Highlands Water and Wastewater Systems Replacement, Grand Teton National Park
The National Park Service (NPS), Contracting Operations Central (ConOps Central) Northern Rockies Major Acquisition Buying Office (MABO) Contracting Office is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. Sources sought results will be used to determine an acquisition strategy.
This posting is intended to determine the availability and capability of potential Small Business, Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), Indian Small Business Economic Enterprise (ISBEE), and Other socioeconomic categories per FAR Part 19, Small Business Programs for the project below. The Government anticipates a competitive method of procurement.
This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work. This is not an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on SAM.gov

Project Name: Highlands Water and Wastewater Systems Replacement
Location: Grand Teton National Park (GRTE), Teton County, WY, U.S.A.

Estimated Period of Performance: Fall 2026 until winter shutdown 2-3 months
Project Description
The National Park Service is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for construction of the Highlands Water and Wastewater in Grand Teton National Park (GRTE). The project site is the Highlands Historic District located northwest of Moose, WY.
This project involves replacing the water and wastewater systems at the Highlands Historic District, located 5 miles north of Moose. Work includes extending the existing Moose water transmission line to Highlands, trenching across Cottonwood Creek using diversion and dewatering methods, replacing the internal water distribution system, and abandoning the existing well and infrastructure. The wastewater system replacement includes a new lift station, septic tank, leach field, and collection piping, with the old system decommissioned and abandoned in place. Construction will disturb approximately 2.5 acres within a 4-acre project area, with staging onsite and at Beaver Creek boneyard. Anticipate construction at Moose Entrance and Taggart Trailhead. Standard civil equipment will be used, and revegetation will be coordinated with park staff. Construction is scheduled for fall 2026 and expected to last 2-3 months.
SITE VISIT, Industry Day:
A site visit and industry day will be held for this project during the pre-solicitation phase. Due to anticipated site conditions during the solicitation phase, this will be the ONLY SITE VISIT for this project. The projected solicitation phase will begin between December 2025 and February 2026; this site will be unavailable due to snow loads during winter months.

1. Starting Point: Jackson, WY. Follow N Cache Dr/US-26 E/US-89 N/US-191 N.
Drive for approximately 6.7 miles.
2. At the roundabout, take the second exit to stay north on
S US Highway 191/US-26 E/US-89 N/US-191 N, continue north.
Continue for approximately 5.5 miles.
3. Turn left onto Teton Park Road at Moose Junction.
Important: You will pass through the Moose Entrance Station shortly after turning.
Inform the ranger that you are entering for a contractor site visit. No fee will be charged to enter the park.
4. Continue on Teton Park Road.
Drive for approximately 4.6 miles.
5. Turn left onto Climber's Ranch Road (sign may be removed)
Drive for 0.2 miles.
6. Arrive at 300 Highlands Ranch Road.
Parking area is on the left.
