NOTICE TO BIDDERSPUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the BOROUGH OFSEASIDE PARK for the RECONSTRUCTION OF PARKING LOTS 1, 2 & 3 in BOROUGH OFSEASIDE PARK, OCEAN County, New Jersey.Bid forms, contracts and specifications are available by contacting Remington & Vernick Engineers.Contact shall be made by phone or by email to make bid purchase arrangements. At 732-286-9220or by submitting RVEbidinterest@rve.com.Said Bids will be received, opened and read aloud in public at the Administration Building, 1701 NOcean Avenue, Seaside Park, NJ 08752 on June 16, 2026, At 11:00 A.M.Electronic download link for copies of the bid forms, contracts and specifications may be obtainedfrom said Remington and Vernick Engineers, by prospective bidders upon request, upon payment ofthe sum of $50.00 for each set. Should interested bidders not have the ability to handle electronicdownload sets, a set may be arranged to be sent overnight by calling 732-286-9220.NO BIDS ARE TO BE PICKED UP AT THE ENGINEER’S OFFICE OR AT THEMUNICIPALITY OFFICES.PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS.NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER’S OFFICE.ALL BIDS ARE TO BE DELIVERED PRIOR TO THE BID OPENING DATE AND TIME.The scope of work for this project is as follows:Base Bid 1 – Involves a full depth reconstruction of the parking lots, ADA ramp improvements, curingand sidewalk improvements, re-striping of the parking lots to improve circulation, landscapeimprovements and design of low impact drainage best management practices.Details of the types of ADA compliant ramps are provided in the contract drawings. To assurecompliance with the ADA standards in effect at the time of construction, contractor shall field verifythe proposed construction of each ramp with the Engineer, prior to construction.The BOROUGH OF SEASIDE PARK reserves the right to consider the bids for sixty (60) days afterthe receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part andalso to waive any informality in any and make such awards or take action as may be in compliancewith the New Jersey Local Publics Contract Law N.J.S.A. 40A:11-1 et. Seq.If indicated, bid proposals must be accompanied by a certified check, cashier's check, or bid bond inthe amount of ten per centum (10%) of the total amount of the bid, but not in excess of twentythousand ($20,000) dollars and made payable to the BOROUGH OF SEASIDE PARK.The award of the contract shall be made subject to the necessary moneys to do the work beingprovided by the BOROUGH OF SEASIDE PARK in a lawful manner. The contract to be executedby the successful bidder will provide that it shall not become effective until the necessary moneys todo the work have been provided by the BOROUGH OF SEASIDE PARK in a lawful manner. Theaward shall further be subjected to the securing of necessary State, Federal or Local permits governingthe work.Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27(Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americanswith Disabilities Act of 1990 (42 U.S.C. S12101, et seq.).The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2 and submit aDisclosure Statement listing stockholders with his bid.The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public WorksContractor Registration Act and he and any subcontractors must be registered in accordance with theact.The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proofof business registration and submit proof of business registration for any named subcontractors inaccordance with the act.This contract or subcontract is expected to be funded in part with funds from the New JerseyDepartment of Environmental Protection and the New Jersey Environmental Infrastructure Trust.Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of theirdepartments, agencies or employees is, or will be, a party to this contract or subcontract or any lowertier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10.The project or contract is funded in part by New Jersey wastewater treatment financing programs andthe successful bidder must comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for theparticipation of small business enterprises owned and controlled by socially and economicallydisadvantaged individuals.N.J.A.C. 7:22-3.17(a)24, 4.17(a)24, 6.17(a)24 and 7:22A-2.4(a) provide that a goal of not less than10 percent be established for the award of contracts to small business concerns owned and controlledby one or more socially and economically disadvantaged individuals. The goal of 10 percent appliesto the total amount of all contracts for building, materials and equipment, or services (includingplanning, design and building related activities) for a construction project. The project sponsor hasidentified that the SED utilization goal for this project is:_ 10% .Awards will be made only to socially and economically disadvantaged businesses concerns that arecertified by the New Jersey Commerce, Economic Growth and Tourism Commission, the New JerseyDepartment of Transportation, the Port Authority of New York and New Jersey, New Jersey Transitor other agencies deemed appropriate by the Office as eligible minority businesses or femalebusinesses.The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SEDutilization requirements.Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27(P.L. 1975, c.127, Affirmative Action); P.L. 1963. C150 (New Jersey Prevailing Wage Act); andAmericans with Disabilities Act of 1990 (42 U.S.C. 12101, et.seq.).Pursuant to N.J.A.C. 10:5-33, “Bidders are required to comply with the requirements of P.L. 1975, c.127.”The contractor is further notified that he must comply with P.L. 1977, c. 33, and submit a DisclosureStatement listing stockholders with his bid.The contractor is further notified that he must comply with P.L. 1999 c.238 Public Works ContractorRegistration Act and he and any subcontractors must be registered in accordance with the act.The contractor is also further notified that he must comply with P.L. 2004 c. 57 and submit proof ofbusiness registration and submit proof of business registration for any named subcontractors inaccordance with the act.In accordance with N.J.A.C. 7:22-3.17(g) and N.J.A.C. 7:22-4.17(g), all applicable surety bondsrequired in connection with the advertisement and award of building contracts or sub-agreementsmust be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds), incorporated herein by reference.
