Summary

This RFSQ invites proposals for providing technical assistance, planning, facilitation, and implementation services for building decarbonization projects to be implemented by the Sustainability Department.

Background

Located between San Francisco and Santa Clara counties on the San Francisco Bay, San Mateo County covers approximately 448 square miles. Geographically, San Mateo County is made up of 20 cities and the County’s unincorporated areas.

Formed in 2014 as a part of the County Executive’s Office, the San Mateo County Sustainability Department strives to improve the sustainability of the County’s operations and the greater community through work that is designed to bring solutions today while solving for tomorrow. The Department has programs to help the county both fight and prepare for climate change, ensure clean energy, water, and air, and conserve resources for future generations through waste reduction.

As local government agencies, most jurisdictions in San Mateo County have adopted climate action plans (CAPs) that establish greenhouse gas (GHG) reduction targets and identify measures for achieving them. The goal of the County’s Community Climate Action Plan (CCAP) is carbon neutrality by 2040; the goal of the Government Operations Climate Action Plan is carbon neutrality by 2035. The climate action plans of cities and towns in San Mateo County include similarly aggressive GHG reduction goals.

Building decarbonization is a crucial climate action strategy in San Mateo County because buildings are a major source of local greenhouse gas emissions, and transitioning to electric, fossil fuel–free systems directly reduces emissions, especially since Peninsula Clean Energy supplies clean electricity for San Mateo County. Building decarbonization also improves indoor air quality, aligns with California’s aggressive climate targets and emerging building codes, and enhances community health, energy resilience, and environmental equity.

Contractors experienced in providing technical assistance, planning, facilitation, and implementation support services for building decarbonization in partnership with governmental and non-governmental entities and capable of delivering high quality technical and project management services relating to building decarbonization. This agreement will be up to 5 years.
