The successful proposal must:● For the staff that will be assigned, identify and describe qualifications, experience, andexpertise in providing services for similar, or relevant, projects.● For the staff that will be assigned, provide a list of past similar or relevant projects completedin the last 5 years, and include brief descriptions of what the projects entailed and a contactname and phone number (reference). In addition provide estimated project cost, final projectcost at acceptance, and whether it was completed on time.● Describe the composition of your team. Identify staff to be assigned. Provide resumes of keyindividual(s) including education, relevant experience, and certifications/licensing.NOTE: Any responding company and/or consultant that is part of the project design servicescannot receive an award from the resulting request for bid of construction services.● Describe the cost estimating, status reporting, and cost reporting procedures you utilize.● Describe computer program/software capabilities and expertise you utilize. DAS iscurrently seeking design services from qualified firms for a project consisting of interiorrenovation of the DCI Labs building located at 2240 S. Ankeny Blvd, Ankeny, IA 50023, for theexpansion of the existing instrument lab.Design services shall include:1.3.1 The contract for this work will be a modified ConsensusDoc 803. See link on cover pagefor a sample contract.1.3.2 All design disciplines necessary to complete the scope of work.1.3.3 Attend design kick-off meeting onsite to discuss desired outcome of the project with theOwner, Construction Manager, and Owner’s maintenance staff.1.3.4 Use of the State of Iowa‘s construction management software program for uploading alldocuments, submitting and approving pay apps, and construction administration. Thecost for the use of the software is paid by the Owner.1.3.5 The following design services will be needed:1.3.5.1 Creation of construction drawings and specifications indicating the interiorrenovations for the building. The requested upgrades consist of, but are not limitedto:1.3.5.1.1 Modifications of existing Mail Room A157 to expand the existingInstrument Lab into Room A157. The design shall address roomlayouts, door locations, door access control, access clearances aroundequipment, and finishes appropriate for laboratory use and matchexisting lab finishes. See Exhibit B for conceptual plans of the intendedmodifications.1.3.5.1.2 Specific design requests include: new door and frame to modify swingat A157, card access control at door A157, hollow metal frame at thenew opening between A155 and A157, Installation of new linear lightssimilar to existing lights in Instrument Lab A155, and the use of gaspipe chases similar to what is installed in A155 to transport helium,hydrogen, and compressed air to the new lab benches.1.3.5.1.3 The drawings provided in Exhibit B are conceptual in nature and areintended to only establish general scope and intent.1.3.5.1.4 Design services shall include full coordination of MEP systems tosupport laboratory operations. This includes gas distribution ofhelium, hydrogen and compressed air from the Gas Storage Room tothe new lab benches, and electrical power to support lab equipmentand instrumentation. Design to evaluate modifying nitrogen manifoldin Gas Storage A156 to helium manifold to supply helium to A157benches. Lighting shall be designed to meet laboratory standards. Firealarm devices shall be modified as required due to spacereconfiguration.1.3.5.1.5 The design shall include the design of supplemental cooling with theaddition of split system cooling for Room A157, and Room A155. Thisincludes evaluating the existing HVAC systems, existing heat loads, andanticipated heat loads to determine cooling requirements for each ofthe spaces. Anticipate roof mounted condensing units.1.3.5.1.6 This project is located within an active laboratory facility. The designteam shall verify existing conditions and utilities and developsolutions that support constructability, sequencing, and minimaldisruption to ongoing operations.1.3.6 Existing PDF drawings will be provided to the successful design firm. Accuracy of drawingsshall be verified by the design firm.1.3.7 Field examination of the existing buildings.1.3.8 Design for scope of work. Provide material recommendations based on experience,quality, and price. Recommendations for replacements and upgrades shall include non-proprietary equipment and systems.1.3.9 Provide minor drawing work to assist the Construction Manager in the development ofhazardous materials bid package. This shall include providing PDF backgrounds foridentification, by others, of hazardous materials removal. Include only if hazmats areexpected to be present1.3.10 Designer shall include any and all survey work required for completion of project.1.3.11 Coordinate with State agencies to confirm utilities that may be abandoned as well as shutdown requirements where required.1.3.12 Provide detailed input of design schedule to Construction Manager for overallincorporation into master schedule.1.3.13 Designer shall assist Construction Manager in the evaluation of long lead times.1.3.14 Quality control during Design, Preconstruction and Construction.1.3.15 Compliance with all Federal, State, and applicable AHJ codes.1.3.16 Completion of State building and energy code documents, as required.1.3.17 Design review will be conducted at 100% design development documents, 50%construction documents, and 95% construction documents. Dates for design reviewmeetings to be coordinated with the design and project team and set no later than thedesign kickoff meeting. Review will be conducted with DAS Owner Representative,Construction Manager, and Facility Representative, at a minimum. Drawings,specifications and cost opinions shall be provided at least five days prior to each reviewmeeting. An additional review meeting may be required at the end if there arediscrepancies in cost opinions or constructability review questions.1.3.18 Review with the Department of Inspections, Appeals, and Licensing’s Building CodeBureau for approval of plans or exemption from review. All fees associated with theBureau are the responsibility of the designer.1.3.19 Develop and distribute agendas and meeting minutes for all meetings during the designphase.1.3.20 Designer shall provide any information necessary to obtain utility rebates whereapplicable.
