INFORMAL REQUEST FOR PROPOSAL (IRFP)
City of Stockton is seeking, via an informal request process, proposals for Recruiting Firms
to assist the Human Resources department (HR) and City staff to recruit and hire for the
Director of Human Resources (1) and Assistant Director of Human Resources (1) vacancies.
Proposals will be reviewed, and specifications may be amended to meet City goals.
INTRODUCTION
The Human Resources Department is structured into seven specialized divisions, each playing
a vital role in ensuring equity, compliance, and operational excellence across City departments.
The department currently has two (2) vacancies for the following positions:
- Director of Human Resources (1)
- Assistant Director of Human Resources (1)
The selected Proponent will work jointly with the HR department, who will select the most
qualified candidate for each position.
IRFP DEADLINE
Proposals must be received no later than 4:00PM PST on Monday, June 29, 2026. Proposals
received after this date will not be considered for review. The proposal must be signed by a
person legally authorized to bind the Proponent to a contract should the proposal be qualified
and certified for contract and execution of work. All proposals must be submitted in PDF form
to stocktonbids@stocktonca.gov.
PURPOSE OF IRFP
The purpose of this IRFP is to select a consultant to recruit and hire one (1) qualified Director
of Human Resources and one (1) qualified Assistant Director of Human Resources. The City
will obtain proposals from qualified entities that will provide the City with recruiting services to
fill the two (2) vacancies in the HR department.
SCOPE OF SERVICES
The selected proponent shall conduct a national search to identify highly qualified candidates
for the positions and present a final candidate pool to the HR department for consideration.
This service shall be completed within 60 days but no more than 90 days of contract execution.
The City, in its sole discretion, may waive these deadlines.
The following is a list of requirements and deliverables:
1. Meet with the Hiring Manager to develop a candidate profile for each vacancy.
2. Develop a recruitment brochure and advertisement for a national search.
3. Conduct recruitment through advertisements, publications, social media, professional
associations, and other available means.
4. Conduct initial screening and recommendation of candidates.
5. Develop informational packets on all recommended candidates, including at a minimum;
a candidate summary, detailed resume, and comprehensive references.
6. Conduct reference, and education checks on candidates.
7. Coordinate interview panels and support final candidate interviews.
8. Initial interviews will be conducted in person unless the City requests otherwise.
9. Assist with negotiation of conditions of employment and notify rejected applicants of the
outcome.
PROPOSAL CONTENT
Proposal Guidelines, Content and Format: The City of Stockton uses a qualifications-based
selection process in obtaining these services. Proponents will be evaluated based on their
demonstrated ability to meet the requirements and deliverables identified in this solicitation.
In order for the City to properly evaluate the Proponents’ qualifications to perform this work,
the proposals shall include, as a minimum, the following information:
A. Evidence of the Proponent’s ability to be responsive to this project regarding
timeliness and expertise, including availability of staff proposed to be assigned.
B. Such additional information that the Proponent may feel would be pertinent to
assist the City of Stockton in making its final decision.

C. Proposals must be received at this email address no later than 4:00PM PST on
Monday, June 29, 2026. Proposals received after this date will not be
considered for review. The proposal must be signed by a person legally
authorized to bind the Proponent to a contract should the Proposal be qualified
and certified for contract and execution of work.
The IRFP must include the following:
1. Cover Letter: Submit a letter on your company letterhead addressing the proposal and
format. The letter should be signed by an officer of the firm authorized to bind the firm
to all comments made in the proposal, and shall include the name, address, phone
number and e-mail address of the person(s) to contact who will be authorized to
represent your firm.
2. Work Plan/Timeline: Provide a work plan that incorporates the scope of services
outlined above. The work plan should generally identify the expected duration of
each task and reflect associated personnel and other resources required for all
tasks to be performed. This should include a schedule for all deliverables. On-site
and off-site time should be separately stated. There should be a clear explanation
of consultant’s and City responsibilities.
3. Project Fees and Fee Schedule: Provide a comprehensive budget and fee schedule.
This fee schedule should include costs for all services required in this IRFP.
4. Insurance & Contract Requirements: Provide a statement that you have reviewed and
agree to the insurance requirements specified in Exhibit B and the terms and
conditions specified in Exhibit C. Provide a sample completed Insurance Certificate
according to terms as identified in Exhibit B to show you are able to provide
insurance if awarded this contract. Final insurance certificates must be provided
before contract can be approved.
INDEMNITY AND HOLD HARMLESS
To the fullest extent permitted by law, Contractor shall hold harmless, defend and indemnify
City of Stockton and its officers, officials, employees and volunteers from and against any
and all liability, loss, damage, expense, costs (including without limitation costs and fees of
litigation) of every nature arising out of or in connection with Contractor’s performance of work
hereunder or its failure to comply with any of its obligations contained in this agreement,
except such loss or damage which was caused by the sole negligence or willful misconduct
of the City of Stockton. This obligation is independent of, and shall not in any way be limited
by, the minimum insurance obligations contained in this agreement. These obligations shall
survive the completion or termination of this agreement.
SELECTION AND AWARD
Award will be made based on the most advantageous proposals to the City with the proper
credentials and best experience/professional standards. The City reserves the right to select
the successful proponent and negotiate terms of a contract with the proponent whose
proposal is most responsive to the needs of the City. Further, the City reserves the right to
reject any and all proposals, or alternate proposals, or waive any informality in the proposal
as is in the City’s best interest. Staff will determine how well the IRFP meets the needs of the
City in terms of suitability of services, experience, and cost will not be the primary factor.
Proposals are subject to final negotiation. If no proposals are accepted, the City reserves the
right to cancel this IRFP and release a new IRFP or work directly with the City’s recruitment
firm of choice.
TERM
The City and Proponent will sign an agreement for one (1) year for the services noted in this
IRFP. There is no guarantee of services for the entire one (1) year term.
QUESTIONS AND ADDENDA
All questions regarding this solicitation must be submitted by email to Timothy Caluya at
stocktonbids@stocktonca.gov. A formal question-and-answer period will not be conducted,
and questions and responses will not be published or posted. The City will respond
individually by email to each question received.
In the event that it becomes necessary to revise any part of this IRFP, an addendum will be
issued via email.
