in its opinion, is in the best interest of the County. The County reservesthe right to reject any or all proposals or portions of a proposal. The County alsoreserves the right to waive minor technicalities in the proposal. The County not onlyreserves the right at the sole discretion of the County to reject any or all proposals andto waive technicalities but also reserves the right of evaluation and the right todetermine the methodology for evaluation of the proposals to determine which is thebest proposal. In addition, the County reserves the right to accept the proposal deemedto be in the best interest of the County, i.e., the most qualified proposal will notnecessarily be the proposal with the lowest cost. Further, the County reserves the rightto accept a proposal (or proposals) for any or all items separately or together.Consultant’s inquiries are to be directed to Sharon Sousa via emailSSousa@pcbh.services. It is the responsibility of the Proposer to deliver the proposal in accordancewith these instructions contained above and/or elsewhere in the RFP. Proposalsdispatched, but not received by the County by proposal closing time, will be kept by theCounty, unopened.SELECTION REQUIREMENTSThe selection process will be conducted as follows:• Review of Written ProposalsUsing the criteria given in the above, described in the ‘Required Content for Proposal’section of the RFP and with emphasis on provision of behavioral health servicespecifications, the County of Plumas Behavioral Health Director shall review allproposals received to determine vendors who are fully qualified to provide the servicesand support set forth by this RFP.• Discussion and InterviewsThe County of Plumas Behavioral Health Director may hold one or more discussionswith the top two ranked consultants who have been deemed to be fully qualified toprovide the services and support as set forth by this RFP. Such discussions will be forthe purpose of gathering additional information and understanding the consultant’squalifications, expertise, and experience.• Evaluation and RankingUsing all the information developed during the proposal review and discussion stages,the top two proposals shall be ranked based on the information provided and presenteda recommendation to enter in to contract with the top ranked consultant to the County ofPlumas Officials.REQUIRED CONTENT FOR PROPOSALThe County of Plumas will consider the following information in the evaluation andranking process:A. Cost DetailProvide an itemized list of all charges in the following order: All costs shall be in actual dollarand cent amounts. Please provide best estimate for travel costs, and any othermiscellaneous items in the attached “Proposal Budget Detail”.B. TrainingDescribe training process, hours, and workflow.
