Bid Procedures1. All Bids must be complete, accurate and in the City approved format specified herein.Bidder must use the attached Bid Pricing Form, Attachment B, in submitting a Bid. Biddersmust furnish pricing for all items shown on the Bid Invitation.2. Unauthorized modifications of specifications, forms or terms may render Bid invalid.3. The Bidder shall submit completed Bid Pricing Form (Attachment B) and any other requireddocumentation identified in this RFB, addressed to:City of Portland1900 Billy G. The Bid and all the required documentation must be submitted in one sealed envelope orpackage bearing the title “SEALED BID – RFB 6628 Sale of Surplus Vehicle -1934 Ford VickyLimousine ” on the outside of the package as well as the Bidder’s name, address, andcontact information.5. Bidder shall comply with any additional instructions regarding submission of Bids found inthis RFB.6. The deadline for submission of Bids is February 19, 2026, 2:00 p.m. CT (Central Time).7. Bids must be received, before the date and time specified in this RFB without exception.Bids received after this deadline will be deemed late, non-responsive and will not beconsidered.8. The City’s Purchasing Policy requires that all Bids submitted must remain sealed, secret,and unopened until the DUE DATE AND TIME specified in this RFB.9. Sealed Bids may be submitted in person, by U.S. Mail, Special Delivery, or courier service.10. Bids submitted directly to the City by facsimile or e-mail will be considered non-responsiveand eliminated from consideration.11. Bids should not include taxes as the City is tax exempt. Should there be any shipping involved in this Bid, shipping shall be FOB Destination andincluded in pricing unless specifically listed as a line item on the Bid Pricing form.13. All other City employees do not have the authority to respond for the City regarding thisRFB. Procedural and Content Questions1. During review of this RFB and preparation of the Bid, certain errors, omissions orambiguities may be discovered. If so, or if there are doubts or concerns about the meaningof any part of this RFB, questions should be submitted to the Purchasing Officer asdescribed in this RFB.2. An addendum will be issued to address the questions and answers along with any changesto the documents as a result of these clarifications. The addenda will be released by closeof business on February 6, 2026. Bidders must acknowledge receipt of all Addenda.B. Basis for Bid1. Bidders should carefully examine the entire RFB, any addenda thereto and any relatedmaterials and dates referenced in the RFB. Bidders shall become fully aware of thespecifications and requirements.2. In the event of discrepancy, immediately notify the City. Failure to notify the City and givewritten notice of discrepancies shall constitute acceptance by the successful Bidder ofexisting conditions.3. All Bidders are responsible for the cost to produce their Bid. Bidders are also responsiblefor their Bid’s content, timeliness of submission and withdrawal.4. Only the information contained in this RFB, questions and answers with regard to inquiriesrequesting clarification or additional information, addenda hereto and informationsupplied by the City in writing through the Purchasing Officer should be used in thepreparation of the Bid.C. Terms and ConditionsWith its Bid, the Bidder is committing to the terms and conditions as outlined in the RFB andthe attached Sample Agreement. Bidders are advised to thoroughly review and familiarizethemselves with the City’s standard contract terms. Any concerns over the terms andconditions must be resolved during the initial stage of the procurement process through therequest for clarification and answer process.D. Exceptions to RFB Specifications1. Although the specifications in the following sections represent the City’s anticipatedneeds, there may be instances in which it is in the City’s best interest to permit exceptionsto specifications and evaluate alternatives.2. When allowed exceptions, conditions or qualifications to the provisions of the City’sspecifications must be clearly identified as such, together with reasons for taking exceptionand submitted as a request for clarification during the Bid process. If the Bidder does notmake clear they would like the City to make an exception during the Request forClarification and answer process, the City will assume the Bidder is, with its Bid,responding to and will meet all the specification and requirements outlined in this RFB.E.
