Enclosed please find the City of Fairview Park’s public notice of Request for Qualifications (RFQ). The City is

looking for qualified firms that are experienced general contractor firms to provide on-call and project-based

construction services for municipal buildings and infrastructure for the City of Fairview Park, Ohio.

This RFQ is the first step in a two-step process. Firms deemed qualified will be shortlisted and may be invited to

respond to provide price quotes and/or to specific Request for Proposals (RFPs) as needs arise.

Qualified general contractors may be asked to perform, but are not limited to, the following services:

• General building construction, repairs, and renovations.

• Structural and mechanical work (self-performed or subcontracted).

• Interior and exterior improvements.

• Sitework, grading, and paving.

• Emergency repair response.

• Coordination with architects, engineers, and municipal staff.

• Compliance with applicable building codes, safety standards, and municipal regulation

Work sites may include: Municipal offices and administrative buildings; Police, fire, and emergency service

facilities; Public parks, shelters, restrooms, and recreation centers; and Other municipal assets as needed.

Interested firms must meet the following minimum qualifications:

• A valid contractor’s license and ability to perform work in the State of Ohio.

• Minimum five (5) years of experience providing general contracting services to public agencies or

municipalities, or like entities

• Proof of insurance coverage meeting the municipality’s requirements (General Liability, Workers

Compensation, etc.)

• Ability to comply with all applicable local, state, and federal codes and regulations

General Qualifications Requirements:

At a minimum, the general statement of qualifications (SOQ) must contain the following information:

1. Cover Letter

2. Company Profile

3. List of Key Personnel and Resumes

4. Relevant Experience with Similar Clients

5. Three (3) References

6. Copies of licenses, certifications, and insurance certificates.

7. Rate Schedule (optional if not requested in RFP phase)

2025-2027 Professional Service Contracts:

Any statement of general qualifications that does not contain all of this information may be deemed not pre-

qualified at the discretion of the City of Fairview Park.

All statements of general qualifications are required to be a maximum of five (5) pages in length (not including

Proof of Insurance).

Submissions will be evaluated based on:

• Experience and qualifications of the firm and personnel

• Quality and relevance of past work

• Responsiveness and completeness of the SOQ

• References and reputation

• Availability and capacity to perform the work

This RFQ does not commit the Municipality to award a contract or pay any costs incurred in the preparation of

responses.

The Municipality reserves the right to reject any or all SOQs, or to waive informalities and irregularities.

Inclusion on the prequalified list does not guarantee future work.

Firms interested in being considered for Pre-Qualification status should respond by submitting a digital PDF

copy of qualifications to the email address below by 4:00 p.m. on November 26, 2025.
