WWTP Anaerobic Digester System Improvements
The City of Pasco is soliciting Statements of Qualifications from qualified consulting engineering firms to provide professional services for the evaluation, design, and preparation of construction documents for improvements to the City’s anaerobic digester gas storage and gas handling systems at the City’s Wastewater Treatment Plant (Facility).
The selected consultant will assist the city in developing a comprehensive project to address aging and beyond useful life equipment, including digester cleaning, valve replacement, gas system upgrades, and replacement of the digester gas storage membrane (Dyster membrane or equivalent system).
The complete RFQ and full scope of work may be obtained via the City website – http://www.pasco- wa.gov/Bids.aspx. It is the sole responsibility of the Consultant to obtain any RFQ updates or addenda from the City’s website.
Responses shall be submitted electronically via e-mail only. One electronic copy, including attachments, shall be transmitted to Dustin Wittman at For security reasons, you must enable JavaScript to view this E-mail address.. E-mail Subject shall be: WWTP Anaerobic Digester System Improvements – SOQ with a maximum size of 20MB. The due date is Thursday, March 26, 2026, no later than 11:00AM PDT.
Technical questions regarding the scope of this project should be put in writing and directed to both City Representatives listed in Section 1.9 of the RFQ, no less than three (3) working days prior to the time that submittals are due. There is no pre-proposal site meeting for this project. This project is funded by the 2025-2026 local budget.
The City of Pasco, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Consultant’s SOQ shall demonstrate their recent and relative engineering experience in thedesign of Dystor Membrane and Verec Gas Flare System improvements. As part of the project team, the selectedConsultant is expected to work closely with City Engineering and Operations staff, sub-consultants, contractors,and construction management firms to successfully complete the projects.This RFQ is not a contractual offer, nor is it a commitment to purchase services. Contents of this RFQ and theConsultant’s submittal will be used as the basis to determine final contractual obligations. It is understood that thisRFQ and the successful Consultant’s submittal may be attached or included by reference, in part or in whole, toany agreement regarding the services included in this RFQ between the City and said Consultant.1.3 QUESTIONSAny explanation desired by a submitting Consultant regarding the meaning or interpretation of the RFQ, or any partthereof, must be submitted in writing (via e-mail) and directed to both City Representatives listed in Section 1.10,no less than three (3) working days prior to the time that submittals are due.Any interpretation made will be in the form of an addendum to the RFQ, issued by the City and will be posted to theCity Website – http://www.pascowa.gov/Bids.aspx. Receipt time of submittal will be considered the time-stamp of the incoming email createdautomatically by the City’s email server. In accordance with the Due Date from Section 1.4 of this RFQ, the time of closingwill be determined per the Pacific Time Clock at http://www.time.gov/.1.6 WITHDRAWAL OF SUBMITTALSSubmittals may be withdrawn by written request up to one (1) hour after the stated time of closing, as mentionedabove.
