REQUEST FOR PROPOSALS
QUALIFIED ENVIRONMENTAL PROFESSIONAL SERVICES
ST. CATHERINE’S HEALTHCARE CAMPUS ASBESTOS CLEANUP GRANT
CITY OF McCOOK

INTRODUCTION
The U.S. Environmental Protection Agency (EPA) has awarded the City of McCook a Brownfields Grant to support the removal of environmental contamination in the former St. Catherine’s Healthcare Campus buildings. To support this cleanup work, the City of McCook is procuring the services of a qualified environmental professional (QEP). The proposed work includes finalization of the Analysis of Brownfields Cleanup Alternatives (ABCA), development of the Quality Assurance Project Plan (QAPP), development of the Health and Safety Plan (HASP), plan approval and permitting submittals to the State of Nebraska, air monitoring and oversight during asbestos and lead removal, and final inspection along with final paperwork to close out the project. The QEP will work under the direction of the City of McCook staff associated with the project. Removal of asbestos and lead materials will allow for development of the property.
SITE DESCRIPTION
The former St. Catherine’s Hospital located at 1200 West 4th street is a three-story structure constructed in 1923 and designed by architect Archer Gloyd, with major additions completed in 1930, 1948, and 1956. For nearly a century, the campus provided essential healthcare and residential services for McCook and the surrounding region, and the hospital remains a recognizable community landmark. The campus includes the Sisters of Siena Convent and a small maintenance building, historically supporting healthcare and residential uses. The hospital and convent were converted into multifamily housing in 1974 and remained occupied until closure in 2010. This property presents several significant challenges and considerations regarding cleanup and remediation due to known contamination and its historical use. A Section 128(a) Phase 1 Environmental Site Assessment was conducted in November 2013 for the hospital and maintenance facility buildings. This assessment remains relevant due to the nature of asbestos, lead, and other potential contaminants and the building’s largely undisturbed condition. The convent located at 1201 West 4th Street, underwent a separate ACM assessment in January 2026. Both assessments are attached to this RFP.
SCOPE OF SERVICES
The QEP will perform the following services:
A.        Assessment and Planning Activities
B.        Prepare a QAPP for the project
C.        Prepare a HASP for the site
D.        Prepare and help submit all paperwork and permitting required by the State of Nebraska
