Summary

The primary objective of this project is to:

• Complete the evaluation of all 1,082 outstanding transfer credit transcripts within the specified six-month period.

• Ensure evaluations are accurate, consistent, and in compliance with college policies, articulation agreements, and accreditation standards.

• Provide recommendations for process improvements to prevent future backlogs.

Background

San Joaquin Delta College currently faces a backlog of 1,082 transfer credit evaluations . Each evaluation requires between 0.5 and 4 hours , with an average of 1–2 hours per transcript . This backlog impacts student progression, counseling accuracy, and timely transfer planning. To address this challenge, the College seeks qualified firms or contractors to propose and implement a strategy that will eliminate the backlog within six (6) months of contract award.
