The City of Lawrenceville is soliciting competitive sealed bids from qualified contractors for the Longleaf
Greenfield Reconduct Project for the Lawrenceville Electric Department.
Sealed bids will be received by the Lawrenceville Finance Office, 70 S. Clayton Street, Main Level, Room
M46A, Lawrenceville, Georgia 30046 until 2:00 P.M. local time on Wednesday, December 3, 2025 and
then publicly opened and read aloud. Any bid received after 2:00 P.M. will not be accepted. Bid envelope
should be marked on the outside with Bid Number, name of Bidder, date and time of opening and utility
contractor’s license number.
A pre-bid conference is scheduled for 10:00 A.M. on Thursday, November 13, 2025 at Lawrenceville
City Hall located at 70 South Clayton Street, 3rd floor Executive Conference Room, Lawrenceville, GA.

binding upon the bidder when submitted.
Successful contractor will be required to meet insurance requirements. The Insurance Company should be
authorized to do business in Georgia by the Georgia Insurance Department, and must have an A.M. Best
rating of A-5 or higher.
The written bid documents supersede any verbal or written prior communications between the parties.
Award will be made to the contractor submitting the lowest responsive and responsible bid. The City of
Lawrenceville reserves the right to reject any or all bids to waive technicalities, and to make an award
deemed in its best interest. Bids may be split or awarded in entirety.

Scope of Work
Consist of but not limited to:
This work will consist of installing two new separate single phase underground loops through two existing
neighborhoods. The current primary cable feeds through the back yards of one development and in front of the
other development, with many secondary cables going from the transformers in the back yards to the meter
bases on the back of the townhomes. This full reconduct will be installing new primary and transformers on the
roadside of the buildings and running 350 triplex behind the buildings to UV-4 pedestals and capturing the old
services. All conductors are to be installed in conduit or pipe.
Work will consist of installing approximately 3150’ of 1/0 underground primary, inside 2” conduit. There will
be (11) new pad mount transformers (25kva-100kva) installed with concrete pads and grounding assemblies and
(2) old transformers (25kva-75kva) that will stay in place with grounding assemblies added. There will be (26)
primary terminations, inside the pad mount transformers. Approximately 950’ linear feet of 350 underground
triplex will be run in 3” conduit, from the transformer locations to the (9) new UV-4 pedestals in the back yards.
The UV-4 pedestals will be installed with grounding assemblies per Lawrenceville Power’s Specs. There are
also (7) existing light poles in the development that will consist of running 360’ linear feet of # 6 duplex in 2”
conduit to provide new feeds for these lights. Each of these lights will need a UV-2 hand hole box installed
according to Lawrenceville Power’s Specifications. There will also be (3) Town and Country lights installed at
3 transformer locations, with (20’) direct bury poles.
There will be (4) UM2 (Riser poles), one at each entrance that will need to be terminated, ran up the pole, and
have u-guard installed to Lawrenceville Power’s spec.
The contractor will be responsible for all switching procedures throughout the entire project, including the
energizing of the new riser poles. We will be available to answer any questions or concerns involving
switching. This job will consist of removing (5) UM2 riser poles once the feed has been cut over. There will be
a total of (15) pad mount transformers and pads that will need to be removed and transported back to the Public
Works Building. Existing cables will be abandoned in place and need to be cut off 2’ below ground level. Any
ground rods at these locations are also to be removed.
The contractor is required to repair all landscaping, concrete, or asphalt back to like or better. Seed, straw, or
sod must be repaired or replaced as needed. The contractor is responsible for making the connections of the old
services with the new UV-4 pedestals of each dwelling. The contractor is responsible for all communication
with tenants or property owners regarding any notifications, issues that may arise, and especially for scheduling
outages. Contractor to supply all traffic control as needed.
Lawrenceville Power will have a representative onsite tracking progress and verifying footages. These footages
for wires and conduits are estimates.

Termination for Cause: The City may terminate this agreement for cause upon ten (10) days prior written notice
to the supplier of the contractor’s default in the performance of any term of this agreement. Such termination
shall be without prejudice to any of the City’s rights or remedies by law.
Termination for Convenience: The City may terminate this agreement for its convenience at any time upon thirty
(30) days written notice to the contractor. In the event of the City’s termination of this agreement for convenience,
the contractor will be paid for those services actually performed. Partially completed performance of the
agreement will be compensated based upon a signed statement of completion to be submitted by the supplier,
which shall itemize each element of performance.
