Weber Ave, Building 2, 5th Floor, Stockton, CA 95203209-937-8357www.stocktonca.govINFORMAL REQUEST FOR PROPOSAL (IRFP) FOR DIRECTOR OFHUMAN RESOURCES AND ASSISTANT DIRECTOR OF HUMANRESOURCES RECRUITMENT FIRMIRFP CLOSES 4:00 PM, Monday, June 29, 2026Date of Release:Deadline:Contacts:Friday, June 19, 2026Monday, June 29, 2026Timothy Caluya, Procurement Divisionstocktonbids@stocktonca.gov(209) 937-8357INFORMAL REQUEST FOR PROPOSAL (IRFP)City of Stockton is seeking, via an informal request process, proposals for Recruiting Firmsto assist the Human Resources department (HR) and City staff to recruit and hire for theDirector of Human Resources (1) and Assistant Director of Human Resources (1) vacancies.Proposals will be reviewed, and specifications may be amended to meet City goals.INTRODUCTIONThe Human Resources Department is structured into seven specialized divisions, each playinga vital role in ensuring equity, compliance, and operational excellence across City departments.The department currently has two (2) vacancies for the following positions:- Director of Human Resources (1)- Assistant Director of Human Resources (1)The selected Proponent will work jointly with the HR department, who will select the mostqualified candidate for each position.IRFP DEADLINEProposals must be received no later than 4:00PM PST on Monday, June 29, 2026. Proposalsreceived after this date will not be considered for review. The proposal must be signed by aperson legally authorized to bind the Proponent to a contract should the proposal be qualifiedand certified for contract and execution of work. All proposals must be submitted in PDF formto stocktonbids@stocktonca.gov.PURPOSE OF IRFPThe purpose of this IRFP is to select a consultant to recruit and hire one (1) qualified Directorof Human Resources and one (1) qualified Assistant Director of Human Resources. The Citywill obtain proposals from qualified entities that will provide the City with recruiting services tofill the two (2) vacancies in the HR department.SCOPE OF SERVICESThe selected proponent shall conduct a national search to identify highly qualified candidatesfor the positions and present a final candidate pool to the HR department for consideration.This service shall be completed within 60 days but no more than 90 days of contract execution.The City, in its sole discretion, may waive these deadlines.The following is a list of requirements and deliverables:1. Meet with the Hiring Manager to develop a candidate profile for each vacancy.2. Develop a recruitment brochure and advertisement for a national search.3. Conduct recruitment through advertisements, publications, social media, professionalassociations, and other available means.4. Conduct initial screening and recommendation of candidates.5. Develop informational packets on all recommended candidates, including at a minimum;a candidate summary, detailed resume, and comprehensive references.6. Conduct reference, and education checks on candidates.7. Coordinate interview panels and support final candidate interviews.8. Initial interviews will be conducted in person unless the City requests otherwise.9. Assist with negotiation of conditions of employment and notify rejected applicants of theoutcome.PROPOSAL CONTENTProposal Guidelines, Content and Format: The City of Stockton uses a qualifications-basedselection process in obtaining these services. Proponents will be evaluated based on theirdemonstrated ability to meet the requirements and deliverables identified in this solicitation.In order for the City to properly evaluate the Proponents’ qualifications to perform this work,the proposals shall include, as a minimum, the following information:A. Evidence of the Proponent’s ability to be responsive to this project regardingtimeliness and expertise, including availability of staff proposed to be assigned.B. Such additional information that the Proponent may feel would be pertinent toassist the City of Stockton in making its final decision.Please email your proposal to stocktonbids@stocktonca.gov with the subjectof email titled “Informal RFP for Director of Human Resources andAssistant Director of Human Resources Recruitment Firm”C. Proposals must be received at this email address no later than 4:00PM PST onMonday, June 29, 2026. Proposals received after this date will not beconsidered for review. The proposal must be signed by a person legallyauthorized to bind the Proponent to a contract should the Proposal be qualifiedand certified for contract and execution of work.The IRFP must include the following:1. Cover Letter: Submit a letter on your company letterhead addressing the proposal andformat. The letter should be signed by an officer of the firm authorized to bind the firmto all comments made in the proposal, and shall include the name, address, phonenumber and e-mail address of the person(s) to contact who will be authorized torepresent your firm.2. Work Plan/Timeline: Provide a work plan that incorporates the scope of servicesoutlined above. The work plan should generally identify the expected duration ofeach task and reflect associated personnel and other resources required for alltasks to be performed. This should include a schedule for all deliverables. On-siteand off-site time should be separately stated. There should be a clear explanationof consultant’s and City responsibilities.3. Project Fees and Fee Schedule: Provide a comprehensive budget and fee schedule.This fee schedule should include costs for all services required in this IRFP.4. Insurance & Contract Requirements: Provide a statement that you have reviewed andagree to the insurance requirements specified in Exhibit B and the terms andconditions specified in Exhibit C. Provide a sample completed Insurance Certificateaccording to terms as identified in Exhibit B to show you are able to provideinsurance if awarded this contract. Final insurance certificates must be providedbefore contract can be approved.INDEMNITY AND HOLD HARMLESSTo the fullest extent permitted by law, Contractor shall hold harmless, defend and indemnifyCity of Stockton and its officers, officials, employees and volunteers from and against anyand all liability, loss, damage, expense, costs (including without limitation costs and fees oflitigation) of every nature arising out of or in connection with Contractor’s performance of workhereunder or its failure to comply with any of its obligations contained in this agreement,except such loss or damage which was caused by the sole negligence or willful misconductof the City of Stockton. This obligation is independent of, and shall not in any way be limitedby, the minimum insurance obligations contained in this agreement. These obligations shallsurvive the completion or termination of this agreement.SELECTION AND AWARDAward will be made based on the most advantageous proposals to the City with the propercredentials and best experience/professional standards. The City reserves the right to selectthe successful proponent and negotiate terms of a contract with the proponent whoseproposal is most responsive to the needs of the City. Further, the City reserves the right toreject any and all proposals, or alternate proposals, or waive any informality in the proposalas is in the City’s best interest. Staff will determine how well the IRFP meets the needs of theCity in terms of suitability of services, experience, and cost will not be the primary factor.Proposals are subject to final negotiation. If no proposals are accepted, the City reserves theright to cancel this IRFP and release a new IRFP or work directly with the City’s recruitmentfirm of choice.TERMThe City and Proponent will sign an agreement for one (1) year for the services noted in thisIRFP. There is no guarantee of services for the entire one (1) year term.QUESTIONS AND ADDENDAAll questions regarding this solicitation must be submitted by email to Timothy Caluya atstocktonbids@stocktonca.gov. A formal question-and-answer period will not be conducted,and questions and responses will not be published or posted.
