The City of Clayton, Missouri (City) is seeking proposals from qualified vendors to provide a Human Capital Management (HCM) software solution for the City’s Human Resources (HR) Department. The primary focus of this implementation is benefits administration. While the City may consider future add-ons such as timekeeping and payroll processing, these components are not required at this time. Solutions that do not currently offer payroll processing are encouraged to apply, provided the system is scalable and can support future integration with payroll.

The selected vendor must demonstrate the capability to provide a user-friendly, efficient, and secure system that meets the City’s current and evolving HR needs.
