Qualification packages are due no later than12:00 PM on Tuesday, May 19, 2026.Project DescriptionThe Lions Park Shoreline project will preserve and enhance 950 feet of Sandusky Bay shoreline for thenext generation and serve as a model for other waterfront communities to protect against erosion andincrease public access. The project will add usable beach area, increase accessibility for all ages, improvewater quality, create shoreline and near-shore habitat for Great Lakes native flora and fauna species,enhance fishing, and protect the shore from erosion. This project will consist of detailed design andpermitting of the conceptual design completed in 2025 in the Lions Park Shore Restoration project.Estimated Project CostEstimated Project Cost is $2.75M including detailed design and permitting.Estimated Date of AuthorizationCity staff expects to award the project in June 2026 after reviewing the qualifications packages submittedand receiving approval from City Commission to award the project.Project ScheduleQualifications Due to City:Selection of Design Consultant:Target Design Completion:Bidding and Contractor Selection:Target Construction Start:Target Construction Completion:May 19, 2026June 2026Oct 31, 2026Q4 2026/Q1 2027Q1 2027/Q2 2027Q4 2027Suspended or Debarred FirmsFirms included on the current federal or state list of firms suspended or debarred are noteligible for selection.Compliance with Title VI of the Civil Rights Act of 1964The City of Sandusky, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that itwill affirmatively ensure that any contract entered into pursuant to this advertisement, allbidders including disadvantaged business enterprises will be afforded full and fair opportunityto submit bids in response to this invitation and will not be discriminated against on thegrounds of race, color, national origin, sex, age, disability, low-income status, or limitedEnglish proficiency in consideration for an award.Draft Scope of ServicesThe anticipated Scope of Services is included below.1. Review available background information including the Lions Park Shore Restoration project andpreferred design concept, existing geographical and topographical information.2. Conduct a site visit and kick off meeting to finalize project work plan and gather field data.3. Conduct survey and base mapping to understand existing conditions including infrastructure,topography, site boundaries, and ownership.4. Bathometric analysis to the extent necessary for design and permitting.5. Conduct public engagement to build on the conceptual (roughly 30%) design and inform the 60%schematic design before moving into detailed design. This is expected to include stakeholderengagement with subject matter experts to inform the potential and desired species and ecosystemoutcomes of the project.6. Prepare phased and final design contract documents for Owner review for the selected alternatives.This may include landscape and hardscape elevation and details, green infrastructure, schematicdesign, plan sheets and typical (cross) sections, specifications, plan narrative, visualizations andexhibits, construction phasing plan, site materials, signage, planting plan, engineer’s cost estimate, andall other items required for a complete detailed design for a design-bid-build format. Meet with theCity to review submittal comments as needed.7. Provide any needed permit documentation, environmental approvals, Stormwater PollutionPrevention Plans, and agency coordination to accomplish the project. Ex.: Shoreline Structure Permitand any USACE permitting required.8. Provide limited professional services for bidding and construction phases to assist in contractorselection, answer design-related questions and review drawings and submittals.9. If authorized – provide construction engineering and inspection services, possibly under subsequentcontract.10. If authorized – services during construction such as attendance at construction progress meetings,review of installations on-site, and review of any substitutions during constriction phase.Requirements for Selection ProcessA. Instructions for Preparing and Submitting Qualifications1. Provide the information requested in the Letter of Interest Content (Item B below), inthe same order listed, in a letter signed by an officer of the firm. Do not send additionalforms, resumes, brochures, or other material.2. Submittals shall be limited to twelve (12) 8½" x 11" single-sided pages. Page countdoes not include (optional) cover or divider pages.3. Please adhere to the following requirements in preparing:a. Use legible font sizes (11- to 12-point for body copy) and maintain margins noless than 0.5" on all sides for text content.b. Include page numbers at the bottom of each page.c. Use 8½" x 11" sized format only.d. If paper copies are provided, do not provide tabbed inserts or other features that mayinterfere with printing or machine copying.B. Submittal Content1. Cover letter2. Qualifications of your firm to complete the requested services.3. List significant sub-consultants, their current prequalification categories and the percentage ofwork to be performed by each sub-consultant.4. List the Project Manager and other key assigned staff members, including key sub-consultantstaff. Include project engineers for important disciplines and staff members thatwill be responsible for the work, and the project responsibility of each. Address the experienceof the key staff members on similar projects, staff qualifications, and related projects yourproposed team has been involved in, and to what extent their involvement was.5. Provide a description of your Project Approach, including expected schedule.6. Provide examples and imagery of comparable completed projects, locations and references.Items 1 through 6 must be included within the 12-page body of the submittal.
