Description

This combined synopsis/solicitation for services prepared in accordance with the format in subpart

12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information

included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside

only. This announcement constitutes the only solicitation; no separate written solicitation will be

issued.



The solicitation number is 37140PR260000076. Applicable North American Industry Classification

Standard (NAICS) codes are:

This requirement is for a firm fixed price service contract. The contract will be awarded

using simplified acquisition procedures in accordance with FAR part 13



The Government will award a contract resulting from this solicitation to the proposer responsible,

whose offer conforming to the solicitation will be most advantageous to the Government, Lowest

Price, Technically Acceptable.



Anticipated award date: 10 business days after close of solicitation, OOA 31 August 2026

SCOPE OF WORK:





CCTV Camera, Recording and Data Transmission Replacement

U.S. Coast Guard Sector Key West



GENERAL REQUIREMENTS



PART 1 – General:

United States Coast Guard Sector Key West is accepting proposals for qualified individuals or firms

to replace the existing non-functioning CCTV camera, recording and transmission systems located on

Sector Key West buildings. These replacements will be broken down by location.

1. Sector Key West UPH.

• Relocate exiting wireless bridge due to the existing ongoing construction obstructing the

field

of view of the existing field of view from the barracks to building 48. Two new wireless bridge

will now link the existing Barracks building with the Main Sector building and building 108.

• Replace server at the barracks due to inability to record and view.

2. Sector Key West SFLC Building

• Replace bullet camera, networking and wireless connectivity with main Sector building.

3. Station Key West Building 108

• Relocate wireless antennae, install new server closet and rewire with weatherproof

cabling.

PART 2 – Location:

PART 3 – Itemized Requirements:

1. A site visit is required to troubleshoot replacement/connectivity issues Report findings to the

POCs listed above.

2. Provide all necessary replacement or modernized parts to include resetting/reprogramming

services to restore the system back to operable status with monitoring company.

3. If the system cannot be restored to full functionality, provide a report on the specific items

that remain discrepant and the limitations that will be experienced.



PART 4 – Facility Operating Hours:

1. The facility shall remain in operation throughout the service. Contractor access to the service

site shall be limited to the following: 7:00am to 3:00pm, Monday through Friday, excluding

holidays. Access to the site shall not be permitted on the weekends without prior approval from the

Contracting Officer in writing.



PART 5 – Security Requirements

1. Contractor shall provide a list of names for required personnel needing to access the base to

the Coast Guard COR for access to the base.

2. Personnel will be required to first report to the NAS Boca Chica Security Office for an entry

pass unless they already have base access.

3. All personnel shall present their ID and base entry pass to the security personnel at the

entrance to the base for access.



PART 6 – Contractor Responsibilities:

1. Contractor shall provide a list of and cut sheets for all materials needed to complete the work.

2. Contractor shall install all components and devices in accordance with all manufacturer’s

instructions and record local weather information when performing work to verify compliance with

manufacturer instructions. Contractor shall notify the government when manufacturer instructions

are unable to be followed.



PART 7 – Final Acceptance:

1. After repair, the contractor shall perform a final inspection with Sector Key West POCs to

verify acceptability.

Submittal of invoice(s) information will be provided once award of contract has been made.

Period of Performance: Work is expected to commence at NLT 10 business days after award is made and

submitted to awardee. Anticipated award date: 31 August 2026



Site visit: It is highly recommended and encouraged that a site visit is performed at the unit to

field verify the requirements within the SOW and speak with the unit POC for this project. A site

visit has been scheduled for Wednesday August 5th at 1000.

Vendors are to coordinate a site visit with the below listed unit personnel. Vendor must ensure

company personnel attending site visit have a proper government issued ID in order to gain access

to the Coast Guard Station.





Q&A’s: Questions concerning the work requested must be sent via email to angel.melendez@uscg.mil by

COB 12 August 2026. These Q&A’s will be answered and posted to this solicitation as an amendment to

solicitation prior to closing.



52.222-90 Addressing DEI Discrimination by Federal Contractors Construction-Specific Clauses (FAR

Subpart 36.5)



• 52.236-2 Differing Site Conditions: Protects the contractor if subsurface or physical conditions

differ materially from those indicated in the contract.

• 52.236-3 Site Investigation and Conditions Affecting the Work: Requires the contractor to

investigate the site and conditions before bidding.

• 52.236-5 Material and Workmanship: Requires all materials to be new and of the most suitable

grade unless otherwise specified.

• 52.236-7 Permits and Responsibilities: Holds the contractor responsible for getting all

necessary licenses, permits, and complying with federal, state, and local laws.

• 52.236-13 Accident Prevention: Requires contractors to provide a safe work environment and

comply with relevant safety and health standards (e.g., OSHA).





Labor Standards



For construction projects over $2,000 in the United States, solicitations must include wage rate

and labor standards requirements:



• 52.222-6 Construction Wage Rate Requirements: Mandates that mechanics and laborers are paid the

prevailing local wages as determined by the Department of Labor.

• 52.222-11 Subcontracts (Labor Standards): Requires contractors to flow down wage requirements to

all subcontracts.

Socioeconomic Clauses



• 52.219-14 Limitations on Subcontracting: Limits the percentage of work that a small business

prime contractor can subcontract to other businesses.



4. General Contract Clauses



• 52.232-5 Payments under Fixed-Price Construction Contracts: Details the procedures and

requirements for progress payments.

• 52.249-10 Default (Fixed-Price Construction): Outlines the government's rights if the contractor

fails to prosecute the work with the diligence required or fails to complete it on time.





Work hours: Monday through Friday, 0800 – 1500 (8 am – 3 pm) No weekends or Holidays authorized.
