The City of San Carlos is seeking proposals from qualified firms or individuals to develop criteria for a new Transportation Management Association (TMA) formed within the City’s boundaries. To develop these criteria, the Consultant will research and evaluate precedent TMAs, meet with and receive feedback from representatives from Alexandria Center for Life Sciences and other San Carlos businesses conditioned to join the future TMA, and consider input received through City Council and Planning and Transportation Commission study sessions. The Consultant will also identify the best mechanism for adopting and/or codifying the final set of criteria (i.e. incorporating them into the Municipal Code or adopting them as separate/standalone requirements). When the project is complete, the TMA criteria will guide the City’s thoughtful review and facilitation of the TMA Plan that will be submitted by Alexandria Center for Life Sciences.
Key services include:
Identification of TMA Best Practices
Consultant shall identify and research a minimum of five successful precedent TMAs (including several local samples from California and the Bay Area).  These could be public, private, or self-operated. Additionally, if the jurisdiction has established guidelines or criteria to form a TMA, consultant shall summarize the jurisdiction’s role and what those criteria are.
Identification of Minimum Requirements/Thresholds for Implementing TMA Best Practices
Consultant shall research, evaluate, and identify the thresholds at which each of the best-practice programs and incentives becomes operationally and financially feasible. For example, when ridership reaches “x,” transit passes become feasible, but when ridership reaches “y,” commuter shuttles become feasible. Thresholds/minimum requirements may be based on number of employees, occupied square footage, ridership, business participation, funding, or another metric as determined by City and consultant. Research from this task will feed into the final criteria document where thresholds will be established to help guide the City and TMA through future phases of implementation.
Development of TMA Criteria
From the review conducted in Task 1, Consultant shall recommend the specific criteria or elements that are best practices for a San Carlos TMA.
Business and Stakeholder Engagement
Consultant shall facilitate meetings with businesses conditioned to join a future TMA, prospective businesses that could join a TMA, as well as stakeholders from surrounding jurisdictions and agencies.
City Council and Commission Meetings and Hearings for Adoption
Consultant shall participate in-person at up to three Planning and Transportation Commission and up to three City Council meetings. Public meetings are usually held on Mondays at 7 p.m.
Project Management
Consultant shall plan for up to 25 hours of internal coordination meetings, including recurring check-in meetings. During such meetings consultant should expect to present information, discuss strategies, and receive feedback from interdepartmental staff as needed.
