This synopsis is issued in accordance with FAR Part 14 and 19. This acquisition is a 100% Set-Aside to Small Businesses. The applicable NAICS Code is 236220 – Commercial and Institutional Building Construction with a Small Business Size Standard of $45.0 Million. The Product Service Code is Z2AZ Repair or Alteration of Other Administration Facilities and Service Buildings.
The United States Coast Guard has a design/build requirement for the repair of the 3,200 sf Safety & Security Operations (SSO) Locker which serves as the sole ready gear locker/wet room facility located at the Fort Wadsworth Coast Guard Facility, Building 205, U.S. Coast Guard Sector New York, Staten Island, New York.
Scope of Work
Design Services:
To provide all services as specified in the Specifications, including the design and repair/replacement of building envelope roof membrane & flashing; design and replacement of faux brick façade, to be demolished down to the metal stud and replaced with a new façade, entry stairs, doors, and railings shall be demolished and replaced. Building 205 experienced water intrusion issues at both the exterior and interior of the building which requires repair. All work is detailed in the Specifications, however, an overview of the work includes determining requirements for the following: repairing water intrusion through roof and horizontal exterior wall surfaces, a new exterior roof membrane & flashing be demolished and placed with in-kind materials, complete demolition of existing of the existing brick veneer façade down the metal stud framing, provide full specification for the exterior wall assembly, including the vinyl siding system, substrate and all necessary accessories to ensure watertight and low-maintenance façade, for wall insulation, flooring insulation, seal windows, penetrations, sills, & sill plantes appropriately for maximum energy efficiently, flooring insulation, replace existing floor insulation & replacement, roof insulation, exterior stairs showing signs of rot; exterior stairs, and determine requirements for exterior stairs, doors and railings showing signs of rot, prepare construction drawings to completely indicate and specify the location and arrangement of all items described in Design Services.
Construction:
The specific work is to provide incidental interior and exterior general construction, including interior and exterior flooring and wall assemblies, wall assembly demolition and construction, painting and finish work. Restore disturbed surfaces to pre-construction condition, provide 2 temporary trailers, that combined, provide the same size as the current Bldg. 205/SSO locker room, including all utility services, including natural gas, electricity, domestic water and sanitary waste, includes providing temporary power service through the local power company, provide temporary facilities that include full bathrooms, to include water closets, lavatories and showers for Trailer T-1, provide temporary facilities for locker room no water needed for Trailer T-2. In addition, the contractor shall engage qualified design professionals to perform all professional architectural and engineering services and to provide Construction Contract Documents. Design professionals shall be registered in the State of New York and shall be the Designers of Record. The completed design must include drawings and written specifications that are stamped, signed and approved by the Designers of Record. The Professional Engineer or Architect that develops the concept and design for the project, performs the analysis and engineering calculations, and is responsible for the preparation of the following: construction documents;
answering all design and/or construction questions pertaining to the design; approval authority for technical submittals in conjunction with the Government Construction Project Manager; final inspection and generation of "punch list" items that do not meet the design documents and/or approved submittals. The DOR shall conduct site visits and field investigations as necessary to perform all services. The design/build firm will follow all specifications and attachments.
A 20% bid guarantee is required. Performance and Payment bonds will be required. The estimated price range of this Project is between $1,000,000 and $5,000,000.
The period of performance for the base bid is 147 days for the design effort and 120 days to perform construction for a calendar day total of 267 days. There are no optional bid items.
A solicitation for this requirement will be posted, along with the specifications and drawings, to SAM.gov on or about 10 June 2026. Sealed bidding procedures, in accordance with FAR Part 14, will be utilized. The tentative date set for bid opening is on or about 14 July 2026 at 2:00p.m., local time Warwick, RI. Bids must be valid for a minimum of 90 days.
