Pending successfulnegotiations, the Consultant will enter a Professional Services Contract with the City.2.0 BACKGROUNDThe City has allocated HSIP Cycle 12 funds to remove existing guardrails and replace themwith Midwest Guardrail System (MGS) guardrails. The existing guardrail systems areoutdated and damaged. The project will serve to improve safety at several locations formotorists.3.0 PROJECT DESCRIPTIONThe project will remove existing guardrails and replace with FHWA recommended MidwestGuardrail Systems at the following seven locations: 1) Carolyn Weston Blvd at French CampSlough, 2) Arch Airport Overpass, 3) Eight Mile Road at Pixley Slough Bridge, 4) West Laneat Calaveras River, 5) Eight Mile Road & Hwy 99 W Frontage Road, 6) Myrtle St west of Hwy99, and 7) Hwy 99 W Frontage Road at Mosher Slough.4.0 SCOPE OF WORKEach consultant shall prepare a detailed scope of services based, in part and at a minimum,on the information presented in this Request for Proposal, and other available information.The consultant shall provide a cost proposal and anticipated schedule, which accomplishesthe objectives of the project.Consultants are encouraged to include items that are not presented in the RFP but thoughtnecessary for this project.4.1 Background ResearchThe Consultant shall research and review existing topographic mapping, photos, rightof way maps, “as-built” plans, record maps, surveys, assessor maps, and local streetimprovement plans for the project.The Consultant shall conduct field reconnaissance of the entire project limits. TheConsultant shall work with all pertinent utilities to identify conflicts, coordinate utilityRequest for ProposalsCitywide Guardrail Rehabilitation and ReplacementProject No. WT25054 / HSIPSL-5008(223)Page 2 of 10plan reviews, conduct necessary coordination meetings, and locate designedimprovements as required to facilitate any utility relocations. The objective is toeliminate any conflicts that may be encountered during construction, which wouldpose construction delays or claims. Utilize potholing or other methods to determinedepth of utilities to determine if utility relocation is necessary.Consultant must coordinate with utility companies to the maximum extent possible andshow all existing utilities that will be impacted or cause impact by the proposed projectand provide copies of utility correspondence for City files.The Consultant shall identify required permits, prepare all permit applications. Permitfees will be paid by the City.4.2 Environmental ServicesEnvironmental services for this project have been covered by the City.4.3 Plans, Specifications, and EstimateThe Consultant shall prepare complete PS&E documents, which include designimprovement plans, technical specifications, and engineer’s estimate. The PS&E shallbe prepared according to the City’s standards. Prepare a base map showing existinginformation to facilitate the design of all the necessary improvements. The base maplimits shall be sufficient to cover all necessary improvements within the project area.PS&E submittals shall be submitted for review to the City at 65%, 95% and 100%completion stage. The Consultant will provide one electronic (PDF format) at eachdesign stage to the City for review and comments. With each stage, the reviewcomments from the previous stage shall be itemized and a written response to eachshall be prepared in a comment matrix.Final PS&E submittal shall include: Final cost estimate and specifications, AutoCADand PDF format drawing files and Microsoft Word format specifications delivered tothe City. After completion of the construction, Consultant will incorporate the red lines(provided by contractor) into an as-built set of signed mylars. The Consultant shallprovide electronic copies of the as-built sheets.4.4 Utility CoordinationThe consultant will be responsible for performing utility investigations and coordinationwith utility owners throughout the project development process. The Consultant willbe present at all necessary meetings with each utility owner. The consultant will beresponsible for, but not limited to, the following:Prepare a project limits map and request utility information from each utility ownerwithin the area of work.Request for ProposalsCitywide Guardrail Rehabilitation and ReplacementProject No. WT25054 / HSIPSL-5008(223)Page 3 of 10Prepare Utility Letter “A” during preliminary design phase to the affected utility ownersfor City to review and approve prior to transmitting to utility owners. Information onexisting utilities obtained as a result of the “A” letter will be transferred to base mapsin both plan and profile view. A copy of the utility data obtained from utility owners willbe provided to the City and the originals will be filed in the project files.Prepare Utility Letter “B” during 65% design phase to the affected utility owners forCity to review and approve prior to transmitting to utility owners. Two sets of half-sized65% plans will be provided to each utility owner as an attachment to the letter. Theletter will request that utility owners verify any utility conflicts with proposedimprovements and indicate whether any future utilities are proposed in the area thatmay require accommodation through the improved area. Information on existingutilities obtained as a result of the “B” letter will be used to determine potential utilityconflicts and to resolve the conflicts identified. A copy of the utility data obtained fromutility owners will be provided to the City and the originals will be filed in the projectfiles.Prepare Utility Letter “C” during 100% design phase to the affected utility owners forCity to review and approve prior to transmitting to utility owners. Two sets of half-sized100% plans will be provided to each utility owner as an attachment to the letter. Theletter will indicate to the utility owners whether any changes have been made to theproject plans since the Utility Letter “B” and will request written confirmation of utilityrelocations and utility relocation schedule. A copy of the utility data obtained from utilityowners will be provided to the City and the originals will be filed in the project files.4.5 Public OutreachNo public outreach is anticipated to be part of the scope of work.4.6 Coordination/MeetingsThe Consultant shall attend meetings with City staff for a when necessary to discussand finalize the design. Assume there will be a minimum of 5 required meetings for-kick off, 65% plan review, 95% plan review, 100% plan review, final review during thedesign phase.The Consultant shall prepare and provide a comprehensive schedule to reflect thetimeframe for each stage/task of the proposed scope of work, utilizing MicrosoftProject. The project schedule shall show a base line, tasks, duration, milestones,assignments, critical paths, and other relevant data. The project schedule shall bemaintained and updated monthly throughout the design phase of the project.The consultant is responsible for coordinating and meeting with all utility companiesand impacted agencies as needed for the project to resolve all project issues.Request for ProposalsCitywide Guardrail Rehabilitation and ReplacementProject No. WT25054 / HSIPSL-5008(223)Page 4 of 104.7 Design Support During ConstructionAs part of the proposal, consultants shall include bid support services that consist ofassisting the City in responding to all Requests for Information (RFI) during the projectadvertisement phase. Consultant shall also include services for design support duringconstruction. These services include responding to all RFI(s), submittal reviews andapproval, altering project plans to address any design flaws or inconsistencies (at noadditional cost to the City), consultation with the construction contractor, andpreparation of record drawings.4.8 As-Built DrawingConsultant shall prepare record drawings upon project completion. As-built recorddrawings shall reflect change orders, accommodations, and adjustments to allimprovements constructed. Prior to accepting the As-Built Plans, City staff will reviewthe Record Drawings and electronic files to confirm that they reflect what has actuallybeen constructed. Electronic files of the As-Built drawings (in standard PDF format)and CAD (DWG or DXF format) shall be provided in addition to the original As-Builtmylars.The consultant can assume that the City will perform the construction managementin-house which includes a resident engineer duties and inspection.4.9 Preserving and Perpetuating Survey MonumentsThe Consultant shall identify, list, and show existing survey monuments onconstruction plans. Consultant shall file a Corner Record or Record of Survey withSan Joaquin County for monuments within the project limits that have not beenpreviously recorded and submit a copy to the City. The Consultant shall includelanguage in the PS&E package to preserve all monumentation affected by the workbeing performed in accordance with Section 8771 of the Professional Land SurveyorsAct in the Business and Professionals Code of the State of California. The Consultantshall sign the Acknowledgement of Monument Preservation form.
