ARCHITECTURAL DESIGN SERVICESREQUEST FOR PROPOSALOWNER:THE CONFEDERATED TRIBES OF THE COLVILLE RESERVATIONPROJECT:ROGERS BAR CHURCHPHASE 1 EXISTING CONDITIONS ASSESSMENTISSUE DATE:January 27th, 2026PROPOSAL DUE DATE AND TIME:Proposals shall be submitted no later than:February 17th, 2026, at 3:00 PM PSTSUBMIT PROPOSAL TO:Proposals shall be submitted to:Connect AdvisorsEmail: bdonnels@connect-advisors.comSECTION 1: GENERAL INFORMATION1.1 Introduction1.1.1 The Colville Confederated Tribes (the “Owner”) has engaged Connect Advisors as theOwner’s Representative (“O.R.”) for the Rogers Bar Church – Phase 1 ExistingConditions Assessment (the “Project”). Connect Advisors is soliciting proposals fromqualified architectural firms (“Firm”) to provide professional services for theevaluation and assessment of the historic Rogers Bar Church.1.1.2The Owner intends to enter into one contract with a single architectural firm acting asthe prime consultant for this Project. The selected Firm shall provide structuralengineering services either through licensed in-house staff or through a subcontractedstructural engineering consultant. Proposals must include both architectural andstructural engineering services within a single coordinated scope of work. The Ownerdoes not intend to issue separate contracts by discipline for this phase.1.1.3 This RFP is intended to obtain detailed proposals for assessment, documentation,recommended approaches, and conceptual cost ranges. This RFP is not an offer toenter into a contract, but a solicitation of proposals from qualified firms.1.2 Funding1.2.1 The funding for this Project may include Tribal and/or federal funding sources.Selection and award are not contingent upon a final construction budget, as this RFP islimited to assessment and planning services only.SECTION 2: PROJECT INFORMATION2.1 Project Location2.1.1 Rogers Bar area on the Colville Reservation, Ferry County, Washington. The site isgenerally located 21.5 miles south of Inchelium, Washington, along Silver Creek Road,near latitude 48.070327 and longitude -118.275232.2.2 Project Background2.2.1 Rogers Bar Church is a historically and culturally significant structure for the ColvilleConfederated Tribes. The building currently exhibits visible signs of distress, includingfloor bowing, suspected foundation settlement, and general deterioration associatedwith age and environmental exposure.2.2.2The Owner’s intent is not to pursue a full historical restoration at this time. Rather, thecurrent intent is to gain a clear, factual understanding of the building’s condition andto identify feasible pathways to make the structure safe, stable, and usable forcommunity purposes. The Owner recognizes that historical structures often revealhidden conditions and that, in some cases, broader renovation may ultimately bemore practical or cost-effective. This assessment is intended to provide the technicalinformation necessary to make informed decisions without committing the Owner toany particular scope or approach.2.3 Owner’s Program2.3.1 The Owner’s objectives for this phase include:1. Documenting existing architectural and structural conditions2. Identifying immediate safety concerns and stabilization needs3. Determining the causes and extent of settlement or structural movement4. Evaluating alternative repair, stabilization, or rehabilitation strategies5. Developing conceptual (order-of-magnitude) cost ranges for each strategy6. Establishing a clear basis for future design and budget decisions2.4 Scope of Work2.4.1 The selected Firm shall lead and coordinate all architectural and structural assessmentactivities. The scope of work is strictly limited to investigation, evaluation, reporting,and conceptual planning.2.5 Architectural Services2.5.1 The Firm shall evaluate the building envelope, interior conditions, circulation,accessibility, and life-safety considerations. This includes review of roofing, siding,windows, moisture intrusion, deterioration, and architectural elements that mayinfluence future work. The Firm shall identify character-defining or historicallysignificant features that should be considered in future decision-making.2.5.2 The Firm shall develop and describe potential architectural approaches ranging fromlimited intervention to more comprehensive renovation, depending on findings.Conceptual cost ranges shall be provided for each architectural approach.2.6 Structural Engineering Services2.6.1 The Firm shall include a licensed structural engineer to conduct a detailed on-siteinvestigation of the building’s structural systems, including foundation conditions,framing, load paths, floor systems, lateral stability, and areas of visible distress. Theengineer shall assess the causes and severity of settlement or deformation, identifyany immediate safety risks, and recommend feasible stabilization or repair methods.2.6.2 The structural engineer shall provide conceptual cost ranges for each recommendedstructural approach and identify any areas where additional exploratory work ortesting may be required in future phases.2.7 Excluded Services2.7.1 Phase 1 services are limited to visual observation, non-destructive evaluation, andprofessional judgment based on accessible conditions. The scope explicitlyexcludes any destructive testing, invasive probing, excavation, coring, materialsampling, laboratory testing, geotechnical investigations, environmental testing, orverification of concealed conditions unless specifically authorized in writing by theOwner or Owner’s Representative through a separate scope amendment.2.8 Reporting and Deliverables2.8.1 The Firm shall prepare a single, coordinated Architectural and Structural ExistingConditions Report that includes narrative findings, photographic documentation,diagrams as appropriate, recommended strategies, conceptual cost ranges, andidentification of next steps. The Firm shall also present the findings to the Owner andConnect Advisors.SECTION 3: PROCUREMENT PROCESS3.1 Compliance With Legal Requirements3.1.1 This procurement will be conducted in accordance with Colville Confederated Tribes’procurement policies and applicable laws.3.2 Qualifications3.2.1 Firms responding to this RFP must demonstrate:1. A minimum of five (5) years of experience with similar assessment,rehabilitation, or historic structure projects2. Experience managing architect-led, multidisciplinary consultant teams3. Ability to develop conceptual budgets and technical evaluations4. Experience working with Tribal governments or public entities5. All required professional licenses and registrations3.3 Native American Preference3.3.1 This procurement is subject to Native American Preference in accordance withapplicable Tribal law and policy of the Confederated Tribes of the Colville Reservation.Preference may be given to qualified Native American-owned firms and firms thatdemonstrate meaningful participation. Firms shall identify their ownership status andany participation in their proposal.3.4 TERO3.4.1 This Project may be subject to the Confederated Tribes of the Colville ReservationTribal Employment Rights Ordinance (TERO). The selected Firm shall comply with allapplicable TERO requirements. Submission of a TERO utilization plan is not required atthe proposal stage, but may be required prior to or as a condition of contractexecution, unless waived by the Tribe.3.5 Safety/ TOSHA/ OSHA3.5.1 The selected Firm shall comply with all applicable safety and health regulations,including Tribal Occupational Safety and Health Administration (TOSHA) requirementsand applicable OSHA standards. Although this Project is limited to assessment and siteinvestigation activities, the Firm is responsible for ensuring the safety of its personnelwhile on site.3.6 Incurring Costs3.6.1 All liability for costs incurred by any individual or firm in preparing their proposal,expended during the selection process, or otherwise incurred prior to the receipt of anexecuted contract will be borne by the individual or firm. The Firm’s proposal mustremain valid and irrevocable for a period of not less than sixty (60) days after thedeadline stated herein. By submitting a response to the Owner, the individual or firmacknowledges this responsibility.3.7 Interviews3.7.1 The Owner may conduct interviews with shortlisted Firms. Firms shall be prepared toparticipate in interviews with reasonable notice.3.8 Evaluation & Selection3.8.1 Proposals will be evaluated based on understanding of the Project, quality ofapproach, qualifications of the proposed team, experience with similar projects,schedule, and overall value. Native American–owned firms may receive preferenceconsistent with Tribal policy. The proposal’s fee will be evaluated as part of the overallvalue and qualifications and will not be the sole determining factor.3.9 Evaluation Scoring Matrix3.9.1 Evaluation CriteriaProposals will be evaluated using the following criteria and relative weighting:Evaluation CategoryUnderstanding of Project and ApproachQualifications and Experience of Firm and TeamRelevant Experience with Similar ProjectsFee Proposal and Overall ValueIndian Preference and ParticipationWeight30%25%20%15%10%3.9.2 The Owner reserves the right to adjust weighting, request clarifications, conductinterviews, or negotiate scope and fees as part of the selection process.3.10 Firm Selection3.10.1 Following interviews, the Selection Committee will select a firm to continuenegotiations with for this project and will submit a recommendation to the TribalCouncil for their final consideration and approval.3.10.2 The Owner reserves the right to postpone the award for any reason.3.11 Rejection of Proposals3.11.1 Any and all proposals received may be rejected by the Owner during the selectionprocess. Negotiations may be undertaken with the Firm whose price and other factorsindicate that they are qualified, responsible, and capable of performing the work.Negotiations may be entered into separately with competing individuals or firms.
