BACKGROUND

The Branch Office of “Family Health International” in the Republic of Tajikistan (hereinafter referred to as FHI 360), a non-profit organization located in Dushanbe, Tajikistan, hereby invites qualified suppliers to submit a quotation for the Procurement of reagents for genomic sequencing under the “Meeting Targets and Maintaining Epidemic Control (EpiC) in Tajikistan” project.

1. TECHNICAL SPECIFICATIONS OF THE GOODS

Detailed technical specifications are provided in Annex No. 1 to this Request.

2. GENERAL REQUIREMENTS

• Delivery terms under Incoterms – DDP Dushanbe, Republic of Tajikistan.

• Place of delivery of the Goods: Dushanbe city, Republic of Tajikistan.

• The cost of the goods shall include all supplier expenses: delivery, taxes, customs duties and fees, and incoming quality control.

• Payment: within 30 working days after actual delivery of the goods and signing of the delivery note by both parties, following contract signature with the selected supplier, via bank transfer to the supplier’s bank account.

• Warranty period: valid throughout the entire shelf life of the product.

3. QUALIFICATION REQUIREMENTS

• Minimum of 5 years of experience in supplying similar goods.

• Previous experience working with international non-profit organizations.

• The requested goods must be officially registered in the Republic of Tajikistan.

• Legally registered entity with mandatory registration and a valid license authorizing this type of activity (copy to be provided).

4. ORDER OF DELIVERY OF THE GOODS

• Verification that the delivered Goods comply with the approved technical specifications, including product name, dosage form or presentation, units of measurement, and quantities in accordance with the contract and the list of procured consumables.

• Inspection of the integrity of the shipping and primary packaging of the delivered Goods to ensure the absence of external damage, evidence of tampering, compromised seals, or any other defects.

• Verification that transportation and storage conditions have been maintained for products requiring specific temperature controls.

• Verification of the completeness of the delivery in accordance with the technical specifications, including the presence of all required components, accessories, instructions for use, and the manufacturer's accompanying documentation.

• Physical counting of the delivered Goods and reconciliation with the accompanying shipping documents, including delivery notes, invoices, packing lists, and other relevant documentation.

• Selective visual inspection of reagents to confirm the absence of signs of deterioration, contamination, changes in physical characteristics, compromised packaging integrity, or any other indications that would render the products unsuitable for their intended use.

• Verification of the remaining shelf life of the delivered Goods. At the time of delivery, the remaining shelf life shall be no less than 75% of the total shelf life, unless otherwise specified in the contract.

• Provision of the manufacturer's documentation and instructions for use to the Recipient in Russian, or accompanied by an official Russian translation, where such documentation is available.

• Preparation and execution of the Goods Acceptance and Handover Certificate using the template provided by the EpiC Project. The certificate shall be signed by the authorized representatives of both Parties upon confirmation that the delivered Goods comply with the terms and conditions of the contract.

• In the event that discrepancies related to quantity, quality, completeness, shelf life, or delivery conditions are identified, an appropriate discrepancy report shall be prepared, detailing the deficiencies identified and the timeframe within which the Supplier shall rectify them.

5. SUBMISSION FORMAT AND DEADLINES

• Company profile and general information about the organization;

• Full package of company/organization registration documents;

• Recommendation letters/references;

• Price quotation, including detailed technical specifications, in Tajik Somoni (TJS), inclusive of all costs and applicable taxes, valid for 60 (sixty) calendar days from the proposal submission deadline;

• Indication of equipment delivery timelines;

• Photos and/or product brochures/mock-ups of the proposed goods;

• The commercial proposal must be signed and stamped and submitted by email to procurement_epic.tj@fhi360.org with the subject line: “Procurement of reagents and equipment for genomic sequencing” no later than 02 July 2026, 23:59 local time. Proposals received after the specified date and time will not be considered.

• Clarification questions may be submitted in writing via email to: procurement_epic.tj@fhi360.org. FHI 360 will provide responses to all received clarification questions to all suppliers by 12:00 PM on 28 June 2026.

• Any other supporting documents required depending on the specific nature of the procurement.

6. EVALUATION

• Evaluation of offers will be based on:

• Proposed price (40%)

• The specifications that meet the requirements (30%)

• Delivery Schedule (20%)

• Demonstration of past performance (10%)

7. CONTRACT MECHANISM

The EpiC Project expects to award a fixed-price purchase order to the responsive vendor whose quote best meets the evaluation criteria described herein.

8. RESERVED RIGHTS

• All submitted proposals become the property of FHI 360, which discloses the right, at its own discretion:

- To disqualify any offer based on offeror failure to follow solicitation instructions.

- Award only part of the activities in the solicitation or issue multiple awards based on solicitation activities.

• FHI 360 will not compensate vendors for preparation of their response to this RFQ.

• Issuance of the solicitation does not constitute an award commitment by FHI 360.

• FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition.

FHI 360 shall not be obligated to order any minimum or maximum quantities of services or products and assumes no commitment, financial or otherwise.

ОБ ОРГАНИЗАЦИИ

Филиал “Family Health International” в Республике Таджикистан (далее FHI 360), некоммерческая организация, расположенная в городе Душанбе, Таджикистан, настоящим запросом приглашает квалифицированных поставщиков предоставить коммерческое предложение закупку реагентов и оборудования по геномному секвенированию в рамках проекта «Достижение целей и поддержание эпидемического контроля (EpiC) в Таджикистане».

1. ТЕХНИЧЕСКИЕ СПЕЦИФИКАЦИИ ТОВАРА

Детальные технические спецификации указаны в Приложении № 1 к данному запросу.

2. ОБЩИЕ ТРЕБОВАНИЯ

· Условия поставки по Инкотермс – DDP Душанбе, Республика Таджикистан.

· Место поставки Товара: г. Душанбе, Республика Таджикистан.

· Стоимость товара должна включать все расходы поставщика: доставку, налоги, таможенные пошлины и сборы, входной контроль качества.

· Оплата: в течение 30 рабочих дней после фактической поставки товара и подписания накладной обеими сторонами, после подписания контракта с отобранным поставщиком, посредством банковского перевода на расчётный счёт поставщика.

· Гарантийный срок: на весь период срока годности.

3. КВАЛИФИКАЦИОННЫЕ ТРЕБОВАНИЯ

• Не менее 5 лет опыта работы по аналогичным поставкам.

• Опыт работы с международными некоммерческими организациями.

• Запрашиваемый товар должен быть официально зарегистрирован на территории Республики Таджикистан.

• Юридическое лицо с обязательной регистрацией и лицензией на данную деятельность (предоставление копии)

4. ПОРЯДОК СДАЧИ-ПРИЕМА ТОВАРА

• Проверка соответствия поставленного Товара утвержденным техническим спецификациям, включая наименование, форму выпуска, единицы измерения и количество согласно договору и перечню закупаемых расходных материалов.

• Проверка целостности транспортной и первичной упаковки поставленного Товара на предмет отсутствия внешних повреждений, следов вскрытия, нарушения герметичности и иных дефектов.

• Проверка соблюдения условий транспортировки и хранения товаров, требующих специальных температурных режимов.

• Проверка комплектности поставки в соответствии с техническими спецификациями, включая наличие всех предусмотренных компонентов, принадлежностей, инструкций по применению и сопроводительной документации производителя.

• Подсчет фактически поставленного количества товара и сверка с товаросопроводительными документами (накладные, счета-фактуры, упаковочные листы и др.).

• Выборочная визуальная проверка состояния товара на предмет отсутствия признаков порчи, загрязнения, изменения физических свойств, нарушения герметичности или иных признаков, свидетельствующих о невозможности их дальнейшего использования по назначению.

• Проверка остаточного срока годности поставленного Товара. На момент поставки остаточный срок годности должен составлять не менее 75% от общего срока годности, если иное не предусмотрено договором.

• Передача Получателю эксплуатационной документации и инструкций производителя на русском языке либо с приложением перевода на русский язык (при наличии таких документов).

• Оформление Акта приема-передачи товара по форме, предоставленной проектом EpiC, подписываемого уполномоченными представителями Сторон после подтверждения соответствия поставленного Товара условиям договора.

• В случае выявления несоответствий по количеству, качеству, комплектности, срокам годности или условиям поставки составляется соответствующий акт с указанием выявленных недостатков и сроков их устранения Поставщиком.Оформление акта приема-передачи товара по форме, предоставленной проектом EpiC.

5. ФОРМАТ И СРОКИ ПОДАЧИ

• Сведения (общая информация о компании);

• Предоставить полный пакет регистрационных документов организации или компании;

• Рекомендательные письма;

• Предоставить ценовое предложение, включающее детальные технические спецификации, в сомони (включая все расходы и все налоги), которые будут действительны в течение 60 (шестедясети) календарных дней с даты окончания срока подачи;

• Указать сроки доставки оборудования;

• Приложить фото/макеты товара;

• Коммерческое предложение необходимо заверить подписью и печатью и направить по электронной почте на адрес procurement_epic.tj@fhi360.org с пометкой “Закупка реагентов и оборудования по геномному секвенированию” не позднее 02 июля 2026 г. до 23:59. Предложения, полученные после указанной даты и времени, приниматься не будут.

• Уточняющие вопросы могут быть представлены в письменном электронном виде по почте: procurement_epic.tj@fhi360.org. FHI 360 предоставит ответ на полученные уточняющие вопросы всем поставщикам до 12:00, 28 июня 2026 года.

• И другие необходимые документы если закуп является специфичной.

6. ОЦЕНКА

• Предлагаемая цена (40 %)

• Технические характеристики соответствующие требованиям (30 %)

• Сроки поставки (20 %)

• Соответствующий опыт (10 %)

Предложения, которые не соответствуют требованиям, указанного в пункте «Общие требования» данного Запроса на коммерческое предложение, рассматриваться не будут.

7. ЗАКЛЮЧЕНИЕ КОНТРАКТА

Проект EpiC заключит контракт на поставку с фиксированной ценой поставщика, чье предложение соответствует описанным здесь требованиям.

8. ПРАВА

• Все предоставленные предложения становятся собственностью FHI 360, которая оставляет за собой право по своему усмотрению:

- Отклонить любое предложение на основании несоблюдения участником инструкций тендера.

- Заключать договора только на часть товара или сразу несколько частей в рамках тендера.

• FHI 360 не будет компенсировать поставщикам услуг подготовку их ответа на данный запрос.

• Объявление данного запроса не является гарантией того, что FHI 360 заключит соглашение.

• FHI 360 оставляет за собой право не принимать во внимание незначительные недостатки предложения, которые могут быть исправлены до принятия решения о присуждении соглашения в целях содействия конкуренции.

• FHI 360 не обязана заказывать какие-либо минимальные или максимальные количества услуг или продуктов и не берет на себя никаких финансовых или иных обязательств.
