Sealed bids will be received until 2:00 p.m. E.D.T. on Tuesday, December 2, 2025, at the Purchasing Office, City Hall, 135 East Maumee Street, Adrian, Michigan 49221, for the demolition and removal of the buildings located at 707 E Maumee Street & 518 James Street, Adrian, Michigan 49221.

CONDITIONS

2. Successful bidder will enter into contract for this work within_________calendar days after award of bid and will start work within______calendar days after signing of the contract and will complete within_________calendar days.

3. All bids are to be firm for a period of not less than thirty days after the official opening of the bids.

4. The City of Adrian reserves the right to accept or reject any or all bids and to waive any irregularities, and to accept bids which do not conform in every respect to the bidding requirements. Depending on bid amount for demolition, this house may or may not be demolished.

5. The City of Adrian reserves the right to award separate items.

6. All bids must be submitted in a sealed envelope clearly marked on the outside, “Sealed Bid – Demolition 707 E Maumee St & 518 James St.”

7. Asbestos survey and remediation will be completed before demolition, by Adrian Environmental, at the expense of the City of Adrian.

Demolition of 707 E Maumee St. & 518 James St.: Remove house, any outlying buildings, and foundation, removal of sidewalk from street to house, seed and straw; disposal of building material, landfill charges, cap sewer, clean backfill. Contractor will repair any damage to sidewalk, etc. resulting from this work. Contractor is responsible for obtaining all necessary permits.

DEMOLITION AND CLEARING OF SITE

GENERAL SCOPE

A. This division includes the demolition and removal of foundation.

B. Existing rubbish, trash and junk apart from that of demolished building shall be removed and the entire site left clear of such materials. Except as otherwise shown or stipulated, the demolition work herein stipulated shall be carried to completion.

C. All demolition and constructions shall be done in accordance with procedure as established at time of signing the Contract and which shall be scheduled in cooperation with the owner’s occupancy requirements and with a minimum of inconveniences to the other.

D. In accordance with the Air Pollution Control regulations of the Michigan department of Public Health, the open burning of debris from demolition of building will not be permitted. The contractor shall dispose of all debris in a sanitary landfill that has been approved by local authorities having jurisdiction.

STRUCTURE TO BE DOMOLISHED OR OTHERWISE REMOVED

A. Existing buildings will be either removed or demolished with all physical portions removed from site. The house is a two story.

UTILITIES

A. Telephone. Before the starting of demolition, arrange with Verizon Telephone Company for the disconnection of the telephone service in the building to be demolished, the removal of panels and relays and the disconnection of the wiring servicing to the building.

B. Mechanical. Before starting demolition, the Contractor shall plug or cap existing storm, sanitary sewers and water lines. The pipes and conduits within the property lines, but not in the immediate vicinity of the excavation for the new construction may be abandoned after plugging or capping at the property line.

SALVAGEABLE MATERIALS

The owner will remove furniture and equipment other than that to be reused, prior to demolition operations.

DEMOLITION

A. Upon receipt by the Contractor of notice to proceed with the demolition work, all right, title and interest of the owner in and to building, structure, and other property being demolished and removed by the Contractor, on the premises shall be deemed to be vested in the Contractor, subject to all provisions of the Contract and the following:

1. No right, title, property or interest of any kind whatsoever, in or to land, or premises upon which such building or structure stand, is created, assigned, conveyed, granted or transferred to the Contractor, or any other person or persons, except only the license and right of entry to remove such building and structure in strict accordance with the Contract.

2. Property belonging to public bodies or public service companies shall not become the property of the Contractor by reason of the transfer herein provided for, and the Owner does not warrant title to such property.

3. Except as otherwise provided herein, all salvage and materials become the property of the Contractor and shall be taken from the premises. Storage of materials and equipment on the site will not be permitted. All rubbish and debris found existing on the site at the start of the work should be removed from the premises.

4. Personal property of third persons or of occupants of the building on the site shall not become the property of the Contractor.

B. Provide adequate protection to persons and property. Execute the work in such a manner so as to avoid interference with the use of or passage to and from adjoining buildings and facilities.

C. Trees. Before starting demolition, fence all trees to adequately protect trunks and in such a manner as not to interfere with demolition and construction operations. Such fenced areas shall not be used for storage of building materials of any kind likely to damage tree roots or branches. Leave fencing in place upon completion of work in demolition division.

D. Demolition on premises. Demolish masonry walls in small sections. Remove structural steel, cast iron and heavy timbers in individual pieces and lower carefully. Remove partitions, walls, footings, stairways, furnaces, piping apparatus and debris from within existing basement. Break up basement and cellar floors and remove completely unless otherwise specified.

E. Dust Control. Wet down masonry thoroughly during demolition to prevent spread of dust and provides water and necessary connections therefore.

F. Use of Explosives. Do no blasting on the project site except after written permission from the city and in the manner prescribed by local regulations.

G. Fires. Burn no materials or debris on the premises without specific permission and not under or near trees to remain.

H. Barricades, Basement Filling. Provide substantial barricades all around all basements and cellars, as soon as such openings are uncovered. Adequate to block access, and to afford protection to the public. Materials salvaged from the demolition work may be used for this purpose. Excavation resulting from demolition will be refilled with fill material free of debris and trash and graded to level.

I. Damaged Property. Use care in conducting demolition operations so that other work continuous to same is not damaged. Make good in an approved manner all work, including the Owner’s property, adjacent Owner’s property, and the public pavements and walks, which are damaged by demolition operations.

CLEAN UP

A. Remove from the site, rubbish and debris found therein and except as otherwise specified, materials and debris resulting from the work of demolition. Leave the site in a safe and clean condition.

B. Storage of materials resulting from demolition and of tools and equipment relating thereto on the site will not be permitted after completion of the demolition and removal work.

C. It is the Contractor’s responsibility to keep dust and debris out of existing building.

D. All backfill material must be granular, Class 2 sand, compacted to 95% density. Bidder must request and verify inspection by the City of Adrian Inspection Department.

E. Install three (3) inches of topsoil. The topsoil shall be reasonable free of noxious weeds or other foreign matter such as stones, clay lumps, grass, roots, sticks, and other extraneous matter. Final site restoration may include, but not limited to, application of slow growing, climate appropriate perennial grass seed, machine sprayed straw, or sod, as directed by the City of Adrian Inspection Department. Bidder must warranty site for a minimum of one (1) year.
