Failure to do so may disqualify your offer. All information shall be entered inink or typewritten. Mistakes may be crossed out and corrections inserted beforesubmission of your bid. Corrections shall be initialed in ink by the person signing thebid. Corrections and/or modifications received after the closing time specified will not beaccepted. Time of delivery shall be stated as the number of calendar days followingreceipt of the order by the contractor to receipt of the goods or services by the City. Timeof delivery may be a consideration in the award.Prices shall be stated in units of quantity specified in the document. In case of adiscrepancy in computing the amount of the bid, the unit price shall govern. Allquantities stated, unless indicated otherwise, are estimates and the City reserves the rightto increase or decrease the quantity at the unit price bid as best fits its needs.All prices will be F.O.B. Destination and remain in effect for at least 90 days to allow forapproval by City Council. The successful contractor's prices will remain firm through thelength of the contract as designated within these specifications. Bids shall include allcharges for delivery, packing, crating, etc. unless otherwise stated in the bid document.Prices will be considered net 30 if no cash discount is shown. All bids shall be signed byan authorized officer or employee of the contractor.Municipalities are exempt from Michigan State Sales and Federal Excise taxes. Do notinclude such taxes in your price. The City will furnish the successful contractor with taxexemption certificates when requested. The following exception shall apply toinstallation projects. If sales tax is charged to the successful contractor for materials to beinstalled during the project, that cost shall be included in the bid cost and not charged as aseparate item. The City is not tax exempt in this case and cannot issue an exemptioncertificate. The City's normal payment terms are 30 days in connection with any cashdiscounts specified on this bid. Time will be computed from the date of completedelivery of supplies or equipment as specified, or from the date correct invoices arereceived in the City's Finance Department, if the latter date is later than the date ofdelivery.RESERVATION OF RIGHTSThe City of Port Huron reserves the right to reject any and all bids, to award the bid toother than the low bidder, to award separate contracts for separate parts of the servicesrequired, to negotiate the terms and conditions of all and any part of the bids, to waiveirregularities and/or formalities, and in general to make award in the manner asdetermined to be in the City’s best interest and its sole discretion.Prices submitted by the successful contractor should remain firm for the length of thecontract from date of award by City Council. Accordingly, the Purchasing Agentfor the City reserves the right to declare as non-responsive, and reject any incomplete bidif material information requested is not furnished, or where indirect or incompleteanswers or information is provided.DESCRIPTIONThe City of Port Huron is seeking sealed bids for the annual pavement marking services.This work covers the furnishing and application of waterborne pavement markings as perSection 920 of the 2020 MDOT Standard Specifications for Highway Construction(attached) and the Michigan Manual on Uniform Traffic Control Devices the quotationand/or the plans. All work must be completed and invoiced by June 30, 2026. Allquestions regarding this bid shall be directed to Andrew Jordan, Motor Vehicle PoolForeman, 810-984-9739.MATERIALSAll pavement markings shall be yellow or white, waterborne with standard glass beadswith a moisture resistant coating that will be applied to bituminous and concretepavements. All materials shall meet the specifications of Section 920 of the 2020 MDOTStandard Specifications for Highway Construction. Requirements for testing are notwaived and the materials will be accepted for quality on the basis of a writtencertification from the supplier or contractor that the materials meet specificationrequirements. The right is reserved to make check tests of materials and pattern widths asmay be deemed necessary to ensure compliance with specifications.EQUIPMENTThe pavement marking equipment shall be equipped so as to assure uniform applicationof paint and beads.The equipment shall be that necessary to accomplish the markings in a safe and efficientmanner. All vehicles used in the marking operation in traffic shall be equipped withrotating of oscillating flashers which are visible from both the front and rear of thevehicle and an illuminated target arrow, capable of being visible from either the front orrear of the vehicle.APPLICATION METHODGeneral - Markings shall be applied according to Section 811 of the 2020 MDOTStandard Specifications for Highway Construction.Surface Preparation - Prior to the application of the pavement markings it is thecontractor’s responsibility to notify the City if any additional pavement cleaning isneeded. The Streets Division will adequately clean the pavement before painting.Tolerances – Applied markings shall be sharp, well defined, provide uniformretroflectivity, be free of uneven edges, overspray or other readily visible defects whichdistract from the appearance or function of the pavement markings.Markings that are improperly located shall be corrected. Improperly located markingsshall be removed at the contractor’s expense, in a manner acceptable to the City andreapplied in the correct locations at the contractor’s expense.Weather and Seasonal Limitations – Markings shall not be applied when the surface tobe painted is damp. No markings shall be applied when the surface temperature is lessthan 50 degrees Fahrenheit. The contractor shall make the decision to apply markings onany specific day.Placement and Protection of Pavement Markings – The protection of the wet paintshall be the responsibility of the contractor. Markings obliterated by traffic shall beretraced at the contractor’s expense.Measurement and Payment – Quantities stated are estimates. Upon completion ofproject the contractor shall submit an invoice to the City with the actual linear feet andquantities applied.t of Sterling Heights 40555 Utica Rd., P.O.
