Community Choice Electricity Aggregation (CCA) Program Services for the City of Cleveland
The City of Cleveland Mayor’s Office of Sustainability is seeking qualified and certified Competitive Retail Electric Service (CRES) providers to deliver Community Choice Electricity Aggregation (CCA) program services for City residents and small commercial customers.
The City’s electorate authorized Cleveland to establish an opt-out electric aggregation program under Chapter 4928 of the Ohio Revised Code. Cleveland has administered electric aggregation programs during multiple periods since 2000 and is currently pursuing re-certification by the Public Utilities Commission of Ohio (PUCO) as an independent government aggregator.
Through this procurement, the City intends to select a vendor or vendors to implement a new CCA program beginning in July 2026, for a term of twenty-four (24) to thirty-six (36) months, serving approximately 50,000 residential customers and 5,000 small commercial customers currently served by The Illuminating Company.
The primary goals of Cleveland’s CCA program include:
- Providing lower, transparent, and stable electricity pricing for residents and small businesses
- Ensuring high-quality, reliable customer service
- Supporting renewable energy growth through a default 100% certified Renewable Energy Credits (RECs) structure
- Advancing local and regional renewable energy development over time
Contributing to Cleveland’s community-wide greenhouse gas reduction targets of 63.3% below 2018 levels by 2030 and net-zero emissions by 2050, consistent with the City’s Climate Action Plan
