Description:

Gunnison County Public Works is requesting sealed proposals from qualified asphalt paving contractors to furnish and place hot-mix asphalt (HMA) for multiple County Road approaches throughout Gunnison County, Colorado. All asphalt placed under this contract shall meet current CDOT specifications for mountain paving conditions.

Gunnison County will provide all traffic control and all dirt work / subgrade preparation. The contractor will be responsible for asphalt production, placement, compaction, and quality control testing as specified. A bid alternate exists for hauling/trucking of material where either the contractor or the County will be responsible for this task.

Gunnison County wants to be a supportive and collaborative owner of this contract. The successful delivery of road paving is important to the annual safety and maintenance of the public roadways.

Responses to this Request for Proposal (RFP) will be used to identify a qualified contractor to lead this project.

throughout Gunnison County, Colorado. All asphalt placed under this contract shall meet current
CDOT specifications for mountain paving conditions.

Project Scope
Project Description:
A. Project Locations and Quantities
The project consists of paving work at the following County Road approaches. Lengths are
approximate and will be field fit. “Quads” refer to heavy-haul tandem trucks with drop axles that
carry approximately 28 tons.
1. Park and Bevington (CR 16 & CR 19): Approach – 400 ft – 8 quads;
2. Bassel Road (CR 10C): Approach – 80 ft – 2 quads;
3. Cranor Subdivision (CR 10C): Approach – 80 ft – 2 quads;
4. Candlelight Lane (CR 10F): Approach 150 ft (both sides of well house) and paving of island
between mailboxes and CR 10 – 4 quads;
5. Lost Canyon (CR 743): Approach – 150 ft – 4 quads;
6. Allen Lane (CR 8 off CR 730): Approach – 300 ft – 6 quads;
7. Wiley Lane (CR 818): Approach – 250 ft – 6 quads;
8. Miller Lane (CR 7): Approach – 100 ft – 4 quads;
9. Stubbs (CR 41): Approach – 80 ft – 2 quads;
10. Hartman’s Entrance: Approach – 80 ft – 2 quads;
11. CR 44 (Woods Gulch Cutoff / Quartz Creek): Approach – 120 ft – 2 quads;
12. CR 771 (Gold Creek): Approach – 80 ft – 2 quads;
13. Kebler Pass Overlay – From Crested Butte Town Limits to Trappers Curve approx. 1,600 ft
at 22‑ft width;
The bid assumes a mat thickness of 3 inches. Exact paving widths, tie‑ins, and limits will be
reviewed with the contractor during a pre‑construction meeting. Alignment with CDOT
Section 401, CP 52, and/or the CAPA design guide for HMA mix design.
B. The contractor is responsible for:
1. Producing and/or supplying HMA meeting CDOT mountain-region specifications;
2. Place and compact asphalt;
3. Perform compaction testing;
4. Shape, finish, and uniformly match existing roadway and approach grades;
5. Conduct any required QC testing;
6. Coordinate daily operations with County Public Works staff;
7. Protect adjacent surfaces and infrastructure during paving;
8. Complete all cleanup work after paving.
Alternate A:
1. Contractor provides trucking of material to job site location and includes this cost in the per-ton rate.
The County does not truck materials. Please provide two separate cost breakdowns.

C. County responsibilities:
1. All traffic control;
2. All subgrade preparation and dirt work;
3. Trucking of asphalt to the sites unless Alternate A is awarded.
CI. Additional Information about scope:
1. Overnight parking accommodations during the project can be arranged in advance in Gunnison
or Crested Butte.
2. Prices are expected to be expressed on a per ton basis.
3. Contractor shall supervise and direct the Work competently and efficiently, devoting such
attention thereto and applying such skills and expertise as may be necessary to perform the
Work in accordance with the Contract Documents. Contractor shall be solely responsible for
the means, methods, techniques, sequences, safety, and procedures of construction (paving).
4. Contractor shall assign a competent resident superintendent who is to be present at all times
during the execution of the Work.
5. Contractor shall at all times maintain good discipline and order at the Site.
6. Except as otherwise required for the safety or protection of persons or the Work or property at
the Site or adjacent thereto, and except as otherwise stated in the Contract Documents, all
Work at the Site shall be performed during regular working hours, Monday through Friday.
7. Unless otherwise specified in the Contract Documents, Contractor shall provide and assume
full responsibility for all services, materials, equipment, labor, transportation, construction
equipment and machinery, tools, appliances, fuel, power, light, heat, telephone, water, sanitary
facilities, temporary facilities, and all other facilities and incidentals necessary for the
performance, testing, start up, and completion of the Work, whether or not such items are
specifically called for in the Contract Documents.
8. Contractor shall be solely responsible for initiating, maintaining, and supervising safety
precautions and programs in connection with the Work.
9. Contractor warrants and guarantees to Owner that all Work will be in accordance with the
Contract Documents and will not be defective. Engineer and its officers, directors, members,
partners, employees, agents, consultants, and subcontractors shall be entitled to rely on
Contractor's warranty and guarantee.
