INTENTLarimer County Economic and Workforce Development (LCEWD) intends to contract with one (1) One-StopOperator under the Workforce Innovation and Opportunity Act (WIOA) of 2014 for the Larimer County LocalWorkforce Development area.*** No third-party contracts or subcontracts will be allowed ***The One-Stop Operator, in a Consultant role, will play a critical part in supporting the LCEWD and the LarimerCounty Workforce Development Board (WDB) by facilitating, coordinating, negotiating, and amendingMemorandums of Understandings (MOUs) with partners identified in the WIOA. The One-Stop Operator willalso monitor the service delivery and performance goals identified in the MOU’s and help coordinate enhancedservice delivery in the workforce area. Please refer to the Scope of Work for a detailed description of therole and responsibilities for the One-Stop Operator.Page 1 of 9WIOA’s focus is on further enhancing the high-quality workforce system by continuing to align investments inworkforce, education, and economic development to regional in-demand jobs. WIOA places greater emphasison local resource coordination to better meet the needs of job seekers and businesses. Inclusive in therequirements under WIOA is the necessity to competitively select a One-Stop Operator to support theimplementation of Memorandums of Understanding (MOU) within the local area. In the Larimer Area, theWorkforce Development Board is responsible for selection and oversight of the One-Stop Operator.The Larimer County WDB is composed of regional representatives of business, education, labor organizations,community-based organizations, economic development organizations, one-stop partners, and otherrepresentatives determined by WIOA.Under WIOA, each mandated partner is required to enter into a MOU with the Larimer County WorkforceDevelopment Board and the LCEWD that outlines the service delivery and financial relationship for co-locatedpartners and service delivery, coordination, and ‘cost sharing’ for non-co-located partners.Relevant information on the Workforce Innovation and Opportunity Act can be found at the U.S. Department ofLabor’s Employment and Training Administration resource page with guidance and technical assistance tools.Below are some additional resources vendors may find useful:• The Workforce Innovation and Opportunity Act• Quick Reference Guide to WIOA Joint FinalWIOA One-Stop Partner Requirements and Access toServicesFEDERAL FUNDS AVAILABLE FOR THIS PROJECT ARE NOT-TO-EXCEED $17,000.002. QUALIFICATIONSQualifications, at a minimum, include the following and need to be documented explicitly in the Consultant’squote.1. Consultant must operate pursuant to 20 C.F.R.§678.600.2. Consultant must have no improper, unethical, or illegal relationships or conflicts of interest between oramong the respondent, Larimer County WDB, the required Larimer Workforce Area partners, and any otherparties to this RFQ.2.1. The Consultant is responsible for disclosing, in their quote submission, any such relationships. TheLarimer County WDB reserves the right to determine the materiality of such relationships, whendiscovered or disclosed, and to decide whether or not respondent disqualification and/or cancellationshall be at no fault or liability to the Larimer County WDB.3. Consultant must have knowledge of and experience with the workforce development system and theWIOA.3. SCOPE OF WORKThe role of the One-Stop Operator is to assist with implementing the Board’s priorities and throughcollaboration, coordinating required one-stop partner activities as outlined below to strengthen the talentdevelopment ecosystem.Under the direction of the WDB, and in partnership with LCEWD, the One-Stop Operator is responsible for, butnot limited to, the following:1. Draft MOUs using a standard template format approved by the partners and Larimer WDB, obtainconsensus among the affected partners, outline results of negotiated costs, track and monitor the MOUsapproval, and signature processes.2. Coordinate with the WIOA mandated partners (9-12 partners) for the establishment, creation, andmonitoring of Memorandums of Understanding (MOU) as required by Colorado Department of Labor andEmployment (CDLE). All parties must enter into good faith negotiations. If agreement is not reached, anyparty to the MOU may request assistance from the WDB, LCEWD, CDLE, the Governor or otherappropriate parties on aspects of the MOU.Page 2 of 93. The One-Stop Operator will provide completed and fully executed MOUs to all mandated partners by thedue date established by the Colorado Department of Labor and Employment.4. Convene partner meetings, develop meeting agendas, facilitate meetings, and prepare/distribute meetingnotes to enhance service delivery in the workforce area.4.1. At least one (1) but no more than two (2) annually.5. Establish protocol(s), in partnership with the mandated partners, Larimer WDB and LCEWD, for monitoringadherence and successes achieved through the MOUs and make recommendations to the WDB asnecessary.6. Bi-annually attend and provide updates at the WDB Executive Committee.7. Prepare a semi-annual report to the WDB and mandated partners regarding the progress and performanceof the partnerships, as outlined in the MOUs, across the workforce system.8. Provide an opportunity for all mandated partners to review the report, and provide input, prior to releaseand/or presentation to the WDB. Responsibility for enforcing non-compliance and/or challenge areasregarding the MOUs is held by the WDB.9. Annually, at a minimum, formally present the report(s) to the WDB Executive Committee.10. Annually, at a minimum, formally organize, facilitate, and lead one customer-based focus group andprovide a written summary report outlining learning opportunities and recommendations on serviceimprovements.4. AWARD AND CONTRACTA formal agreement will be awarded to the vendor with the most responsible, responsive, reasonable quote,deemed the best value, best fit, and most advantageous to Larimer County. To assist in the decision foraward: interviews may be held, background checks may be performed, references may be contacted, andother inquiries may be taken to determine the abilities of the Contractor.The term of the agreement will be one (1) year starting July 1, 2026. The County, at its sole option, may offerto extend this contract for up to three (3)) additional one-year terms. The extension option may be exercisedproviding satisfactory service is given, and must be mutually agreed upon in writing, by and between theCounty and the Award Vendor.A Sample of Larimer County’s “Professional Services Agreement” is included with this Request for quote asAttachment A - Professional Services Agreement. Any exceptions or requested additions to the attachedagreement must be stated and submitted with your quote; these requests will not be accepted after the quotehas closed. The County makes no guarantee of any changes or concessions but will review and consider allrequests submitted.Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) thatmeets, at a minimum, the Insurance Requirements published in the solicitation. This valid COI must bereceived by Larimer County within 10 calendar days of the Notice of Award and must include Larimer Countylisted as Additional Insured and Certificate Holder. Work may only begin after the COI has been approved byRisk Management.5. INSURANCE REQUIREMENTSBEFORE submitting your company quote, confirm with your insurance carrier that your company can meet theinsurance requirements published in the solicitation. Your company insurance coverages should be correctlynoted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor possessappropriate insurance at all times during the contract; these coverages are purchased at the company'sexpense. The County’s insurance requirements may necessitate a company adding or increasingcoverage/limits, and those changes may impact pricing for the proposed project. These costs must be includedin your pricing at the time of submission and will not be permitted to be added later.Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued toLarimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. Theinsurance required herein shall be procured and maintained in full force and effect for the duration of thePage 3 of 9Contract or Agreement and shall be written for not less than the following amounts, or greater if required bylaw. Such certificate shall be delivered to InsuranceCert@larimer.org.1. Workers' Compensation and Employers' Liability1.1. Workers’ Compensation:Statutory1.2. Lower limits may be accepted if automobiles are not used for transport in relation to goods/serviceprovided as outlined in agreement (i.e. only commuting to job site).7. Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrella policiesin conjunction with primary insurance policies if necessary.10. General Liability and Automobile Liability insurance policies shall include Larimer County and itselected and appointed officials and employees as additional insureds as their interests may appear.11. The County reserves the right to reject any insurer it deems not financially acceptable by insuranceindustry standards. Insurance Companies shall be licensed to do business in the State of Colorado andshall have an AM Best rating of not less than A- VII.12. Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract orAgreement shall provide the required coverage and shall not be suspended, voided, or canceled. Shouldany of the required policies be canceled before the expiration date, notice shall be delivered to LarimerCounty, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or InsuranceCert@larimer.org.13. Subcontractors: If subcontractors are used by contractor/vendor in the performance of contractedservices, all subcontractors are required to carry insurance coverage consistent with the limits as listed inthis document and the subcontractor must include Larimer County an additional insured as described insection VII.ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THE LARIMERCOUNTY RISK MANAGEMENT DIVISION.6. GENERAL INSTRUCTIONS TO RESPONDENTS6.1 Artificial Intelligence (AI) Disclosure:Portions of this solicitation may have been prepared or modified with the assistance of Artificial Intelligence (AI)technologies.
