INTRODUCTION1.1 PURPOSE AND BACKGROUNDA. Thurston County, Washington, Central Services Department is seekingqualifications from real estate firms, brokers, or professionals (Broker) withexperience and expertise in successful sales, purchase and/or lease ofcommercial real estate in Thurston County, Washington (County). It is the intentof this RFQ to have the successful broker enter into a Professional ServicesContract with the County to provide real estate services as outlined.B. Contract TermThe period of performance of any contract resulting from this solicitation istentatively scheduled to begin on or about May 01, 2026, and to end on April 30,2029. Amendments extending the period of performance, if any, shall be at thesole discretion of County. County reserves the option to renew the contract fortwo (2) additional twelve (12) month terms.C. BackgroundThe County anticipates selling, purchasing, and/or leasing a moderate number ofcounty-owned parcels of real property over the next five (5) years (2026-2030).Some of these properties may have potential uses for commercial, governmental,community service, park and recreation, or other purposes.At the direction of the Board of County Commissioners (Board), or the CentralServices Director, when so designated by the Board, the Broker shall assist theCounty in obtaining the highest possible return on its real estate investment bysoliciting qualified buyers who are financially qualified to enter into a contract withthe County.The Broker shall abide by all State of Washington standards and practicesrequired of a professional real estate broker. The Broker shall conduct mediaadvertising, list the property in the Multiple Listing Service (MLS) or use any othermethod available to brokers and perform activities expected from a qualifiedbroker in the industry to sell County properties.1.2 SCOPE OF WORKA. The Broker will provide support and consultation to the County in the areas ofreal estate that are available to sell, purchase, lease and convey Countyproperties. The Broker shall work under the supervision of the Central ServicesDirector and work closely with the County’s civil counsel. The successful Brokershall agree to contract with the County for the following services:• Conduct marketing and sales of real estate owned by the County.• Communicate, advise and negotiate with Purchasers, Lessees and otherPublic Agencies in the real estate transactions on behalf of the County.• Provide information such as statistics, market analysis, pricing andvaluations, financial evaluations, etc.B. Typical duties required to assist the County may include and not be limited tothe following:• Provide advice on pricing of properties for sale, purchase or lease.• Provide advertising at Broker’s expense on media appropriate formarketing such properties.Thurston County FINAL 02/02/26• Show the property to interested buyers, providing viewing opportunitiesand inspection and coordinating these visits with County staff, preferablywith 1 to 2 business days advance notice.• Provide relevant information to the County regarding any third-party sitevisits and feedback on prospective purchaser’s background and level ofinterest.• Communicate to the market and potential buyers the County’s selectionprocess and criteria for evaluating offers for the property; as well as theCounty’s objectives and goals for the sale of the property.• Analyze and evaluate all offers presented to County and preparerecommendations.• Present all offers prepared on County property to County staff and CountyCounsel, along with analysis and recommendations.• Prepare and present any counteroffers or addenda requested by theCounty.• Maintain escrow files for all transactions.• Provide accurate land use information as available through the CountyCommunity Planning and Economic Development (CPED) Department orother Agencies.• Consult on any land divisions, surveys, inspections, studies, clean up, etc.as may be necessary in connection with specific transactions.• Provide information and documents necessary for Escrow in preparationfor closing, in conjunction with County Counsel.• Assist in the negotiation and sale /purchase of the property as directed bythe County.1.3 MINIMUM QUALIFICATIONSBidders who do not meet these minimum qualifications will be rejected as non-responsive and will not be evaluated or scored.Minimum qualifications include:A. Bidder must have a local Commercial Broker office (Thurston County) for thelast 5 years.B. Bidder must be a member of local (Thurston County) Multiple ListingsServices.C. Bidder must have at least one licensed commercial real estate broker with aminimum of 5 years demonstrated commercial land and/or retail property salesexperience in the local area (Thurston County).1.4 CONTRACTSCounty intends to award one (1) contract to provide the services described in thissolicitation.1.5 COMPENSATION AND REIMBURSEMENT OF EXPENSESCompensation for the scope of work shall be through real estate brokeragecommission paid through the proceeds of sales of County properties. The Countywill not be responsible for any commission shared by any contracted Broker or abuyer’s Broker. If the sale of any property does not close escrow for any reason, thebroker will not be entitled to any compensation. The County will not incur anyresponsibility for expenses or services rendered by the Broker in the performance ofproperty sales. The Broker shall bear all costs for developing a sales proposal,Thurston County FINAL 02/02/26attending meetings, participating in conference calls, media advertising, solicitingbuyers, showing property, and completing all paperwork as required to respond torequests or negotiations by the County when selling property. In the event propertiesare not sold, and the Broker works as a consultant to assist the County in otherancillary services required of the County, the Broker shall be paid on a limit-not-to-exceed basis based upon the hourly rates agreed upon between County and Broker.When working hourly, no commission, compensation or reimbursement of expensesshall be allowed unless agreed to prior to conducting work.1.6 DEFINITIONSDefinitions for the purposes of this solicitation include:Apparent Successful Bidder or ASB. The Bidder selected as an entity to performthe anticipated services, subject to completion of contract negotiations and executionof a written contract.Bidder. Individual or company interested in the solicitation and that does submit aProposal (or Bid) to attain a contract with County. Also known as “Proposer.”Contract. The signed agreement(s) if any, that may result from this solicitation,including all Attachments, Exhibits, Statement(s) of Work, all Amendments, and theBidder’s response to this solicitation.Contractor. Individual or company whose proposal has been accepted by Countyand is awarded a fully executed, written contract.Municipality. A political subdivision of a state within which a municipal corporationhas been established to provide general local government for a specific populationconcentration in a defined area.Vendor. Individual or company interested in the solicitation and that may or doessubmit a Proposal to attain a contract with County. Also known as “Proposer.”Proposal. A formal offer submitted in response to this solicitation, also known asBid.Proposer. Individual or company interested in the solicitation and that may or doessubmit a proposal in order to attain a contract with County. Also known as “Bidder”.Request for Qualifications and Quotations (RFQQ). Formal solicitationdocument in which services needed are identified and vendors are invited toprovide qualifications and quotes.Solicitation. This document in which services needed are identified and vendorsare invited to provide their qualifications to provide the services. Also known as“RFQQ”.1.7 ADACounty complies with the Americans with Disabilities Act (ADA). Bidders maycontact the Solicitation Coordinator to receive this solicitation in Braille or on tape.2.
