Description: Town of Yarmouth, Massachusetts (Owner) Sealed bids for the Yarmouth Septage Treatment Plant (STP) Equalization Tanks Reconstruction project for the Town of Yarmouth, Massachusetts, will be received by the Town Administrator at the Yarmouth Town Hall, 1146 Route 28, South Yarmouth, MA 02664, until 3:00 PM, prevailing time, on November 20, 2025, at which time and place said bids will be publicly opened and read aloud. A pre-bid conference will be held on Wednesday, November 12, 2025, at 10:00 AM at the Yarmouth Septage Treatment Plant, 47 Workshop Road, South Yarmouth, MA, to review the work. A guided site visit will be held immediately following the meeting. Access to the STP site shall be restricted to the time of the pre-bid conference. Alternatively, general contractors may visit the site by scheduling an appointment with the STP Operations Staff at (508) 760-2414, Monday through Friday, during normal business hours. It is the intention of the Owner to award the Contract to the lowest responsible and eligible bidder. Bidders must submit prices for both the Base Bid and Alternate A. The Owner reserves the right to award the Contract based on the lowest Base Bid alone, or on the lowest combined total of the Base Bid and Alternate A, whichever is determined to be in the best interest of the Owner. The scope of work includes the reconstruction of two septage equalization tanks at the Yarmouth STP, with all associated appurtenances as shown in the Contract Documents. The Base Bid scope of work includes the reconstruction of Equalization Tank No. 1. The Alternate A scope of work includes the reconstruction of Equalization Tank No. 2. Additional details on the work to be performed are provided in the Contract Documents. Estimated construction cost: $3,500,000.00 Category of DCAMM Certification: Sewage and Water Treatment Plants Bid security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check, payable to the Town of Yarmouth, is required in the amount of five percent (5%) of the total bid, in accordance with Section 00 21 13 – Instructions to Bidders. The Instructions to Bidders, Form of General Bid, Agreement, Plans, Specifications, Performance and Payment Bonds, and other Contract Documents may be examined at the following: Contract Documents may be viewed and downloaded as a Portable Document Format (PDF) file, free of charge, at https://www.yarmouth.ma.us/bids.aspx To be added to the plan holders list and to ensure receipt of addenda, it is recommended that interested bidders register an email address with the Town when accessing the documents. The successful contractor shall furnish a Performance Bond and a Payment Bond, each in the amount of 100 percent (100%) of the Contract price, as required by Section 00 72 00 – General Conditions. General Contractors shall file their bids with: ? A copy of their DCAMM Certificate of Eligibility (Form CQ7) showing they are eligible to bid on projects of this category and dollar value, and ? A completed DCAMM Update Statement (Form CQ3), provided in Section 00 45 13 – Attachment A. All bids for this project are subject to the applicable bidding laws of Massachusetts, including M.G.L. c.149, §§44A–44J, as amended. Prevailing Wage Rates as determined by the Director of the Department of Labor Standards (DLS) under M.G.L. c.149, §§26–27H, as amended, apply to this project. It is the responsibility of each Bidder, prior to bid opening, to request any additional information on prevailing wage rates for those trades that may be employed for the proposed work. By submitting a bid, the Bidder agrees that this bid shall remain valid and may not be withdrawn for a period of thirty (30) days, Saturdays, Sundays, and legal holidays excluded, after the date of the bid opening. The Owner reserves the right to waive any informalities in, or to reject, any or all bids if it is deemed in the best interest of the Town to do so.
