The desired solution should support end-to-end parking enforcement, permit management, and customer self-service for the City’s growing and evolving parking program.
The selected vendor will deliver a secure, scalable, and configurable system that integrates with existing City systems and supports both physical and virtual permitting, license plate recognition (LPR) enforcement, and mobile field operations.
This RFP seeks a turnkey system inclusive of software, hosting, integration, training, and ongoing technical support. The complete Scope of Work for this project is included as Attachment A.

The City encompasses an area of over 17 square miles and is located less than 20miles east of downtown Seattle. The City has three urban growth centers in Downtown, Overlake, andMarymoor, which are expected to grow significantly in the next 25 years. Today, the City has about 77,000residents and 99,000 jobs and by 2050, it is expected to have 152,000 residents and 131,000 jobs.Scope of WorkThe desired solution should support end-to-end parking enforcement, permit management, and customer self-service for the City’s growing and evolving parking program.The selected vendor will deliver a secure, scalable, and configurable system that integrates with existing Citysystems and supports both physical and virtual permitting, license plate recognition (LPR) enforcement, andmobile field operations.This RFP seeks a turnkey system inclusive of software, hosting, integration, training, and ongoing technicalsupport. The complete Scope of Work for this project is included as Attachment A.RFP 10883-25 – Citywide Parking Enforcement and Management SystemPage 1 of 9Subconsultants:Subcontracting is not anticipated for this project and will only be considered if the City determines there is ajustified need. Any subcontracting must receive prior written approval from the City. The selected vendorshall remain fully responsible for all work and deliverables, including any work performed by an approvedsubcontractor.TermThe City intends to enter into an initial two-year agreement, with two (2) optional two-year renewal terms,for a potential maximum total term of six (6) years, provided that 1) Consultant is in compliance with theterms and conditions of the contract and, 2) that the annual payment is cost-effective as determined by theCity, and 3) that sufficient funds have been appropriated by the City. The City reserves the right to cancelthis contract at any time, upon thirty (30) days written notice to Consultant.Should the City exercise a renewal option, the City and Consultant may discuss any necessary changes toservices and will confirm price/rates prior to each renewal. Consultant shall notify the City in writing at leastsixty (60) days prior to any proposed price adjustment. Acceptance of such a request will be at the solediscretion of the City.Upon contract renewal, any price adjustment shall not exceed three percent (3%) of the previous year’spricing or the percentage change in the U.S. Department of Labor’s Consumer Price Index for All UrbanConsumers (CPI-U), U.S. City Average, All Items, not seasonally adjusted, for the most recent 12-monthperiod, whichever is less.Proposed TimelineThe following table outlines the anticipated schedule for this RFP process. This service isfree of charge for bidders and does not require that a bidder have a DocuSign account to complete thesignature process. Please refer to the instructions shared in the online posting for this RFP onwww.redmond.gov/bids for step-by-step instructions for submitting a proposal.The City of Redmond must receive electronically submitted proposals no later than said date and time.Responses received after such time will not be reviewed. By submitting a proposal, respondentsacknowledge their satisfaction as to the size, scope and location of the work to be performed.Response Requirements & FormatAll costs for developing a response to this RFP are the obligation of the respondent and are notchargeable to the City. The respondent must bear all costs associated with the preparation of thesubmittal and of any oral presentation requested by the City. All responses and accompanyingdocumentation will become property of the City and will not be returned. Proposals may be withdrawn atany time prior to the published close date, provided notification is received in writing to the below listedCity agent(s). Proposals cannot be withdrawn after the published close date.Proposals must include all information requested and meet all specifications and requirements outlinedin this RFP. The following submittals must be part of your proposal; if any are not included, your proposalmay be judged as non-responsive. A committee will evaluate the submitted proposals. During theevaluation process, the City reserves the right to request additional information or clarification from firmsresponding to this RFP.A complete response will include:1. Project Understanding – Explain your understanding of the project, components, and challenges.2. Project Approach – Based on your understanding of the project, explain how your team willdevelop a project-specific approach that will provide the best outcomes for the City, its residents,businesses, and visitors.3. Experience & Capabilities – Describe your level of industry experience and capabilities/expertise inthe proposed services and tools. Identify the individual you propose to assign as Project Managerand any associate(s); include resume and relevant work (sample sites) for each member.4. Cost Proposal – Provide an all-inclusive SaaS pricing model for a six-year term including licensing,hosting, backups, support, and optional modules. Annual CPI-based renewal rate adjustments areacceptable.5. Implementation Requirements – Vendors must provide an implementation plan including: projectmanagement structure, data migration strategy, user acceptance testing protocols, training plan,RFP 10883-25 – Citywide Parking Enforcement and Management SystemPage 3 of 9and post-launch support. A typical implementation timeline is 8–12 weeks, though this timeframe isan estimate and may vary based on project complexity and vendor approach.6. References and Work Samples - Provide at least three references—preferably from publicagencies—with contact names and phone numbers, along with work samples relevant to this project.The City reserves the right to contact references without prior notice.7. Completion of Attachment F – Functional Requirements Table - Vendors must completeAttachment F to indicate whether their proposed solution currently supports each listedfunctionality. It is understood that not all requirements may be met. Indicating “No” for a particularitem will not automatically disqualify a proposal; however, the information provided will be used aspart of the evaluation process to determine which solution best aligns with the needs of the City ofRedmond and the Redmond Police Department.8. Business Name – Proposals must be made in the official name of the firm or individual under whichbusiness is conducted (showing official business address) and must be signed by a person dulyauthorized to legally bind the person, partnership, company, or corporation submitting theproposal. A corporation must indicate place and date of incorporation.9. Business License – Provide a statement to the effect that you understand and agree to obtain a Cityof Redmond business license as a requirement for performing these services. A city business licenseapplication can be found at: http://www.redmond.gov/BusinessLicense. If your place of business isnot located within the City limits, but you or your agents will be physically coming into the City toconduct business, call on clients, or provide services, you will need a Redmond business license.10. Valid Time Period – Provide a statement indicating the number of calendar days the proposal shallbe valid (the City’s minimum number of days is 60).The City of Redmond is an active member of the King County Directors Association (KCDA) and severalother joint purchasing entities and would be eligible to seek access to any and all price considerations,terms and conditions outlined in master agreements formed by one of these agencies. If a proposal isbased on any of these pricing agreements/arrangements it shall be the responsibility of the bidder toidentify such. It is requested that the City be contacted prior to bid submission if beneficial pricing may beachieved by the City via access to an existing contract with one of these agencies.RFP 10883-25 – Citywide Parking Enforcement and Management SystemPage 4 of 9Selection and AwardAll interested parties are requested to provide a response containing all required elements herein to theCity by the deadline given. A selection committee will review and evaluate all proposals, with the intentionof selecting a Consultant who provides a proposal that, in the opinion of the City, provides the best value(receives the highest score, as determined by the evaluation criteria listed below). The final decision is at the City’s sole discretion and respondents to this request haveno appeal rights or procedures guaranteed to them.The City reserves the right to re-evaluate firms who were not originally short-listed at any time before thedetermination of a finalist is made. Upon notification of an intent to award, the City reserves the right tolimit the period of contract development to thirty (30) days, after which time project award may berescinded.
