The City is looking for aqualified consultant to provide wellness counseling services.1. General Information1.1. The Indianapolis Metropolitan Police Department (IMPD) is seeking Statements of Qualifications(SOQs) from qualified, culturally competent mental health providers to deliver therapeutic services tosworn IMPD officers and their families. This RFQUAL is issued for the purpose of identifying and pre-qualifying providers with demonstrated experience and/or interest in supporting law enforcementpersonnel, acknowledging the unique mental health needs of the profession.1.2. This RFQUAL is not a request for pricing or proposals.2. Background of PlanIMPD is committed to supporting the mental health and overall wellness of its officers and recognizes theimpact the profession has on their families. Law enforcement personnel experience unique occupationalstressors, including repeated exposure to trauma, high-risk incidents, organizational stress, and publicscrutiny. IMPD is seeking providers who understand law enforcement and can deliver trauma-informed,evidence-based care in a manner that promotes trust, confidentiality, and effectiveness.3. Anticipated Scope of WorkQualified providers may be asked to provide mental health services that include, but are not limited to:• Individual therapy for sworn IMPD officers and their families.• Trauma-informed treatment for acute and cumulative trauma.• Evidence-based modalities such as:o Eye Movement Desensitization Reprocessing (EMDR)o Brainspottingo Accelerated Resolution Therapy (ART)o Internal Family Systems (IFS)o Other trauma-informed techniques• Culturally competent care unique to the law enforcement population with recognition of itsimpact on the family system.• Foundational and working knowledge of:o Occupational trauma.o Shift work and sleep disruption.IMPD – Wellness CounselorFinal – April 2026 RFQUAL-12MPD-4092o Hypervigilance and chronic stress.o Organizational and peer-related challenges specific to policing.o Substance Use Disorder.• Expectations of Providerso Collaborate and maintain relationship with IMPD Office of Professional Developmentand Wellness (IMPD OPDW) for a continued understanding of departmental policyand culture.o Ability to network with other professionals to navigate systems related to the officers’wellbeing and employment.o Transparency and disclosure of any criminal or legal history which could negativelyimpact the therapeutic relationship with clients and/or IMPD OPDW.Services may be provided in-person, virtually, or through a hybrid model with preference being in person.4. Minimum and Preferred Qualifications4.1. Minimum QualificationsRespondents must demonstrate:• Current licensure in the State of Indiana (or eligibility to practice in Indiana).• Formal training in trauma-informed or other applicable therapeutic techniques.• Demonstrated experience treating trauma and stress-related conditions.• Ability to clearly articulate the unique mental health needs of law enforcement professionals.4.2. Preferred QualificationsStrong preference will be given to providers with:• Direct experience working with law enforcement personnel and/or their families.• Prior experience serving IMPD, or other large metropolitan police departments.• Specialized training in EMDR, Brainspotting, ART, IFS or comparable modalities.• Demonstrated understanding of police culture and operational realities.5. Statement of Qualifications Submission RequirementsStatement of Qualifications should be concise and include the following:5.1. Cover Letter• Provider or practice name.• Primary contact information.• Brief statement of interest.5.2. Provider Overview• Licensure and credentials.• Years in practice. Respondent must have minimum of three years in a practice setting.• Areas of specialization.5.3. Relevant Experience• Experience treating trauma and first responders.• Experience with law enforcement agencies (specify department(s), if applicable).5.4. Therapeutic Approach• Description of trauma-informed modalities utilized.• Approach to addressing law enforcement-specific challenges.5.5. Availability and Capacity• Ability to accept IMPD referrals in a timely manner.• Service delivery model (in-person, virtual, hybrid).IMPD – Wellness CounselorFinal – April 2026 RFQUAL-12MPD-40936. Evaluation CriteriaStatement of Qualifications will be evaluated based on:• Demonstrated experience with trauma-informed care.• Cultural competence related to law enforcement populations and/or willingness to learn.• Relevant training and credentials.• Experience with law enforcement or comparable populations.• Clarity, completeness, and professionalism of submission.7. General ConditionsIMPD reserves the right to:• Reject any or all submissions.• Waive informalities or minor irregularities.• Request additional information.• Modify or cancel this RFQUAL at any time in accordance with applicable public-sectorrequirements.8. MBE/WBE/VBE/DOBE (“XBE”) participation form or waiverIt is the policy of the City that Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs),Veteran Business Enterprises (VBEs), and Disability-Owned Business Enterprises (DOBEs) shall have themaximum feasible opportunity to participate in the performance of contracts. Consequently, the City, throughArticle IV, Section 202-401 of the revised municipal code & The Consolidated City of Indianapolis and MarionCounty MBE/WBE/VBE/DOBE Business Utilization Plan in Indianapolis, has established MBE participationgoals of 15%, WBE participation goals of 8%, VBE participation goals of 3%, and DOBE participation goals of1% for its dollars spent on public works, goods, and services.In order to help accomplish this goal, the City is requesting that you include with your submittal informationregarding your status as an MBE, WBE, VBE, or DOBE. Additionally, please include contact information forany MBE, WBE, VBE, or DOBE owned Vendors directly participating in your business operations. The Cityalso requests contact information for any MBE, WBE, VBE, or DOBE sub-contractors that you might use in thecourse of doing business with the City. Some examples of this kind of service include, but are not limited to:office suppliers, courier services, shipping services, etc. These services can occur at the local, state, ornational level. Please include an estimated percentage or dollar amount that you anticipate using.Be advised that the information provided on MBE/WBE/VBE/DOBE participation will be included as part of thereview process. Accordingly, it is imperative that you do everything possible to obtain the information aboveand supply it as part of the submittal.In order to be recognized by the City of Indianapolis/Marion County as an MBE/WBE/VBE/DOBE participant,your company must be certified with the Office of Minority &Women Business Development (OMWBD).
