Evaluating the Feasibility and Impacts of Fare-Free Transit for Tulare County:
Advancing Sustainable and Equitable Mobility SolutionsThe Tulare County Association of Governments (TCAG) is seeking proposals from qualified consultants for preparation of
'Evaluating the Feasibility and Impacts of Fare-Free Transit for Tulare County: Advancing Sustainable and Equitable Mobility Solutions',
a study of whether fare-free local public transit can be implemented without harming the financial viability of local transit operations.
The study will also examine potential benefits to under-served communities of fare-free transit, and to proposed an implementation
strategy for fare-free transit if it is determined to be feasible.This project also aims to increase transit ridership in anticipation of upcoming transit service and capital improvements
by TCAG and member agencies and to encourage mode shift towards transit and active transportation and away from private
automobiles, in support of California State Transportation 2050 goals. Any inducement to take transit is likely to increase the presently
very low mode share for transit, and growing transit ridership in the years leading up to the full Phase 1 implementation of Cross Valley Corridor
