Construction will include an asphaltoverlay of existing sidewalk, new asphalt trail, new drainage structures, and a crosswalkupgrade.“Build America, Buy America” Requirements, as specified in Title 23 of the United States codeSection 313 and Title 23 of the code of Federal Regulations Section 635.410, apply to thisproject.Bids shall be on a unit price basis.The City of Bryant, Arkansas will receive Bids until 3:00 p.m. Local Time on May 5, 2026 at CityHall, 210 SW 3rd Street, Bryant, Arkansas 72022. Bids received after this time will not beaccepted. All bids received in accordance with the terms of the advertisement shall be publiclyopened and at a minimum, the total amount bid must be read aloud (the sponsor may choose toread the bids item by item). If any bid received is not read aloud, the name of the bidder and thereason for not reading the bid aloud shall be publicly announced at the letting. All interestedparties are invited to attend.Pursuant to Ark. Code Ann. § 22-9-203, the Owner encourages all small, minority, and womenbusiness enterprises to submit bids for capital improvements. Encouragement is also made toall general contractors that in the event they subcontract portions of their work, consideration isgiven to the identified groups.Digital copies of the bid documents are available at http://www.mce.us.com for a fee of $22.These documents may be downloaded by selecting this project from the “Current Bids” link, andby entering Quest Project Number 10154961 on the “Browse Projects” page. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of1964 also apply.Registration and good standing in the System for Award Management (SAM) will be requiredprior to contract execution.Any Bid may be rejected which contains material omissions, or irregularities, or in which any ofthe unit prices are obviously unbalanced in the opinion of the Owner.
