NOTICE TO BIDDERS
Request for Proposals for the Village of Irvington Transit Oriented Development District project will be received by the Irvington Village Administrator’s office until 12PM on Friday, February 13, 2026. Respondents shall submit proposals in accordance with the submittal guidelines in the RFP.
The RFP document and all information relative thereto may be secured at the Irvington Village Clerk's Office or downloaded from www.irvingtonny.gov. There is no cost for the Request for Proposal document. The Village will not be responsible for full or partial sets of contract documents, including any addenda obtained from any other source.
The Village of Irvington reserves the right to waive any informalities in the bids; or to reject any or all bids. No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof.

REQUEST FOR PROPOSALSVILLAGE OF IRVINGTON TRANSIT ORIENTED DEVELOPMENT DISTRICT1.1 Project DescriptionThe project will amend Irvington' s zoning to create a transit-oriented development zone (the “TODZone”) that incorporates Smart Growth Principles and is in accordance with the Village' s 2018Comprehensive Plan Update. A TOD zone will enable advances in sustainability while increasing thenumber and affordability of residential units to address the current housing crisis. TOD zoning willenable the development of underutilized sites near a Metro North station, creating a compact anddynamic mixed-use neighborhood.The selected firm (the “Contractor”), Village of Irvington (the “Village”), and the Village’s ZoningAdvisory Committee shall prepare a Zoning Code for the TOD Zone pursuant to the zoning enablingstatutes contained in General City Law §20 (24) and § 20 (25) / Town Law Article 16 / Village LawArticle 7. The Zoning Code will be developed in accordance with the Village' s 2018 ComprehensivePlan Update; guide future sustainable growth within the municipality; enhance the local identity; andprotect natural and cultural local resources.The Zoning Code must also address the following general Smart Growth principles, in addition to theelements suggested by the New York State statutes:1. Develop plans and land use regulations that allow for and encourage mixed-use neighborhoods.2. Enable a diverse mix of housing types, particularly multi-family options that provide foropportunity and choice for all.3. Prioritize infill and redevelopment of existing buildings to revitalize neighborhoods anddowntowns, including areas around public transit.4. Provide well-planned, equitable, and accessible public spaces.5. Encourage compact neighborhood design and concentrated development around existinginfrastructure.6. Preserve open space, agricultural resources, and natural resources.7. Prioritize transportation options such as walking, cycling, and public transportation.8. Promote climate resiliency and adaptation, preferably through nature -based solutions, andreduce greenhouse gas emissions.9. Build on unique traits to create an attractive and welcoming community with a strong sense ofplace.10. Engage in an inclusive, collaborative public planning process that considers the needs andcharacter of the community.11. Design places that are accessible to people of all ages and abilities, with amenities that meetand ideally exceed base ADA compliance, particularly in the public realmThe Village received a Smart Growth Community Planning grant from the Department of State in theamount of $213,300.The total budget for Consultant Services, including coordination of the planning process andpreparation of the Zoning Code under this contract is $237,000Under the contract, the DOS has assigned the following M/WBE goals for this project:MBE Goal: 15% - $ 31,995.00WBE Goal: 15% - $ 31,995.00The percentage of the goals can shift within the overall 30% the total DOS award.Copies of the Village' s 2018 Comprehensive Plan Update documents are on the Village’s websitebelow:Comprehensive Plan:https://www.irvingtonny.gov/DocumentCenter/View/8736/2018-Comprehensive-Plan-Update---with-exhibits?bidId=pg. 2SCOPE OF WORKThe interior rectangle is the Cosmopolitan Building property, which is not part of the TOD Zone.The Village of Irvington Transit Oriented Development District will including the following tasks:Prior to Task 1: Village to Establish Zoning Advisory CommitteeTask 1: Project Initiation MeetingThe Contractor and the Village shall hold an initial meeting to review and agree upon the project scopeand schedule, project requirements, budget, roles and responsibilities, State Environmental QualityReview Act (SEQRA) compliance requirements, Minority and Women-Owned Businesses (MWBE)requirements which are outlined here (https://ogs.ny.gov/mwbe/minority-and-women-owned-business-enterprises-frequently-asked-questions), the number of public meetings and techniques for publicinvolvement proposed for the project, and any other information which would assist in projectcompletion. In addition, the composition and role of the Zoning Advisory Committee shall bediscussed during the project initiation meeting. The Contractor, or a designated project partner, shallprepare and distribute to all project partners a brief meeting summary clearly indicating the agreementsreached at the meeting. Work on subsequent tasks shall not proceed prior to Village review of theproposed approach as outlined in the meeting summary.Task 2: Zoning Advisory Committee MeetingsThe Zoning Advisory Committee shall meet on a regular basis during the planning process to advancethe preparation, review, integration, and approval of the Zoning Code and assist with the organizationand conducting of community participation events, to organize and conduct community participationevents.A Zoning Advisory Steering Committee will be established to guide, advise, and support the Villagethroughout the Transit-Oriented Development (TOD) Zoning Study. The Steering Committee providesstrategic input, ensures that community values are reflected in the study, and helps coordinate the workof the Village and stakeholders. The Steering Committee is comprised of the chair(s) of the ZoningAdvisory Committee, the Board Liaison, the Village Administrator and the Contractor.During their first meeting, the Zoning Advisory Committee will review project requirements, roles,and responsibilities, and transfer necessary information to the Steering Committee. Through theSteering Committee, the Zoning Advisory committee will identify new information needs and nextsteps. During their first meeting, the Steering Committee will also complete the Community ZoningAssessment. The details of the Community Zoning Assessment can be found in Appendix A.Subsequent meetings of the Zoning Advisory Committee will advance the preparation of the ZoningCode, and assess the evolution of the project, identify new information needed, address changes inroles and responsibilities, and consider next steps. Work on subsequent tasks shall not proceed prior toVillage review.Products: Meeting summaries for each Zoning Advisory Committee meeting. The results of theCommunity Zoning Assessment.Task 3: Community Participation PlanPrepare a Community Participation Plan with a communications sub-committee describing the publicoutreach and participation efforts that will be conducted during the development of Zoning Code,pursuant to the local and State statutes. The Community Participation Plan should include, at aminimum, the following elements tailored to be most applicable to the community:● Two or more public workshops● One or more public hearings● One or more community survey(s)pg. 4● Interviews with local stakeholder focus groups including but not limited to the Irvington UnionFree School District, the Metropolitan Transportation Authority (MTA) and the HousingAction Council.● Overall outreach and engagement strategy● Coordinate with Village representatives to find ways to ensure accessibility and outreach tofrequently underrepresented populations, including lower -income residents, youth, immigrants,and minorities● Roles and responsibilities of individuals, organizations, and entities involved in engagement● Proposed schedule for implementation● A website with links to announcements, materials, and input opportunitiesAll public outreach and participation efforts will be publicized in the community through pressreleases, announcements, digital media, individual mailings, or other appropriate means as determinedby the Contractor, DOS project manager, and the project team. Such means should be identified withinthe Community Participation Plan.Public access must be provided to each public meeting or workshop. Meetings and public engagementsessions should be scheduled at times that are convenient to underrepresented communities ( e. g., atnight or on weekends instead of during the day) and at locations that are ADA accessible. Meetingsshall be advertised with generous advance notice to garner maximum publicity, awareness, andparticipation.Products: Draft and final Community Participation Plan to be implemented throughout the planningprocess.Task 4: Community and Stakeholder InterviewsDevelop a relevant community survey to identify and gather input on current local conditions andissues. The survey should be made available to the public in hard copy and online. A draft surveyshould be provided to DOS for review prior to publication of the survey. Following the completion ofthe survey, develop a summary of results and analysis.In addition to the community survey, identify a selection of stakeholder groups and a corresponding setof topics that shall be discussed with stakeholders to obtain relevant information and elicit reactionsand suggestions.Products: Draft and final Community Survey. Summary of survey responses and analysis Draft andfinal list of stakeholder groups and topics, Summary of interview findings.Task 5: Public WorkshopsConduct at least two public workshops, as identified in the Community Participation Plan. The purposeof the two public workshops is to introduce the Zoning Code update to the community, review the
