Bid Title: ON-CALL WATER MAIN AND SERVICE INSTALLATION, REPLACEMENT, AND REPAIR
Category: Construction Services Status: Open Description: The Town of Yarmouth, as the Awarding Authority, is inviting bids from interested parties to provide On-Call Water Main and Service Installation, Replacement, and Repair services. Sealed bids will be accepted at the office of the Town Administrator, Yarmouth Town Hall, 1146 Route 28, South Yarmouth, MA 02664, until 3:00 p.m. on August 11, 2025. Bids shall be in a sealed envelope bearing the words:
“ON-CALL WATER MAIN AND SERVICE INSTALLATION, REPLACEMENT AND REPAIR.”
The initial contract term will begin upon execution and continue through June 30, 2026, with up to two (2) additional one-year renewal options, exercisable at the sole discretion of the Town. The estimated value is approximately $200,000 per year, with a total potential contract value of $600,000 over three years.
The Town reserves the right to award contracts to one or more bidders. One contractor will be designated as the primary provider of services; a secondary contractor may be awarded a contract and used at the Town’s discretion if the primary contractor is unavailable or unable to meet required timeframes.

To be considered, bids must be submitted on the specified forms by the deadline for the opening. Proposals must be accompanied by a bid security equal to five percent (5%) of the bid price. If the bid is accepted and the bidder does not enter into a contract with the Town of Yarmouth, the bid security will be forfeited and become the property of the Town.
A payment bond will not be required at the time of contract award; however, the Town reserves the right to require a payment bond equal to 50% of the value of any individual work order exceeding $25,000, in accordance with M.G.L. c. 149, §29.
The Town reserves the right to award contracts to multiple responsive and responsible bidders. The Town may designate one or more contractors as backup or secondary providers for use when the primary contractor is unavailable.
Contractors must comply with all applicable Massachusetts General Laws, including Chapter 30, s. 39M, and other relevant Massachusetts General Laws as last revised.
Minimum Wage Rates as determined by the Commissioner of the Department of Labor and Industries under the provisions of M.G.L., Chapter 149, Sections 26 to 27D, as amended, apply to this project. Before bid opening, the Contractor must request, if necessary, any additional information on Prevailing Wage Rates for tradespeople who may be employed for the proposed work under this contract.
A weekly certified payroll submittal shall be required of the successful bidder in accordance with MGL C149, S27B. No payments will be made by the Town until all payroll information necessary for the Town to determine compliance with prevailing wage law requirements for the time period of the payment request has been submitted.
All bidders shall be required to provide Certification of Occupational Safety and Health Administration (OSHA) Training in accordance with Massachusetts General Law 30: Section 39S, as amended by Chapter 306 of the Acts of 2004, effective 7/1/06. OSHA 10 certification is required for all employees and subcontractors performing work on the job site.
The Contractor shall not discriminate with regard to the personnel employed on this project on the basis of race, color, creed, national origin, gender, sexual preference, handicap, or age.
The Town of Yarmouth reserves the right to reject any or all bids, to award multiple contracts, and to waive informalities in the best interest of the Town.
