Category: Procurement Status: Open Description: The County of Loudoun, Virginia (County) seeks to award one (1) or more, with a maximum of two (2), Job Order Contracts (JOC or Contract) to qualified specialized roofing contractors to provide county-wide roof repairs and replacements on an as-needed basis at various Loudoun County facilities over a one (1)-year Base Term and up to three (3) additional one (1)-year Option Terms. A JOC is a competitively bid, firm fixed priced, indefinite quantity contract. The Work includes a collection of Tasks and related specifications that have pre-established unit prices. JOCs are to be used for the accomplishment of repair, alteration, construction, maintenance, rehabilitation, demolition, and construction of infrastructure and buildings by means of individual Job Orders issued under the JOCs and related to discrete, identified Projects.

Thetypical Work is anticipated to include but not limited to insulation, flashingand stripping for all types of roofing work (i.e., rolled roofing, built-up roofing(BUR), membrane roofing, insulation, flashing and stripping, asphaltcomposite shingles, standing seam roofing, slate roofing, etc.), full roofreplacement, partial roof replacement, repairs, and associated Work.In addition, Work under this contract may include minor general constructionwork, light framing, fascia repair, frame-in of existing openings, asbestostesting, etc. The maximum value of any individual Job Order total is notexpected to exceed $1,000,000. The County makes no guarantee as to theminimum amount of Work that will be awarded under each of thesecontracts.1.3 For the purposes of JOCs, a Loudoun County “Purchase Order” is describedas a “Job Order”.1.4 The County Construction Contract resulting from this IFB requires thepayment of Prevailing Wage Rates. Refer to Section 4.0 below.2.0 COMPETITION INTENDEDIt is the County's intent that this Invitation for Bid (IFB) permits competition. It shallbe the Bidder's responsibility to advise the Purchasing Agent in writing if anylanguage, requirement, specification, etc., or any combination thereof, inadvertentlyrestricts or limits the requirements stated in this IFB to a single source. Suchnotification must be received by the Purchasing Agent not later than fifteen (15) daysprior to the date set for bids to close.3.0 OVERVIEW OF THE CONTRACT3.1 A JOC is an indefinite quantity contract pursuant to which the Contractorwill perform an ongoing series of individual Projects at different CountyJob Order Contract (JOC) for Roofing Repairs and ReplacementsIFB RFQ 683949Page 4 of 77facilities and sites, often simultaneously, throughout the County. TheContract Documents include a Construction Task Catalog® (CTC)containing construction tasks with pre-established Unit Prices. All UnitPrices are based on local labor, material and equipment prices and areintended to reflect the direct cost of construction (excludes overhead andprofit).3.2 Adjustment FactorsA. The Contractor will bid two (2) Adjustment Factors to be applied topre-established Unit Prices contained in the Construction TaskCatalog®. These Adjustment Factors shall apply to every task in theConstruction Task Catalog®.1. An Adjustment Factor for performing Work during NormalWorking Hours (7:00 a.m. to 5:00 p.m. Monday throughFriday, except Holidays)2. An Adjustment Factor for performing Work during Other ThanNormal Working Hours (5:01 p.m. to 6:59 a.m. Mondaythrough Friday and any time Saturday, Sunday, and Holidaysas defined in 7.4(M) below).The Adjustment Factor provided for performing Work duringOther Than Normal Working Hours must be greater than theAdjustment Factor provided for performing Work during NormalWorking Hours.B. The Contractor will also bid one (1) Adjustment Factor for Tasks notcontained in the Construction Task Catalog®.An Adjustment Factor for performing Work deemed not to beincluded in the Construction Task Catalog® but within the generalscope of the Work.These Tasks are referred to as "Non-Pre-priced Tasks (NPP)". NPPTasks may require new specifications and drawings and maysubsequently be incorporated into the Construction Task Catalog®.The Bidders will offer an Adjustment Factor to be applied to theactual material, equipment, and labor cost for NPP Tasks. The NPPTasks Adjustment Factor shall not be less than 1.0500 and nothigher than 1.2500. The Non-Pre-Priced Adjustment Factor willremain constant for the duration of the Contract.The three (3) Adjustment Factors will be weighted based on the County’santicipated percentage of applicability (see Bid Form) and a resulting AwardCriteria Figure.3.3 The Process - As Projects are identified by the County, the Contractor willjointly scope the Work with the County’s authorized representative. TheCounty will prepare a Detailed Scope of Work and issue a Request for PriceProposal to the Contractor.
