Summary

STATEMENT OF PURPOSE

The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide consultant services for the Sacramento Avenue Corridor Infill and Infrastructure Capacity, Needs and Financing Plan. More details on the City's needs for this work are provided in the Scope of Work .

Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

Background

West Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. West Sacramento has a Council/Manager form of government. Citizens elect four City Council Members by district who serve four year terms and directly elect the mayor who serves a four-year term. The City is full-service with 9 departments and over 400 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water services and maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency.

Sacramento Avenue is a locally nominated Green Zone, meaning that it is a corridor identified for infill development in the Sacramento Area Council of Government's Metropolitan Transportation Plan/Sustainable Communities Strategy. The West Sacramento Green Zone, and the Sacramento Avenue corridor in particular, are on the verge of major transformation as the new I Street Bridge projects (I Street Bridge Deck Conversion and C Street-Railyards Bridge) move closer toward construction. The existing I Street Bridge’s lower deck will continue to serve as a railroad crossing, with the upper deck to be converted to active transportation use for pedestrians and bicyclists. This will provide high-quality non-motorized access between the neighboring Cities, the Sacramento Valley Station regional transportation hub, and between jobs and housing. A new C Street-Railyards Bridge will connect the Sacramento Avenue corridor to thousands of new job opportunities, all within biking distance to existing and future residents of the corridor and Green Zone.

In September 2024, the City adopted the Sacramento Avenue Complete Street Plan. The Complete Street Plan will seek to expand and enhance non-motorized transportation modes and access to high-quality transit service, with the goal of minimizing the potential increase in VMT that would typically be associated with new development (Green Zone and Washington District) and a new bridge connecting to job and housing growth in Sacramento (Railyard District). In conjunction with the development of the Complete Street Plan, the City of West Sacramento sought and was awarded a Green Means Go grant (REAP 2.0 funds) in the Planning Category for the Sacramento Ave Corridor Infill & Infrastructure Capacity, Needs, and Financing Plan. The goal of the Infill and Infrastructure Plan is to identify planning activities that could reduce barriers to infill development and to understand the condition and capacity of utilities in relation to future infill development along the Sacramento Avenue. The intent to complete the Infill and Infrastructure Plan prior to moving too far along with implementing the Complete Street Plan is to identify any improvements that can be coupled with the implementation of the Complete Street Plan to reduce impacts to the community and consolidate expenses, if possible, by combining underground infrastructure improvements with transportation improvements. The Infill and Infrastructure Plan can help minimize costs and infrastructure hurdles facing affordable development.
