Bassett Unified School District904 Willow Avenue, La Puente CA 91746January 15, 2026REQUEST FOR QUALIFICATIONS AND PROPOSALS (“RFQ/P”)FORCONSTRUCTION MANAGEMENT SERVICESRFQ/P # 2025-2026-002The Bassett Unified School District (“District”) is requesting submission of statements of qualifications andproposals (together, “Response(s)”) from qualified firms, partnerships, corporations, associations, persons, orprofessional organizations (“Firm(s)”) to perform construction management services for construction projects asneeded and directed by District (“Project(s)”).District is seeking a few key personnel to perform the services described herein and in Exhibit A to the Form ofAgreement for Construction Management Services attached hereto as Attachment A.District is authorized by California Government Code section 4525, et seq., to contract with and employ anypersons for the furnishing construction management through a fair, competitive selection process, which theDistrict is utilizing.Through this Request for Statements of Qualifications and Proposals (“RFQ/P”), the District intends to choose oneFirm, but reserves the right to select multiple Firms, that respond to this RFQ/P to contract with to perform theservices requested in this RFQ/P. Any award of a contract will be subject to District’s Governing Board’s approval.NOTE: All Firms that currently or in the past provided construction management services to District, MUST STILLRESPOND TO THIS RFQ/P.Firms that intend to submit a Response must satisfy the following requirements: Be insured; Either be a licensed architect, engineer, or contractor; and Firm can be located anywhere, but it must maintain a staffed office within 75 miles of District.Questions. General Information.1.1. General. District invites qualified Firms to submit a Response related to its ability to provide theServices, as more fully indicated herein. Firms must be appropriately licensed to perform the Servicesand have extensive experience with the Office of Public School Construction (“OPSC”), CaliforniaBuilding Standards Code (Title 24, California Code of Regulations), Department of Toxic SubstancesControl, and the Division of the State Architect (“DSA”). Firms must have extensive experience in themanagement of the construction of public school facilities in addition to being a public school districtrepresentative, working with architects, inspectors, contractors and other school facility relatedconsultants, and establishing project scope and project budgets.1.2. Scope of Services. The selected Firm must be prepared to perform some, or all, of the constructionmanagement services, as directed by the District, for work on District construction projects as neededand directed by District, as described in the Form of Agreement for Construction ManagementServices (“Agreement”) attached hereto as Attachment A (“Services”).1.3. CWA. The District is implementing a community workforce agreement (“CWA”) on the Projects. ThatCWA is available here:https://www.bassettusd.org/apps/pages/index.jsp?uREC_ID=1184493&type=d&pREC_ID=1792968.Firm(s) awarded projects will assist in the implementation of the CWA.2. Firms’ Responses. Each Firm’s Response must be concise, well organized, and demonstrate Firm’squalifications. It must be consecutively numbered on each page and must include the following information,using the outline structure and numbering system reflected below, except as may be otherwise directed byDistrict via written addenda. Firm’s Response must be no longer than SEVENTY-FIVE (75) pages, inclusive ofrésumés, forms, and pictures.2.1. Cover Letter / Letter of Interest. A dated Letter of Interest must be submitted, including the legalname of Firm(s), address, telephone, and the name, title, and signature of the person(s) authorized tosubmit the Response on behalf of Firm.2.2. Table of Contents. A table of contents of the material contained in the Response should follow theLetter of Interest.2.3. History / Structure. Provide a brief history of Firm, and, if a joint venture, of each participatingentity. Identify legal form, ownership, and senior officials of company(ies). Describe number of yearsin business and types of business conducted.2.4. Financial Resources. Provide a statement of Firm’s financial resources, certifying the correctness ofthat information.2.5. Insurance. Please provide a statement demonstrating that Firm can meet the insurancerequirements set forth in Article 12 of the Agreement.2.6. Education. Indicate ongoing commitment to professional education of staff, total number ofpermanent employees, and any other data that may assist District in understanding Firm’squalifications and expertise.2.7. QA / QC. Describe Firm’s approach to quality control / assurance procedures, including coordinationof design, construction, testing and inspection disciplines.2.8. Proposed Personnel / Firm Team. Firms should review this section closely. The District seeks aspecific level of Services from the successful Firm.Bassett USD – RFQ/P – CM ServicesPage 32.8.1. District expects it will initially need only one construction manager, from half time to full-time depending on experience, to perform the Services for Summer 2026 Projects as follows:2.8.1.1.An individual will need to be an on-site, experienced construction manager.That person will (1) ensure each contractor is managing the work of theDistrict’s construction project(s) and managing its subcontractors; (2) review,negotiate, and track all requests for information (“RFI(s)”), proposed changeorders, payment applications, and other project documentation; (3) provideweekly updates on most Projects and daily updates when needed on troubledProjects; etc.2.8.2.The District does not expect to need the duties of a full-time team involving a projectexecutive, senior project managers, project engineers, or clerical staff. While the Districtunderstands that a Firm’s construction manager is part of an overall team, the District is notlooking for a deep, vertical management structure with multiple layers.2.8.3.The Firm’s personnel performing construction management services will be working underthe direction of the District’s Chief Business Officer to manage and oversee facilitiesactivities, including, without limitation, individual projects regarding new construction,modernization, expansion, and renovation, and other related duties as required by theDistrict.2.8.4.Based on the above, provide resumes of the key personnel who would be performingServices for the District. Specifically, define the role of each person and outline the person’sindividual experience and responsibilities. Indicate personnel who will serve as primarycontact(s) for District. Indicate Firm’s and personnel’s availability to provide the Services,and list all applicable professional registration certification and/or license designations andnumbers for all professional team members that are currently active in the State ofCalifornia.2.8.5. Provide a schedule of subconsultants, that are likely to be used by Firm to perform Servicesfor District, including their applicable professional registration certification and/or licensedesignations and numbers that are currently active in the State of California.2.9. Services Offered. Provide a comprehensive description of the services offered by Firm, including howit intends to work with District personnel, contractors, design team(s), regulatory agencies, and keystakeholders as follows:2.9.1. District-Wide Construction Management and Oversight. Describe Firm’s experiencemanaging and supervising multiple construction projects from initial concept through finalcloseout.2.9.2. Project Types. Describe how your Firm approaches modernization projects compared tonew construction projects.2.9.3.Design Management and Support. Describe the Firm’s experience with performingconstructability reviews, value engineering and construction cost reduction measures,including how Firm intends to assist District in meeting established Project budgets and inprioritizing Project construction to meet the budget and how Firm communicates withproject architect(s) regarding recommendations.2.9.4. Project Budgets. Describe how Firm intends to assist District in meeting established ProjectBassett USD – RFQ/P – CM ServicesPage 4budgets and in prioritizing Project construction to meet budget. Describe Firm’s approach topreserving, and maximizing return, on expended bond funds.2.9.5.Project Schedules. Discuss Firm’s ability to meet construction schedules for projects withvery tight timetables, Firm’s schedule management procedures, and how Firm hassuccessfully handled potential and actual delays both for the contract documents and forfield changes. Identify established methods and approaches utilized by Firm to successfullymeet completion deadlines, and provide examples demonstrating effective use of statedmethods and approaches.2.9.6. Managing Projects and Bond Programs. Describe Firm’s experience managing constructionprojects, and bond programs, within political environments including facilitation ofcommunity involvement.2.9.7.Working with Agencies. Describe Firm’s experience with various state agencies includingDSA, local fire authorities, local public works departments, California Geological Survey,California Department of Education, Office of Public School Construction and the StateAllocation Board. Specifically, describe your experience and strict compliance with the DSAinspector card process and final closeout.2.9.8. Developing Procedures. Describe the Firm’s experience in developing and implementingprocedures and operating standards to carry the District’s school board policies anddirectives related to construction including quality control and quality assurance.2.9.9.Community Stakeholders. Describe the Firm’s experience and plan in identifying andmeeting with key community stakeholders to receive their input, consider adopting theinput, and informing the key community stakeholders what input was incorporated andwhat was not, and why. Key community stakeholders include, but are not limited to, siteprincipals, District site staff, and other District staff, including District leadership.2.9.10. Communication Style. Please describe the Firm’s communication style for managingprojects, including, but not limited to, (1) if Firm ever contacts site staff for project relatedissues, and (2) if Firm generally uses email, telephone or other chat mechanism or platformfor discussing projects with District staff, key community stakeholders, and other projectpersonnel such as inspectors and architects.2.9.11. Phasing and Scheduling. Describe the Firm’s experience and plan in prioritizing projectphasing and scheduling of key projects approved by the Board of Education.2.9.12. Managing Outside Influences. Describe the Firm’s experience and plan to adjust to out-sideinfluences that have a dramatic impact on a major construction program’s schedule andbudget.2.9.13. Small Business and Local Hire. Describe Firm’s experience and plan for promoting andmonitoring Small Business Enterprises and contractors’ abilities and practices to hire workerswho are local to the District.2.9.14. CWA. Describe Firm’s experience with managing projects with a CWA.2.9.15. RFIs / PCOs. Discuss Firm’s ability and process for timely reviewing and responding torequests for information and proposed change orders.2.9.16. Describe any additional experience demonstrating Firm’s qualifications, competency, andBassett USD – RFQ/P – CM ServicesPage 5
